CHAPTER 1 – GENERAL RULES2. Entries 2.1 Requirement - An entry must be submitted on a form approved by the member body sanctioning the event. And

must as a minimum clearly identify the competitors ANKC member number, the dogs full pedigree name and ANKC registration number and a declaration that the competitor accepts the event will be held under the Constitution and Rules of the ANKC and member body sanctioning the event.

Proposed changes 2.12.1 Requirement - An entry must be submitted on a form approved by the member body sanctioning the event, and

must as a minimum clearly identify the competitors ANKC member number, the dog’s full pedigree name and ANKC registration number and a declaration that the competitor accepts the event will be held under the Constitution and Rules of the ANKC and member body sanctioning the event. Entries can be submitted on an ANKC paper entry form or via an online entry provider selected by the Affiliate conducting the event.

Rationale 2.1: Correction of typographical error – cannot start a sentence with “And”Updating to include entries via the online entry systems now used by most clubs.

2.2 Pedigree Registration – All dogs entered in Sled Sport events must registered with the ANKC. Others dogs may participate at the discretion of the member body but shall not be entitled to be awarded ANKC titles.

CHAPTER 2 – SLED RACING

1. Entries 1.8   Size of Teams

a. A Limited Eight-Dog Class Team shall consist of not more than eight (8) dogs, and not less than five(5)dogs. b. A Limited Six-Dog Class Team shall consist of not more than six (6) dogs, and not less than four (4) dogs c. A Limited Four-Dog Class Team shall consist of not more than four (4) dogs, and not less than three(3)dogs. d. A Limited Three-Dog Class Team shall consist of not more than three (3) dogs, and not less than two(2)dogs. e. A Limited Two-Dog Class Team shall consist of two (2) dogs. f. A Limited One-Dog Class Team shall consist of one(1)dog g. After the first heat and each ensuing heat, a driver may voluntarily reduce the size of the team, subject to

minimums.

Proposed changes 1.8.a:1.8   Size of Teams

Rationale 1.8.a: If competing with a team of less than 6 dogs, can run in the 6-dog class

2 Equipment 2.2   Harnesses and Lines

a. All dogs shall be harnessed in single or double file. b. All dogs shall be fastened to the gang line by a neck line and tug line with the exception of the leader which

shall be harnessed in the team by a tug line. Dual leaders shall be connected by a neck line. c. A snub line may be carried on the gig but it shall not be used in any manner other than to ties down and hold

the gig. d. An adequate bungy mechanism shall be incorporated into the gang line.

Proposed changes 2.2.d:2.2 Harnesses and Lines

a. All dogs shall be harnessed in single or double file. b. All dogs shall be fastened to the gang line by a neck line and tug line with the exception of the leader which

shall be harnessed in the team by a tug line. Dual leaders shall be connected by a neck line. c. A snub line may be carried on the gig but it shall not be used in any manner other than to ties down and hold

the gig. d. An adequate bungy mechanism shall be incorporated into the gang line with the exception of snow races

Rationale 2.2.d:A bungy mechanism is not necessary for safety purposes when running on the snow with a sled as sled handles better without a bungy mechanism.

2.3   Wheeled Gigs a. Shall have a platform and be equipped with a dog bag capable of safety restraining a struggling dog and if

necessary, covering a severely injured or dead dog. This shall be reported to the Spotter immediately and a vehicle brought to safely remove the dog.

b. Are not to be used for one (1) dog class but may be used for two (2) dog class and must be used for class sizes of more than two (2) dogs i.e. three (3) dog and above

c. May have three or four wheels but shall be capable of being driven and controlled by a single driver. d. Shall have an adequate locking brake system. e. Shall be equipped with a manual steering mechanism. f. Shall not exceed one hundred and sixty four centimetres (164cm) overall width. g. May be motorized but used with the understanding that the motor will not be used under the agreement of

entry. h. The use of a motorized gig will be stated by the entrant on the entry form.

