Presidents’ Reports ALPOA President’s Report

The ALMA and ALPOA Boards are off to a great start this year with many projects on the agenda. The weather gave us a scare for Memorial Day weekend but it held out long enough for the lines and raft to be put in. Thanks !!!! needs to go to several members who made this so successful on such short notice. Alan, Roger, Christian, Art, Drew and Jim with The Fire Dept Dive Team. All of you were wonderful and should be commended! I’m sure that many children and families appreciated all the work you did when the weather did a sudden hot trend. There is still much work to do to continue to monitor for the lake, conduct beach activities and improve the recreational areas. More permanent stairs need to be purchased for the walkway, the lifeguard building will hopefully see changes to incorporate a changing room and new beach sand will be purchased to level the area between the lifeguard chairs and the water. We will have a Fourth of July Boat Race and a Beach Bash. Our popu-lar Swim Lessons will commence under the direction of Linda Flavell on July 11th. Several fund-raising op-tions are being pursued to continue with our growth and development. One of these is a newly designed Tee-shirt. These Tee-shirts with a new Andover Lake Logo will be on-sale at all events – please support this sale as the monies collected will defray lake costs. We are also seeking volunteers willing to participate or help in any of the projects. Please contact any board member to find out more info on dates and what is needed for help. It could be raking, painting, banging nails, selling Tee-shirts or helping with our parties. We would be thrilled to have helpers and we are a fun group! Lastly, another date to mark on your calendar is the Andover Planning and Zoning Board meeting on June 20th which will be a public discussion on new zoning regulations for Andover, which includes changes that will possibly affect limitations on build-ing within the lake district. ALMA President’s Report By Tom Byron

Representatives from both the ALMA & ALPOA Boards have continued to work with the Andover Fire Department on the potential design and location of dry fire hydrants around the lake. John Roache of AFD has put in a great deal of time and effort on this and has prepared an informative presentation. He will be joining us at the June 28th ALPOA semi-annual meeting. The Wetlands Commission still needs to review the application. Also, we are con-sidering whether or not to grant easements so that AFD can readily maintain the hydrants. If ease-ments are deemed advisable, this would be a “Fundamental Matter” under the by-laws and would require a vote by both boards and the membership. A meeting for this purpose would be advertised in advance. No installation work is scheduled before this Fall. We have been notified by CT DEP of their intention to inspect our dam. No date has been set as yet. The cost will be $525, which is substantially less than what we budgeted for a private firm to do the job. We continue to pursue the issue of our liability in-surance refund. You will recall that the amount of-fered by our previous carrier, at the time we switched insurers, was well below what we felt the number should be. We have pursued this as far as we can on our own and, on advice from our insur-ance agent, Treasurer Peter Klock, has referred the matter to the CT Insurance Department. We will keep you posted. I hope you all enjoy a safe & happy recreation sea-son. Please remember to do what you can to keep harmful substances out of the lake to reduce the risk of pollution, algae blooms & invasive species. Have your septic system pumped on a regular basis & avoid the use of phosphorous-bearing fertilizer. The ALPOA Treasurer’s Two Cents

Membership forms and dues are coming in at essen-tially the same rate as last year, which is what we budg-eted. I am heartened to see a number of new members and several returning members. Your board continues to contact new owners and also those who own property in the area of the lake and are not members. As it costs about $90,000 per year to do all the things necessary to maintain the lake and pay the bills associated with that maintenance, we are trying to make sure everyone who lives on or near the lake (who benefit from it’s beauty and impact on property values) pays their fair share. I have been most pleased by the outpouring of financial support for the Walkway. Two checks dropped out of several application forms, one of which was for the bridge over the dam. We have put a significant dent in the Walkway Fund deficit. Another dent is about to be put in that shortfall by the tee shirts we have just re-ceived. Drew Hyatt, with input from both ALPOA and ALMA boards, produced the artwork for the tee shirts. It is a picture of the walkway and dam-end of the lake just after the walkway’s installation last Fall and looks stunning on the tee shirts, You may already have seen the artwork (in a black & white version) on the cover of this issue. We will make them available at the beach (probably on weekends), swim lesson sign-up and at the Semi-Annual meeting. The shirts sell for $15.00 and we are about 20% to breakeven, having had the shirts exactly 4 days as of this writing. I will provide a cur-rent Walkway Fund report at the Semi-Annual meeting, which I hope many of you will attend.

