Resource Management
Centre (SWRMC) has
been set up under the
Swachh Bharat Mission
(Grameen) as a one-stop
point for scientif ic
management and disposal
of organic and inorganic
solid waste. The organic
waste such as kitchen
waste, garden waste etc.
collected from rural
households and
c o m m e r c i a l
establishments shall be
converted to organic
manure by way of
composting. The in-
organic waste such as
plastic, metal, glass etc.
shall be segregated in the
SWRM Centre. The non-
recyclable plastic waste
shall be shredded into
granules using shredding
machine which shall then
be used for road
construction. The
recyclable plastic and
other waste shall be bailed
using bailing machine and

In anticipation of surge
in demand of sweets, dry
fruits and other eatables
during the festive
occasion, the Food Safety
Department has geared up
its enforcement activities
to ensure availability of
safe, wholesome and
hygienic food to the
Islanders. The
Commissioner Food Safety
A&N Islands has
constituted separate task
force teams of Food Safety
Officers to conduct special
drive for carrying out
inspections of eateries and
to collect surveillance
samples for its analysis
through Mobile Food
Testing Lab and State Food
Testing Laboratory.
The Food Safety
Department conducted
special drives to check the
quality of sweets and other
eateries during the Durga
Puja festival from 22nd to
24th October, 2020.
During this drive,
altogether, 550
surveillance samples were
collected out of which 176
samples were of milk
Food Safety Deptt. constitutes Task Force teams; conducts
special drives to check quality of sweets & eateries
Food Business Operators directed to strictly adhere to
provisions of FSS Act & follow COVID-19 protocolsbased sweets. So far, 210
samples were tested and
all these samples were
found to be safe.
Remaining samples are
being analyzed.

inspected and 6.540 kgs of

The Ministry of Home
Affairs (MHA) issued an
Order today to extend the
Guidelines for Re-opening,
issued on 30.09.2020, to
remain in force upto
30.11.2020. Since the
issuance of the first Order
on lockdown measures by
MHA on 24th March 2020,
almost all activities have
been gradually opened up
in areas outside the
Containment Zones. While
most of the activities have
been permitted, some
activities involving large
number of people, have
been allowed with some
restrictions and subject to
SOPs being followed
regarding health and
safety precautions. These
activities include - metro
rail; shopping malls; hotel,
restaurants and
hospitality services;
religious places; yoga and
training institutes;
gymnasiums; cinemas;
entertainment park etc.
In respect of certain
activities, having relatively
higher degree of risk of
COVID infection, State/
UT Governments have been
permitted to take decisions
for their re-opening, based
on the assessment of the
situation and subject to
SOPs. These activities
include - schools and
coaching institutes; State
and private universities for
research scholars;
allowing gatherings above
the limit of 100 etc.
After the last guidelines
issued by MHA on
30.09.2020, the following
activities are also
permitted but with certain
restrictions:
i. Swimming pools being
used for training of
sportspersons.
ii. Cinemas/ theatres/
multiplexes upto 50% of
their seating capacity.
iii. Social/ academic/
sports/ entertainment/
cultural/ religious/

of India on Vigilance & Anti-
Corruption. The address which was
webcast was attended by the Hon'ble

Agency Admiral DK Joshi, PVSM,
AVSM, YSM,NM, VSM (Retd.) and
Chief Secretary, A & N
Administration, Shri Chetan B.
Sanghi. The address marked not just
the commencement of Vigilance
Awareness Week, 2020 but also of a
three day National Conference on
Vigilance and Anti-Corruption being
organized by the CBI via virtual
platform. In his address, the Hon'ble
Prime Minister of India reiterated the
Government's commitment to 'zero
tolerance towards corruption' and
called upon all organizations to
undertake systemic reforms and
strengthen vigilance administration
to curb corruption.

As part of observance of Vigilance Awareness Week-
2020, Shri Kulanand Joshi, Secretary to Lt Governor,
today administered the "Integrity pledge" to the officers
and staff of Secretariat of Hon'ble LG, Raj Niwas.

vigilance administration but also to undertake systemic reforms
by making more and more services online and by utilizing the
platforms of Direct Benefit Transfer (DBT), Public Financial
Management System (PFMS) and Government e-Market (GeM).
56 public services have been made online and 15 more online
services are in process of being launched. For the first, time
circle rates have been introduced, e-auction of quarries has been
implemented, transit pass permit is being issued online and portal
for online payment of royalty by the successful bidders is ready
for launch.
Earlier, during the day, all Government Employees took the
Integrity Pledge thereby cementing their commitment to uphold
honesty, probity and transparency in their day to day activities.
The Vigilance Awareness Week, 2020 is being observed by A & N
Administration along with all the States and UTs from 27.10.2020
up to 02.11.2020. This year the theme of Vigilance Awareness
Week is 'Satark Bharat, Samriddh Bharat' (Vigilant India,
Prosperous India).

The Central Bureau of Investigation organizes this
National Conference coinciding with Vigilance
Awareness Week', which is observed in India every
year from 27th October to 2nd November. Activities in
this conference would be focused on Vigilance issues
aimed at raising awareness and reaffirming India's
commitment to promotion of integrity and probity in
public life through citizen participation.
The Conference shall bring policy makers and
practitioners on a common platform and will act as an
enabler to combat corruption through systemic
improvements and preventive vigilance measures,
thereby ushering in good governance and accountable
administration. This is a significant contributing
factor for enabling ease of doing business in India.

There is an urgent need to instill a sense of discipline and ownership amongst
citizens in order that the resumption of activities is successful and gains made in
the management of the pandemic are not diluted.
National Directives for COVID-19 management shall continue to be followed
throughout the country, so as to enforce COVID-19 appropriate behavior. Strict
enforcement of lockdown in Containment Zones till 30th November, 2020. Lockdown
shall continue to be implemented strictly in the Containment Zones till 30th
November, 2020. Containment Zones shall be demarcated by the District authorities
at micro level after taking into consideration the guidelines of MoHFW with the
objective of effectively breaking the chain of transmission. Strict containment
measures will be enforced in these Containment Zones and only essential activities
will be allowed. Within the Containment Zones, strict perimeter control shall be
maintained and only essential activities allowed.
Vulnerable persons, i.e., persons above 65 years of age, persons with co-
morbidities, pregnant women, and children below the age of 10 years, are advised to
stay at home, except for meeting essential requirements and for health purposes.
The use of AarogyaSetu mobile application will continue to be encouraged.

of road safety & prevention

drivers/owners on Oct. 24.
The meeting was chaired by

(Traffic).
The Dy.SP elaborated on
the significance of Police
Flag Day and prevention/
precaution of COVID-19.
Auto drivers were directed
to follow all the SOPs &
guidel ines/directions
issued by A & N
Administration while plying
their autos. The grievances
put forth by the auto
drivers/owners was
addressed by the Dy.SP.
Face masks were also
distributed to the auto
drivers/owners during the
programme.
A similar awareness
programme was also
conducted for bus drivers/
conductors on Oct. 26

Traffic. Bus conductors
were directed to screen the
body temperature of the
passengers by thermal
scanners & sanitize the