Rule Change 2.3.a:

2.3   Wheeled Gigs a. May have a platform and be equipped with an adequately ventilated dog bag capable of safety restraining a

struggling dog and if necessary, covering a severely injured or dead dog. This shall be reported to the Spotter immediately and a vehicle brought to safely remove the dog.

b. Are not to be used for one (1) dog class but may be used for two (2) dog class and must be used for class sizes of more than two (2) dogs i.e. three (3) dog and above

c. May have three or four wheels but shall be capable of being driven and controlled by a single driver. d. Shall have an adequate locking brake system. e. Rationale 2.3.a: Removal of mandatory requirement to have a platform and dog bag to align with the Australian Sleddog Sports Association (ASSA) regulation 77.3.4 regarding dropping a dog from a team while on the trail, which state:“Dog drop check points may be provided at least every 3 km and may be combined with normal check points. They shall be equipped with a stake-out and water. Dogs dropped at check points shall not be allowed to start in succeeding heats. If no possibilities are provided to drop dogs and a dog becomes unfit or refuses to advance for any reason, the driver is not permitted to finish the heat, unless the dog can be safely transported in the Rig. For this reason it is mandatory to carry a snub line in all Rig classes. A Rig Bag can be used to transport a dog, but the bag must be ventilated and the dog’s head must not be covered.” 

2.6   Other Equipment a. A muzzle or any collar that can be hooked as a full choke shall be prohibited. b. A racing number for each driver shall be provided. The driver shall display this number on his/her person

throughout the race, when receiving awards and for official photographs. c. The use of a signal whip is prohibited. d. All drivers must wear a safety helmet it must be compliant to AS/NZS 2063 Bicycle Helmets. e. For night races an adequate headlamp must be worn and/or suitable bike lamp attached to the scooter or

gig. Dynamo powered bike lamps are prohibited. f. All drivers shall carry side cutters capable of cutting through gang lines, tug lines, necklines or harnesses.

Proposed changes 2.6.b:2.6   Other Equipment

Removal of requirement to wear bib when receiving awards and photographs since this is not mandatory at sled dog races, and often return of bibs is required prior to award presentations.

4 Trail Rules 4.2 Driving a Team

a. A driver may ride, scoot or run as wished. b. Any driver accepting a ride during a race on any other vehicle other than his/her own scooter/gig shall be

disqualified. c. A driver shall not interfere with a competing team. d. All dogs starting a heat shall complete the entire course, either hitched in the team or carried on the gig (for

two dog teams and above using a gig). e. A dog becoming unfit after departure shall be carried on the gig (for two dog teams and above using a gig

one dog teams can use other drivers/Marshalls to get assistance).f. Where a dog is seriously injured or ill “d and e” do not apply and the driver is to gain assistance from the

nearest official to have the dog returned to the marshalling area to gain immediate veterinary assistance. g. Carrying a passenger at any time during the race shall be prohibited unless;

1) Called for in the conditions of the race.2) Giving a ride to a driver in an emergency situation.

Proposed changes 4.2.d, e & f:4.2 Driving a Team

8.1 Working Team Dog (WTD)8.1.2. Title may be achieved by one of the following methods:

a. Method 1 – Racing 1)   The dog must qualify in three different races, in any class, or combination of classes. 2)   The minimum number of teams competing in a class must be 3.

3)   Races must be held under the ANKC and by an affiliate of an ANKC member body. 4)   In the event of a multi heat race, an individual heat may qualify as race where it meets the

requirements of a qualification. Only 1 heat per race event may count as a qualifier, or the race as a whole may be classed as a qualifier.

5)  The following applies to qualifying Races and/or Heats: I. The team must complete the race in an average speed per kilometre in accordance with the

breed average speed as listed at Appendix A.II. Sprint Race Events: The recommended distance for each race shall be 2-4 kilometres per

dog as designated by the class in which the team is entered, i.e. for the one dog class the trail will be between 2 and 4 km, for the two dog class the trail will be between 4 and 8 kilometres, etc.

III. Maxi Race Events: The recommended distance for each race shall be 3.5 - 7 kilometres per dog as designated by the class in which the team is entered.

IV. Excursion Events*: The distance for each event shall be a minimum of 16 kilometres irrespective of team size.*nb - for events advertised as “endurance/freight runs” this rule does not apply.

