GENERAL RULES AND REGULATIONS

Only currently licensed cosmetologists or enrolled students qualify for entry into the event. All competitions are under the jurisdiction of the competition chairperson.Decision of the competition chairperson shall be final in matters concerning conduct and regulation of the competition.

Any competitor that arrives after the starting time will forfeit all time lapsed, and/or may be disqualified. Registration fees will not be reimbursed for late arrival.

All competitors must furnish their own supplies and equipment including mannequin and mannequin holder. All competitors must be at least eighteen (18) years of age and sign a release form. The release allows the Professional Beauty Association to use any photos taken during the event for industry and non-industry publication and promotion of this and future events.

Only one mannequin will be permitted per contestant per competition.

Food is not permitted on the competition floor. At no time will smoking be permitted in the competition arena. Coaching from the audience will cause competitor to be penalized.

Technical/Fashion and Long Hair Bridal are judged using the thirty (30) point International System. The judge chairperson’s score will be used to break any ties that may occur. Penalty points may be assigned by wise men based upon the International System. Final scores of all competitors will be posted following the awards ceremony. Avant Garde will

be judged utilizing the North American Hairstyling Awards (NAHA) judging system based on a 25 point scale. Props are not allowed unless specified in the specific contest rules. Penalties will be posted if the hair length at the start of the competition does not meet contest rules. Compliance of amount of hair to be cut will be watched carefully. Penalty points will be assessed if the competitor does not meet this requirement.

Please note that the total wattage per electrical outlet is 1800 watts. All blow dryers must be marked with wattage.

PBA reserves the right to cancel any competitions with less than five competitors. In the event of cancellation, competitors will be notified by phone and email by January 22, 2015.

QUALIFICATIONS

SENIOR DIVISION: To qualify to enter a category as a “Senior”, the contestant must be a member of the professional beauty industry for two (2) or more years. This includes time spent in school.

JUNIOR DIVISION: To qualify to enter a category as a “Junior”, the contestant must be a member of the professional beauty industry for no more than two (2) years. This includes any time spent in school.

DESIRED RESULT: The competitors will create a creative hairstyle showing their creative skills. Mannequin heads are taken to the competition floor with the hair prepared but not styled in advance. The competitors will be asked to brush the hair straight back. *It is the competitor’s choice to wet the hair. The hairstyle must be done within the alloted time.

STYLING: All styling tools are allowed.

PRODUCTS: All styling products are allowed

COLOR: Any color is allowed and must be done in advance. Spray colors are forbidden.

SUPPORTS: The use of any kind of supports is forbidden

HAIR ADDITIONS: Hairpieces and ornaments of all kindsare forbidden.

HAIR EXTENSIONS: Hair extensions are forbidden.

Technical: Creative

JURY: The Jury will judge the general impression of thestyle and color. When judging, the judges must be ableto see the complete hairstyle, including the top. If this isnot the case, the stewards (facilitators) will put the mannequin holders lower.

PENALTIES: Competitors who do not observe theinstructions will be penalized according to the penaltychart enforced by the Wise Men.

TIME 15 MINUTES: (3 additional minutes will be granted for dressing the mannequin heads. Once the competition is stopped, no additional time will be given.) If this rule is not respected, the competitor will be penalized by 3 points.

NOTE: Scores Maximum: 30 points. Minimum: 24 points. Only 1 plug with an 1800 Watt maximum per competitor is available on the competition floor and only 1 device can be used at a time on this plug (no multiple adapters).

COMPETITION RULES

DESIRED RESULT: This competition is a technical evening hairstyle. Competitors will use the same or a different mannequin head as in the Creative test. Mannequin heads are taken to the competition floor with the hair prepared but not styled in advance. The competitors will be asked to brush the hair straight back. *It is the competitor’s choice to wet the hair. The hairstyle must be done within the alloted time.

STYLING: The competitors have 30 minutes to create the Hair by Night from start to finish, including the placement of the hairpieces.

STYLING TOOLS: All styling tools are allowed.

COLOR: The use of colors is optional and must bepredone. Spray colors are forbidden.

HAIRPIECE(S): a) A minimum of 1 and a maximum of 3 hairpieces may be

used, but must not be pre-styled. The hair of the hairpieces can be cut and colored in advance and must be presented straight laying on the tables, ready to be brushed and inspected by the Wise Men (facilitators).

b) The diameter of each hairpiece must not exceed 2inches (5 cm) in any direction.

c) The hair length of the hairpieces is optional.

d) The hairpiece(s) must be added to the hairstyle during the allowed competition time. The hairpieces must not cover more than 40% of the surface of the head. The competitors can use scissors to clean up their style at the end of the competition within the allowed time.

e) Wigs are forbidden.4

Technical: Hair by Night

HAIR EXTENSIONS: Hair extensions are forbidden.

SUPPORTS: The use of any kind of supports in thehairstyle and in the hairpiece(s) is forbidden.

ORNAMENTS: Ornaments are allowed.

CLOTHES: must be elegant and wearable, as if attendingan evening party.

JURY: The Jury will judge the general impression of thestyle and color. When judging, the judges must be ableto see the complete hairstyle, including the top. If this isnot the case, the stewards (facilitators) will put themannequin holders lower.

PENALTIES: Competitors who do not observe theinstructions will be penalized according to the penaltychart enforced by the Wise Men (facilitators).

DESIRED RESULTS: The competitor will create a fashionable evening hairstyle with a total look in mind. The finished hairstyle must be consumer-oriented. Mannequin heads are taken to the competition floor with straight hair. Pins and/or rollers are forbidden prior to the start of the competition. The competitors will be asked to brush the hair straight back before the competition starts. The Wise Men (facilitators) will check whether these instructions have been observed. The competitors can use scissors to clean up their styles at the end of the competition within the allocated time.

