    APPENDIX 5 (BATTLEFIELD TRANSITION PROCEDURES) TO ANNEX C(OPERATIONS) TO XVIII AIRBORNE CORPS FIELD SOP

    1. General. Transition of C2 responsibilities will beviewed as an implied task in XVIII Airborne Corpsoperations. This transition may be the assumption of C2

    from another headquarters or the passing of the C2function to another organization. The attached Corpschecklist serves as a base-line checklist for suchtransition operation. This checklist invariably, willrequire changes/modifications depending on theparticular situation, the approved conditions fortransition, and the factors of METT-T.

    2. The transition operation/activities will be coordinatedby a Transition Team formed by representatives from eachstaff section and headed by a G3 Current Operations

    Officer. Prior to any transition operation, theTransition checklist will be coordinated and approved byboth headquarters involved in the transition.

    C. Transition Checklists

    1. General.

    a. G3 Operations will maintain proponency for all

    Transition activities.

    b. All Corps staff sections will be prepared to providea member to the Corps Transition Team.

    c. The "Conditions for Transition" formulated for eachtransition operations will form the basis for all transitionactivities.

    d. Conditions for Transition will be originated by theoutgoing headquarters and jointly approved by the outgoingCdr, incoming Cdr and higher headquarters for the outgoingunit.

    e. A standard Transition Checklist will be maintained byall Corps staff sections and will serve as the basis forcoordination with counterpart staff sections duringtransition activities.

    2. Responsibilities.

    a. G3 Plans and G3 Operations will publish the formalConditions for Transition.

    b. All staff sections will:

    (1) Appoint a member to the Transition Team.

    (2) Update applicable transition checklist.

    (3) Provide briefer for required transitionbriefings.

    3. Briefing Formats.

    a. The initial briefing, given by the outgoing staff,will follow the format of the Corps Daily (1700)Update Briefing. The purpose of the briefing is toacquaint the incoming CDR/Staff with the mission,intent, concept of operations, task organization,

    current situation, future missions, and status of allcombat service and combat service

    support elements. The briefing will end with a thoroughdiscussion of the Conditions for Transition and known

    issues.

    b. The final briefing, given by the incoming staff,should be in the format of a decision briefing. The briefingwill address the status of each Condition for Transition, anyoutstanding issues, the recommendation to accept/not accepttransition, and the recommended effective date/time for thetransition.

    The following sequence assumes that the XVIII Airborne CorpsHQs is the Current JTF (or ARFOR) HQs and is handing offthose duties to another Headquarters:

    o Conditions for Transition developed by G3 Opns/G3 Plans.

    o Conditions for Transition coordinated with all Corps staffsections.

    o Transition Team briefs the Corps G3 or Chief of Staff onproposed Conditions for Transition.

    o Conditions for Transition forwarded to incoming unitHeadquarters for input/concurrence.

    o Concurrence/comments on Conditions for Transition receivedfrom incoming unit.

    o Final Conditions for Transition approved by Corps CG/CofS.

    o Final Conditions for Transition forwarded to higherheadquarters and incoming unit headquarters.

    o Schedule for Transition activities forwarded to higherheadquarters and incoming unit headquarters.

    o Corps Transition Team meets with incoming unit staff,using Transitions Checklists, to coordinate transitionactivities and identify issues.

    o Corps Transition Team gives initial Transition briefing tothe Corps CG and incoming CG and key staff members (briefingformat IAW para 3, page A-7-A-1).

    o Transition team coordination meeting(s) conducted, asrequired.

    o Incoming staff briefs CG of incoming and outgoing units asto status of each Condition for Transition. Format for thisbriefing should be a Decision Brief to determine if/whentransition should take place.

    o Joint decision by Corps Cdr/Incoming Cdr to execute thetransition.