V. Endurance/Freight: Required distances will be determined by the class in which the dog is running. Required distances will be between 2 and 4 kilometres for each dog on the team with a minimum of 4.8 kilometres required. The freight class shall be a minimum of 8 kilometres with a minimum of 20 kilograms for dog on the team added to the weight of the sled/gig, not including the weight of the driver.

b. Method 2 – Racing a. Dog must accumulate a minimum of 40 race kilometres. The dog must have completed the course in

all races considered. Races must be a minimum of 8 kilometres if a freight race. Distances of Method 1 apply.

b. The dog must complete all races in an acceptable amount of time as determined by the Committee – see Addendum.

c. All events must be certified by the Race Marshall. c. Method 3 - Excursion

1) Dog must accumulate a minimum of 65 sledding excursion kilometres. Dog or dogs must pull vehicle a minimum of 16 kilometres per excursion. The Race Marshall must sign the form to be sent to the Committee verifying proof of distances and dog or dog competing.

d. Method 4 - Combination racing and Excursion 1) One or two 16 kilometre or longer races may count towards the total of 65 excursion kilometres.

Race events must comply with the requirements of Method 8.1.2 a & b.

Proposed Changes 8.1.2:

8.1.2. Title may be achieved by one of the following methods: a. Method 1: Racing

5) 6 dog minimum 4.8 per heat 6) 8 dog minimum 6.4km per heat

III. Maxi Race Events: The recommended distance for each race shall be 3.5 - 7 kilometres per dog as designated by the class in which the team is entered.

IV. Excursion Events*: The distance for each event shall be a minimum of 16 kilometres irrespective of team size.*nb - for events advertised as “endurance/freight runs” this rule does not apply.

Rationale 8.1.2.:Method 1 and 2 Racing have been combined. The minimum race kilometres required as a dog running solo or on a small team will not achieve sufficient kilometres in 3 races to prove worthiness of a title under the current rules. Need a minimum number of race kilometres regardless of kms per race and/or speed.

Rationale 8.1.2.a.5.II:Minimum heat distances incorporated into rules due to the fact that trail availability and climate conditions in Australia often necessitate use of shorter trails than the recommended distance of 2-4 kilometres per dog, especially with respect to the larger teams. The distances proposed are based on 1 mile per dog (1.6km per dog) or reasonable portion (not less than 50%) thereof, per heat. 1.6 kilometres (1 mile) per dog aligns with distances required in other sled dog programs globally (Siberian Husky Club of America, Alaskan Malamute Club of America).

Rationale 8.1.2.b:Method 2 Racing deleted - has been combined with and included within Method 1 Racing. Methods 3 and 4 have been renumbered accordingly.

CHAPTER 3 – BACKPACKING/HIKING

1. Eligibility 1.1 Age – All dogs entered in Backpacking/Hiking events are to be eighteen (18) months of age or older. The date of

birth shall be calculated on the first day of competition.

Proposed changes 1.1:1.1 Age – All dogs entered in Backpacking/Hiking events are to be:

a. eighteen (18) months of age or older to compete in events to the Working Pack Dog (WPD) standard. b. 24 months of age or older to compete in events to the Working Pack Dog Excellence (WPDX) standard. The age shall be calculated on the first day of competition.

Rationale 1.1: To clarify age requirements for the WPDX as per rule 7.2.Correction – the age is calculated, not the date of birth

1.2 Size – All medium to large breeds may compete in Backpacking/Hiking events.

Proposed changes 1.2:1.2 Size – All dogs over 10kg shall be permitted to compete in Backpacking/Hiking events in all States/Territories of

Australia.

Rationale 1.2: As the ANKC does not provide a definitive list of breed sizes and Associate registered dogs may be a mix of breeds, so consistency determination of what constitutes a medium breed is not possible at this time. Further there is no health reason why smaller breeds should be excluded, providing the dog is able to carry sufficient provisions for the hike. The Committee determined that a dog should therefore be able to carry at least 3 kilograms, therefore requiring the dog to weigh at least 10 kilograms.It is the owner’s responsibility to ensure their dogs are physically fit and able to complete the requirements of the title.

2. Exclusions 2.1 Brachycephalic breeds are prohibited from competing in Backing/Hiking events due to potential breathing

problems during strenuous exercise.