WHO YA’ GONNA CALL? By Anna Galvin

Now that the warm weather has finally arrived, ALPOA members can be seen out on the Lake in their boats, new 2005 ALPOA stickers firmly affixed to either side of the bow. Unfortunately, our Lake is so beautiful it invites trespassers to use it as well. When you see a boat without current stickers, who ya’ gonna call? Now that the dam walkway is complete, members can be seen walking across it, admiring the view as they pass. Unfortunately, our Lake is so beautiful, and our walkway so accessible, it invites trespassers to fish and swim off of it. When you see this, who ya’ gonna call? Now that it’s Summer, cars mysteriously appear on the roadside and at dead end streets surrounding our beautiful Lake. Just whose cars are they….and who ya’ gonna call? The answer is Jennifer, our new ALPOA Security Guard! She will promptly visit the trespassers, offer them a membership application and advise them that Andover Lake is private property. She can be reached by calling 742-9288. Please keep the number handy and don’t hesitate to call her in the daylight hours. If there is a serious problem with noise or vandalism after dark, the resident State Trooper can be reached at 742-0235.

IT'S DECORATE YOUR BOAT DAY ONCE AGAIN!

THE FOURTH OF JULY PARADE

It's time for the annual, traditional ALPOA boat parade. The call is out for all who want to decorate their boats and join our parade around the lake. Meet promptly at 2 PM on the island for the judging of the most appropriately decorated boat. Of course, prizes will

be awarded. Then parade across the lake for the thousands of waving onlookers celebrating the Fourth with us. Questions? Call Neal Alderman at 742-5265.

BOAT RACK RESERVATIONS

Any current year member wishing to reserve a spot on the boat racks at the Island Street right of way should call Neal Alderman at

742-5265. There are lots of spaces still available. Each space holds one canoe or rowboat. Why leave your boat on the ground? Please note that if you had one last year you must reserve it again this year or it will be assigned to someone else.

BOAT RACES

After a reasonably successful season last year, we are going to have sailboat races again this year. These are very informal with no

classes and no prizes. The races will start at the foot of the Island Street ROW and each race will be one lap around the lake. We will try to have at least two races each day. Come and see what you can do against your friends and the other sailboats on the lake. The

races will be the second and fourth Sundays in July and August, weather permitting (10 & 24 July and 7 & 21 August). Questions call Neal Alderman 742 5265

THE LAKESIDE GOURMET By Dory Alderman

Polenta Pizza

Polenta, made from corn meal and water, is a simple dish that’s enjoyed by many cul-tures. It’s eaten for breakfast, lunch and dinner. It can be served right from the pot or spread out thin, cut into shapes and sautéed or grilled. I use polenta as the base for an unusual pizza that is started ahead of mealtime, then topped and served when you are hungry. My favorite toppings are a bit trendy, but any of your favor-ites will do. 5 a cups water 1 ½ teaspoons salt 2 cups cornmeal 2 tablespoons olive oil 2-3 cloves garlic, minced 5-½ ounces goat cheese, approx. black olives, cut in halve 6 sun-dried or 2 fresh tomatoes, sliced 1 teaspoon fresh rosemary or basil, crushed 1 cup mozzarella cheese, approx. In a large saucepan bring the water and salt to a rolling boil. Slowly whisk in cornmeal. (The water should not stop boiling.) Turn heat to the lowest setting. Cook, covered, 20 minutes. Scrape into a greased or sprayed 12-inch pizza pan. Cool; cover and refrigerate or use right away. Brush the top with olive oil and scatter with garlic. Dot on the goat cheese, tomatoes, herbs, and the mozzarella cheese. Bake in a preheated 375-degree oven 20 minutes, or until the cheese is melted and the polenta has warmed though. Cut into 12 wedges. Serves 4 as a main dish.

