INTRODUCTION

The University Center for Economic Development conducted a study of the trends of

number of businesses by size in Lincoln County. The results of this study can be used for

background material for a Comprehensive Economic Development Strategy (CEDS) in Lincoln

County.

Trends in small business numbers will be estimated for micro-businesses (1 to 4

employees), small businesses (5 to 19 employees), and all other businesses (20 to 1,000 or more

employees). The Nebraska Micro-Business Directory (Nebraska Enterprise Opportunity

Network, 1992) defines a micro-business as a business with four or less employees. Micro-

businesses may be home-based, farm-based or street front businesses. Some are part-time

businesses while others are full-time businesses. Some micro-businesses are started by

dislocated workers, while others provide an opportunity for low-income households to become

more self-sufficient. Micro-businesses are at the leading edge of the entrepreneurship formation

process and are found everywhere: rural, urban, and suburban. Micro-enterprise business owners

provide a cash flow stream to the community, much of which will pass through the community

multiple times. An example is that a locally owned micro-business typically will invest in local

financial institutions that in turn invest in youth activities and community projects.

A healthy community depends upon a strong local economy that is diversified, and

micro-business owners are the primary contributors to that strong local economy. Any local

development strategy must include development of the micro-business segment. The local

community needs to support micro-businesses with financial, technical, and business practices

support as they take risks to move into new ways of doing business. This support is critical for

micro-businesses and therefore the community as well.

As for the state of Nevada, small businesses and entrepreneurs comprise a smaller part of

the Nevada economy than any other state in the nation (San Francisco Federal Reserve Bank,

2005). Specifically, the state ranks last in the nation in both its level of entrepreneurship and

share of employment in small businesses (firms with fewer than 10 employees). Nevada also

ranked relatively low in the level of private finances provided to small businesses. Finally, the

state fails on virtually every CFED measures of small business policy (Corporation for

Enterprise Development, 2002). While the usual array of SBA and other programs is augmented

with a few rural and microenterprise programs, clearly, this segment of the state’s economy

could benefit from additional support (San Francisco Federal Reserve Bank, 2005).

Given this somewhat low ranking of state small business activity and assistance by the

San Francisco Federal Reserve (2005) and the Corporation for Enterprise Development (2002),

information on micro-business and small business activity and viability in Lincoln County would

be of interest to Lincoln County decision makers. This report may provide to Lincoln County

decision makers information to develop and direct local micro-business and small business

education and assistance programs.

DATA

County level Lincoln County Business Pattern Data for 1998 and 2001 were used to

derive changes in business numbers by economic sector. County Business Patterns is an annual

series that provides information as to number of businesses and employment by business

employment size for a community or zip code. Data tabulated at the industry level are defined

by the North American Industry Classification System: United States (NAICS). Data were

collected for 1998 and 2001 in order to derive trends in business numbers in Lincoln County.

Economic sector employment was collected at the six-digit NAICS level for 1998 and

2001. The number of firms for Lincoln County were classified as micro-businesses (1 to 4

employees), small businesses (5 to 19 employees), and all other businesses (20 to 1,000 or more

employees).

Changes in number of firms and the percentage change in number of firms were

calculated for each six-digit NAICS sector by the three business sizes for Lincoln County. By

investigating these trends, selected small businesses sectors with growth potential may be found.

LINCOLN COUNTY

Tables 1 through 7 show trends in business numbers by NAICS six-digit sector from

1998 to 2001 for the Lincoln County Area. Appendices 1 to 3 show the trends for each of the

six-digit NAICS sectors. NAICS sectors with no businesses in existence in the study area in

either 1998 or 2001 have been omitted from the appendices. In 1998, Lincoln County had 80

total establishments. Of these 80 total establishments, 47 establishments or 58.8 percent of total

Lincoln County businesses were micro-businesses (1 to 4 employee firms), 28 or 35 percent

were small businesses (5 to 19 employee firms), and 5 or 6.2 percent were all other businesses

(firms with 20 or more employees). See Table 1 for a summary of these results.

