    Whereas the "o#ernments of the $nited States of America and the $nited %ingdom of"reat !ritain and &orthern 'reland declare that they are engaged in a coo(erati#eunderta)ing, together *ith e#ery other nation or (eo(le of li)e mind, to the end of laying thebases of a +ust and enduring *orld (eace securing order under la* to themsel#es and allnations

    And *hereas the -resident of the $nited States of America has determined, (ursuant tothe Act of .ongress of /arch 11, 1941, that the defense of the $nited %ingdom againstaggression is #ital to the defense of the $nited States of America0

    And *hereas the $nited States of America has e tended and is continuing to e tend tothe $nited %ingdom aid in resisting aggression0

    And *hereas it is e (edient that the final determination of the terms and conditions u(on

    *hich the "o#ernment of the $nited %ingdom recei#es such aid and of the benefits to berecei#ed by the $nited States of America in return therefore should be deferred until thee tent of the defense aid is )no*n and until the (rogress of e#ents ma)es clearer and finalterms and conditions and benefits *hich *ill be in the mutual interests of the $nited States of

    America and the $nited %ingdom and *ill (romote the establishment and maintenance of*orld (eace0

    And *hereas the "o#ernments of the $nited States of America and the $nited %ingdomare mutually desirous of concluding no* a (reliminary agreement in regard to the (ro#isionof defense aid and in regard to certain considerations *hich shall be ta)en into account indetermining such terms and conditions and the ma)ing of such an agreement has been in allres(ects duly authori ed, and all acts, conditions and formalities *hich it may ha#e been

    necessary to (erform, fulfill or e ecute (rior to the ma)ing of such an agreement inconformity *ith the la*s either of the $nited States of America or of the $nited %ingdomha#e been (erformed, fulfilled or e ecuted as re uired0

    he "o#ernment of the $nited States of America *ill continue to su((ly the "o#ernmentof the $nited %ingdom *ith such defense articles, defense ser#ices and defense informationas the -resident shall authori e to be transferred or (ro#ided

    he "o#ernment of the $nited %ingdom *ill not *ithout the consent of the -resident ofthe $nited States of America transfer title to, or (ossession of, any defense article or defenseinformation transferred to it under the act or (ermit the use thereof by any one not an officer,em(loyee, or agent of the "o#ernment of the $nited %ingdom

    ARTICLE IV

    'f, as a result of the transfer to the "o#ernment of the $nited %ingdom of any defensearticle or defense information, it becomes necessary for that go#ernment to ta)e any actionor ma)e any (ayment in order fully to (rotect any of the rights of a citi en of the $nitedStates of America *ho has (atent rights in and to any such defense article or information,the "o#ernment of the $nited %ingdom *ill ta)e such action or ma)e such (ayment *henre uested to do so by the -resident of the $nited States of America

    ARTICLE V

    he "o#ernment of the $nited %ingdom *ill return to the $nited States of America at the

    end of the (resent emergency, as determined by the -resident, such defense articlestransferred under this agreement as shall not ha#e been destroyed, lost or consumed and asshall be determined by the -resident to be useful in the defense of the $nited States of

    America or of the Western Hemis(here or to be other*ise of use to the $nited States of America

    ARTICLE VI

    'n the final determination of the benefits to be (ro#ided to the $nited States of Americaby the "o#ernment of the $nited %ingdom full cogni ance shall be ta)en of all (ro(erty,ser#ices, information, facilities, or other benefits or considerations (ro#ided by the"o#ernment of the $nited %ingdom subse uent to /arch 11, 1941, and acce(ted orac)no*ledged by the -resident on behalf of the $nited States of America

    ARTICLE VII

    'n the final determination of the benefits to be (ro#ided to the $nited States of Americaby the "o#ernment of the $nited %ingdom in return for aid furnished under the Act of.ongress of /arch 11, 1941, the terms and conditions thereof shall be such as not to burdencommerce bet*een the t*o countries, but to (romote mutually ad#antageous economicrelations bet*een them and the betterment of *orld5*ide economic relations o that end,they shall include (ro#ision for agreed action by the $nited States of America and the $nited%ingdom, o(en to (artici(ation by all other countries of li)e mind, directed to the e (ansion,

    by a((ro(riate international and domestic measures, of (roduction, em(loyment, and thee change and consum(tion of goods, *hich are the material foundations of the liberty and*elfare of all (eo(les0 to the elimination of all forms of discriminatory treatment ininternational commerce, and to the reduction of tariffs and other trade barriers0 and ingeneral, to the attainment of all the economic ob+ecti#es set forth in the 6 7oint 8eclarationmade on Aug 12, 1941 , by the -resident of the $nited States of America and the -rime/inister of the $nited %ingdom