HAIR LENGTH: The hair must be shoulder length or longer.Layers are optional. The minimum layered length must be10 cm, except in the bang area.

COLOR: The use of colors is optional and must be done in advance. Spray colors are forbidden. STYLING: All styling tools are allowed.

PRODUCTS: All styling products are allowed.

HAIRPIECES: Hairpieces are forbidden. If a Wise Man(facilitator) suspects that a hairpiece has been used, hemay inspect it after the competition is over. If so, thecompetitor will be penalized.

HAIR EXTENSIONS: Hair extensions are forbidden.

Fashion: Evening Style

CLOTHES: The clothes must be adapted to the hairstyle.

PENALTIES: Competitors who do not observe theinstructions above will be penalized according to thepenalty chart enforced by the Wise Men (facilitators).

CUT: Before the start of the test, the hair length must be a minimum of 8 cm all over the head. The hair must not be pre-cut and/or pre-styled. The hair must be cut a minimum of 2.5 cm (1 inch) during the allowed time. The Wise Men will verify that the rules are respected.

CUTTING TOOLS: All cutting tools are allowed.

COLOR: The use of color is optional and must be done in advance. Spray color is forbidden. STYLING TOOLS: All styling tools are allowed.

PRODUCTS: All styling products are allowed.

EXTENSIONS: Hair extensions are forbidden.

COMPETITION RULES

DESIRED RESULTS: A fashionable, long hair, bridal look ona mannequin that represents a consumer-focused bridallook appropriate for a fashionable wedding. Hair maybe styled as an up-do or down. Degree of difficulty inachieving the final style will, however, be considered aspart of the judging. Competitor must provide a magazinetear sheet showing inspiration for the bride’s finished look.

MANNEQUIN: Any type of mannequin is acceptable.You must provide your own mannequin and table clampmannequin holder. Tripods are allowed during thecompetition, but final looks must be judged on tableclamp stands.

PREPARATION OF HAIR: Hair may be pre-set (optional)in any manner but must be brushed back flat at the startof the competition. Hair color is optional and open.

HAIRPIECES: Hairpieces and/or extensions are notallowed. All artificial hair is forbidden.

PRODUCTS: All styling products are allowed.

COLOR: The use of colors is optional and must be done in advance. Spray colors are forbidden.

Long Hair Bridal

ORNAMENTS: No more than two (2) ornaments can be used within the design, covering no more than one quarter of the hair design. Extreme use will be penalized. Ornaments made of hair or similar fibers are forbidden.

MAKE-UP / PAINT: Mannequin make-up/painting ofthe face and bust is allowed and may be done in advance.

STYLING: All styling tools are allowed. One electricaloutlet is provided with an 1800 Watt maximum.

CLOTHING: Mannequin dressing, make-up andaccessories must complement the finished style. No propsare allowed.

COMPETITION TIME: 30 minutes

NOTE: Three (3) minutes are allocated after eachcompetition to dress and accessorize the mannequin.No clothing may extend below the bust. COMPETITION RULES

DESIRED RESULTS: Submit visionary work demonstrating new or experimental concepts in expressive, cutting-edge hair. Entires should reflect good taste and aesthetically pleasing images. This is not a fantasy category but a display of fashion forward, unique and edgy styles. Fantasy is defined as extravagant and unrestrained imagination, wondrous or strange. Avant Garde represents a pushing of the boundaries of what is accepted as the norm and refers to works that are experimental or innovative.

Competitor’s inspiration must come from a previous Avant Garde finalist from the past 5 years (2010-2014). A copy of the image must be present for judging. Please visit probeauty.org/nahagallery/year to find the look for your inspiration. Competitor may choose from winners or finalists. Competitor will be required to provide a photo of the look they chose for their inspiration.

*NOTE: Contest is “unisex” - male or female mannequinmay be used. Note, however, that separate awards willNOT be given to male vs. female mannequins.

MANNEQUIN: Any type of mannequin is acceptable.You must provide your own mannequin and table clampmannequin holder. Tripods are allowed during thecompetition, but final looks must be judged on tableclamp stands.

PREPARATION OF HAIR: The hair may be pre-cut andcolored as well as pre-set (i.e. in rollers, etc.) but must bebrushed back flat at the start of the competition. Hair maynot be pre-styled (finished) at the start of the competition.

STYLING: All styling tools are allowed. One electricaloutlet is provided with an 1800 Watt maximum.

Avant Garde by NAHA

ORNAMENTATION AND ARTIFICIAL HAIR: Bothornamentation and artificial hair are allowed but may notbe pre-attached. Ornamentation and artificial hair may notcover more than 50% of the surface of the head. Full wigs are not allowed.

COLOR: Any hair color is allowed and must be done in advance. No spray colors are allowed on-site, but may be used for pre-done color.

MAKE-UP / PAINT: All make-up and painting is allowedand may be done in advance.

STYLING: All styling tools are allowed. One electricaloutlet is provided with an 1800 Watt maximum.

CLOTHING / COSTUMES / PROPS: All must beappropriate for public presentation to all ages. Neithercostumes nor props may extend beyond a three footradius from the competitors assigned area. Make-up andcostuming may be done in advance.

COMPETITION TIME: 45 minutes

NOTE: Ten (10) minutes are allocated after eachcompetition to dress and accessorize the mannequin. Anyclothing must not extend below the bust. During judging,mannequins are put on the holder affixed to the dressingtables. Tripods may be used during the competition butmust be removed and mannequins must be placed in aholder affixed to the table for judging.