In 1998 for Lincoln County, NAICS six-digit sectors with the largest number of firms

were the Full-Service Restaurants Sector (NAICS 722110) and the Hotels (Excluding Casino

Hotels) and Motel Sector (NAICS 721110) with seven and five firms each, then the Lessors of

Residential Buildings and Dwellings Sector (NAICS 531110), the Gasoline Stations with

Convenience Stores Sector (NAICS 447110), and the Drinking Places (Alcoholic Beverages

Sector (NAICS 722410) each with 4 firms (as shown in Table 2).

Table 3 shows the sectors with the largest number of firms by business size in 1998. As

for micro-businesses or businesses in Lincoln County that hire 1 to 4 employees, the Lessors of

Residential buildings and dwellings Sector (NAICS 531110) had four firms, followed by the

Hotels (Excluding Casino Hotels) and Motels Sector (NAICS 721110) three firms. The Full-

Service Restaurants Sector (NAICS 722110), the Drinking Places (Alcoholic Beverages Sector

(NAICS 722410), the General Freight Trucking, Local Sector (NAICS 484110), the Single-

Family Housing Construction Sector (NAICS 233210), and the Civic and Social Organizations

Sector (NAICS 813410) followed with two firms each.

As for small businesses or businesses that hire 5 to 19 employees in Lincoln County for

1998, the Full-Service Restaurants Sector (NAICS 722110) had the largest number of firms with

five firms, followed by the Commercial Banking Sector (NAICS 522110) with three firms then

the Drinking Places (Alcoholic Beverages) Sector (NAICS 722410) and the Gasoline Stations

and Convenience Stores Sector (NAICS 447110) each with two firms.

As for all other businesses or businesses that hire 20 employees or more in Lincoln

County for 1998, the Gasoline Stations and Convenience Stores Sector (NAICS 447110), the

Hotels (Excluding Casino Hotels) and Motels Sector (NAICS 721110), the Grocery (Except

Convenience) Stores Sector (NAICS 445110), the Other Gasoline Stations Sector (NAICS

447190), and the General Medical and Surgical Hospitals Sector (NAICS 622110) each had one

firm.

Appendix 2 shows the distribution of firms by size for six-digit NAICS sectors in Lincoln

County in 2001. As shown in the summary in Table 1, in 2001 there were 89 firms in Lincoln

County. Of the 89 firms, 61.7 percent or 55 firms were micro-businesses, 31.4 percent or 28

firms were small businesses, and 6.7 percent or 6 firms were classified as all other businesses.

As shown in Table 4, the two six-digit NAICS sectors with the most firms in Lincoln

County in 2001 were Commercial Banking (NAICS 522110) with 5 firms, and the Lessors of

Residential Buildings and Dwellings (NAICS 531110) and the Gasoline Stations with the

Convenience Stores Sector (NAICS 447110) each with four firms. The Hotels (Excluding

Casino Hotels) and Motels Sector (NAICS 721110), the Other Gasoline Stations Sector (NAICS

447190), the Drinking Places (Alcoholic Beverages) Sector (NAICS 722410), and the Gift,

Novelty, & Souvenir Sector (NAICS 453220) follow with 3 firms each.

Table 5 shows the sectors with the largest number of firms by business size in 2001. As

for micro-business firms in Lincoln County, or firms that hired 1 to 4 employees in 2001, the

largest NAICS sector with the largest number of firms was the Lessors of Residential Buildings

and Dwellings (NAICS 531110) with four firms. Five other sectors came next with a total of

two firms. These were the Single-Family Housing Construction Sector (NAICS 233210), the

Gift, Novelty, & Souvenir Sector (NAICS 453220), the Surveying, Mapping (Excluding

Geophysical) Services Sector (NAICS 541370), the Credit Unions Sector (NAICS 522130), and

the Electrical Contractors Sector (NAICS 235310).

In Lincoln County in 2001, the Commercial Banking Sector (NAICS 522110) had the

highest number of small-sized firms with 4 total firms. The second largest NAICS sectors by

number of small businesses were the Hotels (Excluding Casino Hotels) and Motels Sector

(NAICS 721110), the Gasoline Stations with Convenience Stores Sector (NAICS 447110), the

Other Gasoline Stations Sector (NAICS 447190), and the Drinking Places (Alcoholic Beverages)

Sector (NAICS 722410) with a total of 2 firms each. As for all other businesses in Lincoln

County, or firms with 20 or more employees, six sectors tied with one firm each as shown in

Table 5.