Ethics and Fishing By Dianne Grenier For the ALPOA Anglers

Ethics is a set of moral values or principles of conduct that govern our behavior. It is this guiding philosophy that helps us deal with good and bad, and right and wrong. Everything that has happen in our lives, and everyone we’ve ever met, has helped form our basic mo ral values and principles of conduct. Everything we do is influenced by these values ~ including Fishing. Following is a list of some of the principles that make for an ethical angler. Take a minute and reflect on your Fishing Ethics. Observe all Angling laws and regulations as defined in the DEP’s Angler’s Guide

Laws and regulations governing fishing change every year and are published in the Anglers Guide issued with each fishing license, or is available on line at http://dep.state.ct.us/burnatr/fishing/fishinfo/angler.htm Take a few minutes and review the Anglers Guide each year when you get your new fishing license.

Practice safe angling and boating.

Wear a Personal Flotation Device (PFD or Life Jacket). Don’t drink and boat. Take a safe boating course and “Fish School” class. Dress properly for weather conditions.

Respect the rights of other anglers and property owners.

Keep noise levels low. Do not trespass on private land. Do not damage personal property. Keep a comfortable distance between fishermen when fishing.

Value and respect the aquatic environment.

Take precautionary measures necessary to prevent the spread of exotic plants. Bleach your boat between launching into a different body of water. Do not use illegal live bait. Know what is legal bait and what is not. Read the DEP Angler’s Guide. Don’t release live baitfish into non-native habitats. Don’t introduce harmful bait specimens into local waters.

Keep fishing area clear of litter.

Properly dispose of trash and waste including old fishing line, lure packaging, styrofoam bait containers as well as food and drink litter.

Do not clean and leave fish remains on the shore or in the lake. Avoid spilling, and never dump, any pollutants into the water.

Keep only the fish needed.

Practice “Selective Harvest” – Keep only the fish you will eat or trophy fish to mount. Carefully handle and release the others to be caught another day.

Use tackle and techniques which minimize harm to fish when engaging in “catch and release” fishing. Promote and practice ethical behavior.

Set an example for all to see. Report wildlife violations call: 1-8000-842-HELP.

Continuously enhance your fishing skill and knowledge

Learn more about fish, fishing and aquatic environment. Enroll in a DEP CT Aquatic Resources Education Course ~ Fish School.

Share your fishing knowledge with others.

Take a kid fishing. Introduce others to the joys of fishing and the great outdoors. You’ll both be glad you did.

BLEACH YOUR BOATS AND WATER TOYS, PLEASE!

When you take your canoe, kayak, water floats, etc…, to another lake or beach, be sure to bleach them well before putting them back in Andover Lake. Bleaching is the only way to ensure that no weeds, bacteria and other contaminants will be removed and not infect beautiful, CLEAN, Andover Lake.

The permittee agrees to the rules and conditions below and assumes responsibility for all persons in his/her party and for any activities in which they may engage while on the Island. Failure to abide by the rules for Island use will result in forfeiture of the deposit and may also result in denial of future request for Island usage by the permittee. Rules Governing Andover Lake Island Use

To reserve the Island, call Lake Security at (860) 742-9288 at least 48 hours in advance.

The Permittee must be an adult (over 21) ALPOA member in good standing. Membership ID must be shown upon request. Limit on guests is the same as for Andover Lake Beach. A maximum of 15 people is permitted on the Island at one time. Permit hours are from 9 PM to 9 AM. The Island must be cleaned up and all trash and other items removed by 9 AM. Refund of deposit is subject to successful inspection. Profanity, excessive noise or activities dangerous or annoying to others are not allowed. Alcoholic beverages and glass containers are not allowed. Fires must be small and contained within the fireplace provided. Swimming and other activities are at one’s own risk. No animals are permitted on the Island except for seeing eye and/or hearing assist dogs.