Proposed new rule 2.2: 2. Exclusions 2.1 Brachycephalic breeds are prohibited from competing in Backing/Hiking events due to potential breathing

problems during strenuous exercise.2.2 Achondroplastic breeds are prohibited from competing in Backing/Hiking events due to the risk of back injury.

Rationale 2.2:Carrying a backpack has a higher risk of back injuries in achondroplastic breeds due to their height to length ratio.

3. Entries 3.1 Hikers

a. All Hikers must be members of an ANKC member body as detailed in the rules of the member body. b. All entries must be provided in accordance with Chapter 1 Section 2 of these rules c. Entries shall be accepted by the affiliate conducting the event prior to or on the day of the event and must be

accompanied by the advertised entry fee and a fully and correctly completed entry form. It is the responsibility of the hiker to ensure all details submitted on the entry form are correct.

3.1 Hikers a. All Hikers must be members of an ANKC member body as detailed in the rules of the member body. b. All entries must be provided in accordance with Chapter 1 Section 2 of these rules c. Entries shall be accepted by the affiliate conducting the event prior to the event and must be accompanied by

the advertised entry fee and a fully and correctly completed entry form. It is the responsibility of the hiker to ensure all details submitted on the entry form are correct.

Proposed new rule 3.1.d: d. Hikers may handle a maximum of 2 dogs at an event.

Rationale 3.1.c: All entries should be by pre-entry to allow the affiliate to adequately prepare catalogues, awards, supplies and management of the event.

Rationale new rule 3.1.d:For the safety of dogs and hikers, a two (2) dog maximum per handler per event should be imposed. In the event of a handler or dog injury, additional dogs are problematic even with the assistance of other hikers and club members.

4. Equipment 4.1 Inspection

a. Each competing dog must be fitted with a correct canine back pack.b. The Hike Marshal or their representative is to inspect the equipment and ensure sufficient provisions are

made for the hike.

a. The Hike Marshal, Judge or a delegate is to inspect the equipment prior to commencement of the hike to ensure correct size, fit and weight of the backpack, and that each hiker has adequate provisions for the hike.

Proposed new rules 4.2.b & c:b. Each participating dog must be weighed by the Judge, Hike Marshal or a delegate at check-in of the trial to

determine minimum starting pack weight.c. Each backpack must be weighed prior to the commencement of the hike and at the conclusion of the hike by

the Judge, Hike Marshal or a delegate to ensure compliance with minimum weight required at the start and completion of the hikes. The dog’s weight, pack start weight and pack finish weight are to be recorded in a marked catalogue.

Further clarification of requirements for equipment and consumables is needed to ensure consistency between states and trials, that health and safety concerns are addressed. To preserve the integrity of the working title and ensure adequate provisions for the hike, hikers should carry their own consumables not be relying solely on the contents of the dog’s backpack.Hikers should also carry additional water for their dog in the event of unanticipated higher temperatures, puncture of water containers or other unanticipated reduction of water available from their dog’s pack.

Rationale 4.1.c:As basic risk management, each hiker should be provided with a marked map and compass to enable a hiker to navigate to the start or a point of extraction should they be unable to complete the hike or become separated from the hike group. The provision of a marked map also ensures distance and elevation, along with condition of the track, has been assessed by the affiliate as part of their organisation of the event.

Rationale 4.2.a (previously 4.1 b):A Judge as well as a Hike Marshal or a delegate can perform inspections and check and record weights, which is to be carried out prior to commencement of the hike. Requirements for inspection of the backpack to ensure correct size and fit have been added to address health and safety concerns.

Rationale 4.2 b & c:Further clarification of equipment inspection requirements and recording has been added to ensure consistency is maintained between states and trials and that the integrity of the title is maintained.

5. Fitness 5.1 It is the sole responsibility of the hiker to ensure that they and the dog is fit to hike, and to monitor the dog to

ensure it remains physically able to complete the hike. 5.2 Where the Hike Marshal considers either the Hiker or Dog are not physically capable to complete the hike then

they may disqualify them from the event and request a doctors certificate or veterinary certificate be provided prior to further entries being accepted for future events.

