Firm Information• RGM and Associates is a program and construction management firm specializing in public sector work

with greater than 90% concentration in K-12 educational facilities. We provide comprehensive planning,funding support, facility assessments, educational specification consulting, facility master planning, pre-construction services, construction phasing and management, expenditure reporting, grant writing, andother specialized services.

• RGM and Associates was incorporated in the State of California in February 1987 and has been inbusiness for nearly 30 years. We started as a General Contractor building public facilities and in 1993turned our focus to construction planning and management services. Since 1993 RGM has focusedprimarily on representing public agencies with Program and Construction Management Services and thefacility needs of K-12 districts.

• Over the last 22 years RGM has provided comprehensive services to more than 50 School Districts.

• RGM currently has a staff of 30 full-time personnel, including Senior Program Managers, ProgramManagers, Senior Project Managers, Project Managers, Estimators, and Planners with demonstratedexperience and references in serving K-12 Districts.

• Our team members are fluent in DSA, CDE, and OPSC programs and requirements, including PublicContract Code, CEQA, Career Technology and Joint-Use Facilities. Deer Valley High School

RGM and Associates provides comprehensiveProgram and Construction Managementservices for the Antioch Unified School Districtsince 1993. We have assisted the District withfacility assessments, cost estimates and generalbond planning including the successful $61.6MMeasure C Bond campaign in 2008 and therecent $56.5M Measure B Bond Campaign in2012. Hillview Middle School

RGM and Associates assisted the Menlo ParkCity School District with comprehensive facilitystudies, master planning and communityoutreach efforts which led to the passage of a$91M local bond campaign in 2006. RGMprovided master budgets, master schedules,and assisted in all facets of planning andimplementation of the District’s capitalimprovement program. RGM has also providedfunding support and helped the District procurean additional $21M in funding from the State,including Joint-Use funds to increase theDistrict’s total bond program beyond $112M.RGM has been especially active in workingwith the community to facilitate theirunderstanding of the District’s planning andconstruction program, 21st century technology,sustainable and green program goals. In 2012we began planning for a new 18 classroomelementary school on a surplus site which ledto the passage of a local bond. The projectstarted in July 2015 and is anticipated to becompleted in September of 2016.

RGM and Associates has provided thePittsburg Unified School District withpreliminary planning, phasing analysis,program development and constructionmanagement beginning in 1999. RGMprepared the facility assessments andbond planning for two of the District’s localbond measures ($40.5M for Measure E in2004 and $85M for Measure J in 2006),then assisted the District with entering theState Building Program to augment localbond proceeds with state matching fundswhere eligible. For Measure E, RGMassisted in obtaining an additional $32Min Growth, Joint-use, Modernization, andFacility Hardship to develop a total bondprogram of $72.5M. RGM has been assisting the Tracy Unified School District with comprehensive planning,program development and construction management services since 2006. We haveadministered the District’s programs through three local bond measures (Measure E in 2006for $51M, and Measure S in 2008 for $43.1M). During this time, we assisted the District withentering the State Building Program to augment local bond proceeds with State matchingfunds where eligible and helped obtain an additional $27.5M to augment the Measure Eprogram. RGM was instrumental in developing the facility assessment to develop and obtainsuccessful approval of the 2008 Measure S Bond Campaign RGM recently assisted theDistrict with an updated assessment and bond planning that led to an $82M bond measureapproved by the voters in June of 2014 and are currently managing the program.
