Anna Head Buildings E & F Renovation - Project Number #12673A Facility Background The Anna Head School for Girls, located between Bowditch Street, Haste Street and Channing Way, acquired by the University in 1963, is listed in the National Register of Historic Places, the State Historic Resources Inventory, and, is a City of Berkeley Landmark. The School is comprised of (6) six brown shingle buildings, some connected, built and added on to between 1892 and 1927 and surrounded by landscape features. The Historical Structure Report (HSR) conducted in June 2008 by Knapp Architects identified the condition of and importance of features of all (six) buildings. Only one building (Building A, Alumnae Hall) has been renovated and upgraded to meet current code. The other buildings are in poor condition and require extensive seismic, life- safety, code and access improvements, along with building envelope repairs and new interior finishes. Project Background In Spring 2015 the University of California Office of the President recommended funding a student wellness and mental health counseling center, proposed as a project by the UCB Life Safety Fee Committee. Anna Head Buildings E & F were identified as the most appropriate site to develop for this needed student service. Buildings E & F are close to multiple residence halls as well as to the central campus, and, the renovation of these buildings provided an opportunity to renovate and upgrade a valuable University resource. Project Description Buildings E and F are immediately adjacent to one another. The project will connect them, forming a 2-story, approximately 6000 square feet, student counseling center. Surveys conducted by Architectural Resources Group (ARG) in San Francisco and Fisk Termite Company in San Pablo have identified necessary repairs. ARG is a nationally respected preservation architecture firm which has developed renovation plans consistent with the findings of the HSR and with Secretary of the Interior standards. The existing pool under Building F will be filled, the existing brick masonry foundations for both buildings will be replaced, existing dry-rot, post-beetle and termite damaged wood framing will be replaced, existing wood windows will be replaced or refurbished as required. Exterior shingle siding and roofing systems will be replaced. Original masonry chimney for Building F and 2 nd story flooring will be repaired and preserved. Interior doors, flooring and detailing in Building E will be renovated and preserved as possible. Project Program UCB University Health Services developed the facility program. The new center will provide individual counseling and group therapy services. The connected 2-story facility will have an entry/reception area, 19 private counseling offices, restrooms, multi-purpose training rooms, a kitchenette and copy area, an interior stairway and small (LULA) elevator connecting the two floors. Status & Schedule Soil, Utility and Termite/Pest Surveys have been conducted. Preliminary reviews with the University Fire Marshal (FMO) and the Division State Architect (DSA) offices have been conducted. Prequalification to ensure experienced and qualified General Contractors will be eligible to Bid the Work has been conducted. Design Documents are in the Construction Document Phase and scheduled to be complete at the end of October 2016, after which they will be submitted to University FMO and to DSA for approval in early November 2016. Compliance with The Secretary of the Interior’s Standard for Rehabilitation

The purpose of the Secretary of the Interior’s Standards for the Treatment of Historic Properties (The 

Standards) is to promote responsible preservation practices that help to protect irreplaceable cultural 

resources.  There are four overriding treatments discussed in The Standards:  preservation, rehabilitation, 

restoration, and reconstruction.  This project has been analyzed according to the rehabilitation standards.   

 

The compatibility of Anna Head Buildings E/F project as a whole has been reviewed with respect to the 

ten guidelines of the The Rehabilitation Standards.  Each of the Standards is listed below, followed by 

discussion of the project’s potential for impacts in italicized text.  

 

1. A property shall be used for its historic purpose or be placed in a new use that requires minimal 

change to the defining characteristics of the building and its site and environment. 

Building E was originally designed in 1901 as a residence and classroom and expanded to the south in 

1912. Since acquisition by UC, the building has serves as office space. Building F may have been built 

in 1911 as a stable, but was renovated in 1916 as a two story pool and gymnasium. It has recently 

been used for storage. The proposed new use as office ensures the exterior of the buildings retain 

most of their character defining features and the overall relationship to the Anna Head complex and 

the site remains unchanged.  

In ARG’s opinion, the proposed project is consistent with this Standard. 

2.    The historic character of a property shall be retained and preserved.  The removal of historic 

materials or alteration of features and spaces that characterize a property shall be avoided. 

The proposed project calls for partial demolition of the one‐story structure on the north side of 

Building F to make room for a two story egress stair and elevator that connects and serves both 

buildings. The addition will also include a small one‐story room that serves as the main entrance and 

waiting room. The new addition will not be visible from Haste Street – the primary public elevation – 

or adjacent People’s Park.  The proposed project will retain all of the character‐defining features on 

the Haste Street facade. Where the addition joins the original building, the existing exterior finishes 

and details will be retained so visitors can identify original fabric.   