Proposed changes 5:5. Fitness and Safety5.1 It is the sole responsibility of the hiker to ensure that they and the dog is fit to hike, are adequately prepared and

physically capable of coping with the difficulty and distance of the trial, and to monitor the dog to ensure it remains physically able to complete the hike.

5.2 Where the Hike Marshal considers either the Hiker or Dog are not physically capable to complete the hike then they may disqualify them from the event and request a doctor’s certificate or veterinary certificate be provided prior to further entries being accepted for future events.

Proposed new rule 5.3:5.3 At the discretion of the Judge or hiker, a dog will be disqualified or fail the trial if:

a. it lacks physical condition, orb. shows signs of undue stress or tiredness, orc. becomes injured or unwell during the trial, ord. is reluctant or refuses to walk, ore. fails to maintain the set pace, complete the distance or continually lags behind the group.

Proposed new rule 5.4:5.4 All hikes shall be conducted in a group and all entrants must travel together along with the judge in a pack/line. At

no time should competitors be permitted to go hiking alone, and the judge must accompany the hike group for the entire hike.

5.5 The affiliate conducting the event must provide all hikers with a compass and a map marked with the hike trail, start and finish points. The map should be of adequate detail to allow hikers to navigate to the start / finish point should they be separated from the pack along the trail or become unable to complete the hike.

Proposed new rule 5.6:5.6 Hikers must walk at a minimum pace of 3 kilometres per hour or remain in front of a designated end of pack pace-

setter. The pace can be assessed by the judge on the day and adjusted if necessary to allow for terrain and weather.

Rationale 5:Safety has been included in the title of section 5 to emphasise that safety of participants should be paramount in the conduct of these trials.

Rationale 5.1:To emphasise the importance of hikers and dogs being adequately prepared and trained.

Rationale 5.3:Provides clarification of the reasons for disqualification due to dog welfare issues. This emphasizes the need for participants to be aware of unacceptable changes in the work ethic, condition or movement of their dog.

Rationale 5.4:Hikers should not be permitted to hike alone at any time due to welfare, health and safety risks which affiliates and the ANKC are liable for, as well as ensuring all hikers comply with the requirements of the title throughout the trial. For this reason, all hikes should be conducted in a group or line accompanied by the Judge. This ensures a fair and objective judgement can be made on the welfare of dogs and hikers throughout the hike, as well as ensuring participants who become injured or unwell are attended to, and that no participant becomes disoriented or lost.

Rationale 5.5:Provision of marked maps and compasses also ensures should anyone become separated or be disqualified from the trial they are able to safely navigate to back to the start or to landmarks to be met by an affiliate.

Rationale 5.6:The addition of a minimum pace ensures the trial is conducted in an efficient manner, that hikers and dogs are adequately prepared for trial, that the working integrity of the title is maintained without undue stress on the dogs or impediment to other handlers.

7. Titles

Proposed new rules 7.1 - 7.5:7. Titles7.1 To qualify for the title of Working Pack Dog (WPD) the dog must have passed the working pack dog requirements

at trials run by affiliates in accordance with the requirements outlined in these rules. Upon application to the ANKC state body the letters "WPD" will become part of the registered name of the dog.

7.2 After qualifying for the WPD title, dogs will be eligible to pursue the Working Pack Dog Excellence (WPDX) title. 7.3 The affiliate must advertise check-in time, estimated trip duration and total distance to be covered in a schedule

for all ANKC backpack qualifying trips/events.7.4 Affiliates must keep a copy of a entrants along with dog weight, dog's pack starting weight, dog's pack finishing

weight, and pass-fail-disqualification (including reason for disqualification) for every entrant in the trial 7.5 A qualifying certificate from the Affiliate holding the trial shall be presented for each dog passing the trial, signed

and dated by the officiating judge on the day.

7.2 WPD and WPDX should be consecutive titles gained in that order to ensure welfare and health and safety are adhered to along with the integrity of these titles being preserved – see proposed new rule 7.7.h

7.3 Clarification of the details to be advertised pre-trial. 7.4 Clarification of the administrative requirements post-trial.

The recording of reasons for any disqualifications is necessary as evidence that the action was justified as per rule 5.3, and in the event of a protest being pursued by the entrant.

7.5 Clarification of administrative requirements on the day of the trial.

7.1 Working Pack Dog (WPD) To earn the "WPD" title the following requirements must be met: a. Dog must carry a daily initial weight equal to a minimum of 30% of the dog's weight. This weight shall not

decrease except by normal consumption of items such as food or water. b. Pack trips must be on natural terrain such as hiking trails or cross country. c. Dog must pack a minimum of 64 kilometres. Each trip must be a minimum of 16 kilometres per day. d. Elevation gain may be substituted for kilometres in the following manner: 305 metres of elevation is

equivalent to 1.6 kilometres of flat terrain. Elevation gain will be figured as the difference between the highest and lowest points of the trip.

e. Packing requirements shall be spread out over a minimum of 2 trips.

Proposed changes 7.6 (previously 7.1):7.6 Working Pack Dog (WPD) To earn the "WPD" title the following requirements must be met:

a. Dog must carry a daily initial weight equal to a minimum of 30% of the dog's weight. This weight shall not decrease except by normal consumption of items such as food or water by the dog only .

b. Pack trips must be on natural terrain such as hiking trails or cross country.c. Dog must backpack a minimum of 64 kilometers over 3-4 trips/events.

Each trip/event must be a minimum of 16 kilometers and maximum of 22km per trip/event per day.The trial distance MUST be stated in the event schedule prior to the event . Only one trip is allowed per dog to be completed per day.

d. Because some trips will take place in mountainous terrain, each 305 metres of elevation gain may be substituted for 1.6 kilometres of the total kilometres requirement.

e. Packing requirements shall be spread out over a minimum of 3 (three) trips.

Proposed new rules 7.6.f, g & h:f. Rest stops – a minimum of 3 rest stops are to be taken at intervals throughout the hike. At every rest stop,

hikers must hydrate their dogs, check for rubbing or injury to feet and check the fit of the backpack.Rest/water stops must be 10-20 minutes in duration, and include one meal stop of 30-45 minutes in duration.

g. The judge or their delegate must weigh each dog and pack on site prior to commencing EVERY backpacking trial. The pack must be weighed again at the completion of the hike distance. These weights must be recorded by the affiliate along with the catalogue of entries.

h. Dog backpack's must weigh a minimum of 50% of the initial starting weight at the completion of the trip/event and must be weighed by the Hike Marshal/Judge at the completion of the trip/event.

Rationale 7.6 (previously 7.1):Renumbered to 7.6 due to inclusion of proposed new rules 7.1 – 7.5.7.6. a. To clarify that no human consumption of food or water from the dog’s backpack is permitted.

adequate dog care. Minimum and maximum times for rest stops should be imposed to allow hikers time for hydration and the necessary checks, and to ensure hikers do not take too much time on rest stops.

g. Dogs and packs must be weighed on the day. Weight can vary significantly within a week so pre-trial weight certificates should not be used, and affiliates must have suitable scales on site to weigh dogs and packs.

h. To maintain the integrity of the working pack dog title, a minimum pack weight throughout the entire trial should be stipulated. It is reasonable that dogs on a 16km hike would be carrying no less than 50% of the starting pack weight at the completion of the hike. This percentage is based on the average consumption of water or food by dogs on hikes to the WPD standard conducted over the past 20 years by the Alaskan Malamute Club, Victoria on average being around 25-30% of the initial pack weight, and is in line with organizations globally who run similar hike events. Dogs should not be completing a hike with little or no weight in the backpack as defeats the purpose of the title as a test of endurance and fitness.