On other locations, loss of minor character defining features include two brick fireplaces/ chimneys at 

Building E (removed for installation of the egress stair and circulation); relocation of several historic

windows (for programmatic reasons), loss of several interior doors (due to non‐compliant size), and 

loss of select interior plaster walls and ceilings. In general, historic windows and exterior doors and 

trim will be retained and repaired. Exterior wall shingles and roofing will be replaced in‐kind. The 

proposed project also includes reconstruction of a historic second floor porch. 

In ARG’s opinion, the proposed project is consistent with this Standard. 

3. Each property shall be recognized as a physical record of its time, place, and use.  Changes that create 

a false sense of historical development, such as adding conjectural features or architectural elements 

from other buildings, shall not be undertaken. 

Anna Head will retain most of its historic features which are being preserved and rehabilitated. No 

new conjectural features or elements from other buildings are being introduced.  All elements of the 

proposed project are designed to be contemporary in character: sympathetic with the existing 

building but not mimicking its design or adding conjectural features.  New elements will be designed 

to be distinguishable from the historic elements of the building so as not to create a false sense of 

historic development.  

In ARG’s opinion, the proposed project is consistent with this Standard. 

4. Most properties change over time; those changes that have achieved historic significance in their 

own right shall be retained and preserved.  

The proposed design retains character defining features of past renovations that have achieved 

historic significance of their own. Significant components to remain include the 1912 addition to 

Building E by Walter Ratcliff which includes the tower and a second floor porch. While the exterior of 

Building F is being retained, non‐contributing interior components such as the concrete pool structure 

and the pool equipment room will be demolished to accommodate structural upgrades. These 

elements are not cited as significant features in the Historic Structure Report.  

 

In ARG’s opinion, the proposed project is consistent with this Standard. 

5. Distinctive features, finishes, and construction techniques or examples of craftsmanship that 

characterize a historic property shall be preserved. 

The exterior character‐defining features of the building, including the diamond pattern windows, the 

projecting bay windows, and tower, will be preserved by the proposed project.  There are few 

character defining features on the interior of the building, and these will be preserved where possible.

In ARG’s opinion, the proposed project is consistent with this Standard. 

6. Deteriorated historic features shall be repaired rather than replaced.  Where the severity of 

deterioration requires replacement of a distinctive feature, the new feature shall match the old in 

design, color, texture, and other visual qualities and, where possible, materials.  Replacement of 

missing features shall be substantiated by documentary, physical, or pictorial evidence. 

Many of the existing materials suffer from severe deterioration, termite damage, or have reached the 

end of their useful life. Furthermore, structural upgrades also require replacement of deficient 

components such as foundations and select roof framing. Existing original fabric will be repaired 

rather than replaced where possible. The original wood windows will be repaired; individual elements 

of sashes or frames will be replaced in kind only where severely deteriorated. Other building materials, 

such as the wall and roof shingles will be replaced in kind to visually match existing. Much of the 

interior has been altered over time and only minimal original fabric remains. Oak flooring on the 

second floor of Building F will be salvaged for reinstallation.  

In ARG’s opinion, the proposed project is consistent with this Standard. 

7. Chemical or physical treatments, such as sandblasting, that cause damage to historic materials shall 

not be used.  The surface cleaning of structures, if appropriate, shall be undertaken using the gentlest 

means possible. 

No chemical or physical treatments that can cause damage to historic materials is being proposed for 

this project.  In ARG’s opinion, the proposed project is consistent with this Standard.  

8. Significant archaeological resources affected by a project shall be protected and preserved.  If such 

resources must be disturbed, mitigation measures shall be undertaken. 

The site is not known to contain any archaeological resources.  Therefore, in ARG’s opinion, the 

proposed project is consistent with this Standard. 

9. New additions, exterior alterations, or related new construction shall not destroy historic materials 

that characterize the property.  The new work shall be differentiated from the old and shall be 

compatible with the massing, size, scale, and architectural features to protect the historic integrity of 

the property and its environment.   

The proposed project will have no negative effect on the property’s character‐defining features and 

materials.  The proposed addition, which will only have an impact on the less significant elevations of

the building, has a modern appearance and does not convey a false sense of historicism.  The massing 

and location of the addition does not obscure the original configuration or relationship of the two 

buildings and the exterior walls of the original building are exposed and expressed within the addition.  

The addition has a flat roof on the east and a gable roof on the west which is set back from the 

historic roofs. New exterior materials include large panes of glass, painted metal, and cable railings. 

These finishes will be selected to complement but not match those on the original building.  

In ARG’s opinion, the proposed project is consistent with this Standard. 

10.  New additions and adjacent construction shall be undertaken in such a manner that if removed in the 

future, the essential form and integrity of the historic property and its environment would not be 

impaired. 

While unlikely, the proposed addition could be removed in the future.  There would be no residual 

impact on the primary elevations of the historic buildings. The essential form and integrity of the 

historic property would not be impaired.  The existing one story shed on the north side of Building F 

could be restored, if required, to its original appearance. 

 

In ARG’s opinion, the proposed project is consistent with this Standard.