7.2 Working Pack Dog Excellence (WPDX) To earn the "WPDX" title the following requirements must be met: a. Dog must be a minimum of 24 months of age. b. The dog's weight and the weight of his pack must be verified by appointed Hike Marshall prior to the start of

the trip. The dog shall carry an initial load of at least 30% of his body weight. The weight carried shall not decrease except by normal consumption of items such as food or water.

c. Pack trips must incorporate some backcountry trails with the dogs and hikers carrying equipment necessary to be self sufficient for the trip. Backcountry is a remote area, inaccessible and unsuited to vehicular traffic at the time of the trip, where support and aid is not generally available. Campouts will be necessary due to the distance requirements. Campouts may take place in the backcountry, at trailheads, roadside campgrounds and the like but not at commercial campgrounds or established accommodation. Suitable locations for pack trips are State Forests, parks, hiking and undeveloped natural terrain.

d. A total of 193 kilometres shall be completed in 1 to 3 trips. e. Each trip shall be a minimum of 64 kilometres with an average of 16 kilometres per day on travelling days

under normal conditions such as maintained trails and normal weather conditions. Day trips from the base camp must adhere to the weight requirements unless the applicant does not wish to include those kilometres in the trip total.

f. Because some trips will take place in mountainous terrain, each 305 metres of elevation gain may be substituted for 1.6 kilometres of the total kilometres requirement.

7.7 g. At the completion of the event, the dog’s backpack must be weighed by the Hike Marshall/Judge and must weigh a minimum of 50% of the initial starting pack weight.

h. Dogs must have achieved a Working Pack Dog Title (WPD) and provide proof by means of a copy of the dog’s ANKC certificate in order to be eligible to compete for the WPDX title.

A 3 to 4 day hike carrying all required equipment for self-sufficiency over 64 km is not suitable for the first-time hiker and an inexperienced dog, so this requirement is strongly recommended for health and safety reasons to minimize risk to hikers and dogs. It is felt this is necessary to prevent people from attempting a WPDX hike with a dog without the correct training, equipment or awareness of the difficulty of achieving the WPDX requirements.

7.3 Validation At the completion of the event, the Club conducting the event shall issue a certificate signed by the Hike Marshall to those dogs who have successfully qualified for a leg for either WPD or WPDX as appropriate.

CHAPTER 4 – WEIGHT PULL

1. Eligibility 1.2 Size - Medium to large and giant breeds shall be permitted to compete in Weight pull Competitions in all

States/Territories of Australia.

Proposed changes 1.2:1.2 Size – All breeds shall be permitted to compete in Weight Pull competitions in all States/Territories of Australia.

a. It is the responsibility of the owners to make sure their dogs are capable of pulling the initial weight of the cart or sled provided by the affiliate conducting the event.

b. Brachycephalic breeds are prohibited from competing in Weight Pull events due to potential breathing problems during strenuous exercise.

Rationale 1.2: As the ANKC does not provide a definitive list of breed sizes and Associate registered dogs may be a mix of breeds, consistent determination of what constitutes a medium breed is not possible at this time. Further there is no health reason why smaller breeds should be excluded, providing the dog is capable of pulling the initial weight of the cart or sled provided by the affiliate conducting the event.1.2 a. It is up to the owner to make sure their dogs are fit and capable of pulling the cart or sled provided for each

competition by the affiliate, not the ANKC, State Bodies and or Affiliates holding the events. 1.2 b. Brachycephalic breeds are at a higher risk of breathing problems during strenuous exercise such as weight

pulling.

2 Entries 2.1 Handlers

a. All handlers must be members of an ANKC member body as detailed in the rules of the member body. d. All entries must be provided in accordance with Chapter 1 Section 2 of these rules e. Entries shall be accepted by the affiliate conducting the event prior to or on the day of the event and must

be accompanied by the advertised entry fee and a fully and correctly completed entry form. It is the responsibility of the hiker to ensure all details submitted on the entry form are correct.

Proposed changes 2.1 b & c:a. All handlers must be members of an ANKC member body as detailed in the rules of the member body. b. member bodies heat policy which ever is the lesser. Where the event is held in an indoor air-conditioned venue, the same temperature rule shall apply.

Rationale 4.:There is no health risk to dogs to compete up to 25 degrees Celsius, which is the temperature cut off used by the Victorian and South Australian clubs for weight pull events for over 15 years with no health concerns or heat stress to dogs. This will open up the sport to a longer season and enable the States with warmer climates to conduct events. The higher temperature cut off is also more consistent with temperature requirements in other countries which are over 25 degrees Celsius in some instances (World Wide Weight Pull Organization (W3PO) Rules – cut off 90 degrees Farenheit, United Kennel Club, Michigan USA – 95 degrees Farenheit).The temperature cut off of 25 degrees Celsius should apply regardless of whether the competition is held outdoors or indoors with air conditioning. It should not be assumed that air conditioning in an indoor venue is always going to be capable of maintaining a temperature under 25 degrees Celsius.

5 Weight Classes 5.1 Classes

a. All dogs shall be weighed prior to commencement of the Competition and their weight recorded. b. Dogs will be entered in weight classes as follows:

(1) 15 - < 27 kilo class; (2) 27 - < 36 kg class; (3) 36 - < 45 kg class;(4) 45 kilo and over class.

Proposed changes 5.1 b: 5.1 Classes

a. All dogs shall be weighed prior to commencement of the Competition and their weight recorded. b. Dogs will be entered in weight classes as follows:

Rationale 5.1 b: In accordance with proposed changes to rule 1.2, there is no definitive list of breed sizes provided by the ANKC and no health reason why dogs under 15 kg should be excluded, providing the dog is capable of pulling the initial weight of the cart or sled provided by the affiliate conducting the event.

10. Competition

10.4 Non Qualifying - If the trolley is stationary at the completion of sixty seconds, this will be a non-qualifying pull.

Proposed changes 10.4:10.4 Non Qualifying - If the trolley is stationary and has not crossed the finish line at the completion of sixty seconds,

this will be a non-qualifying pull.

Rationale 10.4:Clarification of what constitutes a non-qualifying pull, as opposed to the trolley being stationary on the finish line which does constitute a qualifying pull.

10.6 Suspension of Timing - Once the handler has signalled the commencement of the pull, timing can only be temporarily suspended on two occasions to resolve tangles. A tangle shall be called in the event the dog becomes

tangled in the harness of the tow line in such a way it can not safely proceed without likelihood of injury, or of the dog retreats in the chute behind the trolley to the point the tow line becomes taunt.

Proposed changes 10.6:10.6 Suspension of Timing - Once the handler has signaled the commencement of the pull, timing can only be

temporarily suspended on two occasions to resolve tangles. A tangle shall be called in the event the dog becomes tangled in the harness of the tow line in such a way it cannot safely proceed without likelihood of injury, or of the dog retreats in the chute behind the trolley to the point the tow line becomes taut.

Rationale 10.6:Correction of typographical error to replace “taunt” with “taut”.

10.8 Non Qualifying (Tangles) - In the event of a dog experiencing two tangles in any pull attempt, that attempt shall be at an end, this will be a non qualifying pull.

Proposed changes 10.8:10.8 Non Qualifying (Tangles) - In the event of a dog experiencing more than two tangles in any pull attempt, that

attempt shall be at an end, this will be a non-qualifying pull.

Rationale 10.8:Wording of rule 10.8 currently contradicts rule 10.6 Suspension of Timing.Amended to clarify that a dog may experience two tangles and have timing suspended on two occasions in a qualifying pull in accordance with 10.6. Therefore, if a dog tangles 3 times it will be a non-qualifying pull.

10.9 Calling a Tangle - Tangle can be called by either a handler, a Chute handler, timer or judge.

to be a tangle in either the line or the harness which could result in injury to the dog.

11. Disqualifications 11.1 Jumping/Bouncing – A dog may be disqualified from a pull at the Weightpull Marshall’s discretion after 1

warning where the dog jumping with all four feet off the ground in an effort to move the trolley.

Proposed changes 11.1: 11.1 Jumping/Bouncing/Charging – A dog may be disqualified from a pull at the Weightpull Marshall’s discretion

after 1 warning where the dog employs a technique which includes charging or jumping off the ground in an effort to move the trolley, in a manner likely to cause injury in the opinion of the Marshall.

Rationale 11.1:The technique of charging has been added to the list of warnings as continual lunging or charging into the harness can result in injury to the dog.

12. Titles12.3 Working Weight Pull Dog (WWPD) – In order to qualify for the title of WWPD a dog must have achieved the

following criteriaa. Must have 4 qualifying certificates as described at 10.15 from 4 separate events. detailing b. Over a distance of no less than 5M on a natural/snow surface pull a weight of at least 8 times it’s own weight;