Appendix 3 shows the changes in number of firms in Lincoln County for each sector

from 1998 to 2001. As shown in the summary in Table 1, from 1998 to 2001 the total number of

firms in Lincoln County increased by 9 firms. As for employment size of firm categories in

Lincoln County, the number of micro-businesses (firms that hire 1 to 4 employees) increased by

8 firms, the small business firms (firms that hire 5 to 19 employees) showed no change, and

firms in the all other business category (firms that hire 20 or more employees) increased by one

firm.

From Table 6, the NAICS sectors with the largest increase in number of firms from 1998

to 2001 in Lincoln County were: the Commercial Banking Sector (NAICS 522110), the Gift,

Novelty, and Souvenir Stores Sector (NAICS 453220), the Landscaping Services Sector (NAICS

561730), and the Electrical Contractors Sector (NAICS 235310) each with an increase of 2 firms.

The two NAICS sector with the largest decrease in number of businesses from 1998 to 2001 in

Lincoln County were: the Full-Service Restaurants Sector (NAICS 722110) with a decrease of

five firms and the Hotels (excluding Casino Hotels) and Motels Sector (NAICS 721110) with a

decrease of two firms.

From Table 7, for micro-businesses (firms that employ 1 to 4 workers), the Electrical

Contractors Sector (NAICS 235310) realized the largest increase in number of firms with a two

firm increase. From Table 8, the NAICS sector for the largest decrease in number of businesses

for this business employment category with losses of three firms was the Hotels (Excluding

Casino Hotels) and Motels Sector (NAICS 235310).

From Table 7, for small businesses (firms that hire 5 to 19 employees), nine sectors tied

for the largest increase in the number of small businesses. These are listed in Table 7. Each of

these sectors increased by one small business from 1998 to 2001. From Table 8, the NAICS

sector that realized the largest decrease in number of businesses for the small business category

was the Full-Service Restaurants Sector (NAICS 722110) with a loss of 4 firms. Five NAICS

sectors had a decrease of 1 firm each. They were: The Construction Sand and Gravel Mining

Sector (NAICS 212321), the Wired Telecommunications Carriers Sector (NAICS 513310), the

Credit Unions Sector (NAICS 522130), the Surveying, Mapping (Excluding Geophysical)

Services Sector (NAICS 541370), and the Offices of Dentists Sector (NAICS 621210).

As for all other businesses or firms that hire 20 or more employees, two NAICS sectors

tied for the largest increase in the number of firms from 1998 to 2001 with increases of one firm

each in the Wired Telecommunications Carriers Sector (NAICS 513310) and the Limited-

Service Restaurants Sector (NAICS 513310). One NAICS sector in Lincoln County realized a

decrease from 1998 to 2001 in number of businesses that employ 20 or more people. This sector

declined by one such firm and is the Other Gasoline Stations Sector (NAICS 447190).

As shown in the summary in Table 1, Lincoln County realized an 11.2 percent increase in

total number of firms from 1998 to 2001. By firm size, micro-businesses (firms that hire 1 to 4

employees) realized a 17 percent increase in number of firms, while small businesses (firms that

hire 5 to 19 employees) showed no change, and all other businesses (firms that hire 20 or more

employees) realized a 20 percent increase in number of firms from 1998 to 2001.

NONEMPLOYER STATISTICS

Another business establishment statistic that is useful are those covering non-employer

statistics. The non-employer statistics are detailed only at the county level. When examining

non-employer statistics one must be reminded that not all non-employer businesses are started

with the intent to grow to an employer business. In many cases, many do not have a goal of

supporting full-time or even part-time employment for the proprietor. Many non-employer

businesses are run to support a lifestyle rather than a business growth objective.

Table 9 shows that non-employer establishment numbers increased by 18 firms from

1998 to 2001. This was a 9.18 percent increase in number of non-employment establishments

from 1998 to 2001. Real receipts, that is, receipts net of inflation, increased by 7.72 percent

from 1998 to 2001. Increases in establishment numbers and real receipts were not uniform across

all sectors. Real estate, rentals and leasing sector realized a decrease of 55.93 percent in real

receipts over the period, while the other services (except public administration) sectors increased

real receipts by 70.29 percent.

SUMMARY

Since micro-businesses are at the leading edge of entrepreneurship formation process in a

community or county economy, a time series trend of micro-business, small business, and all

other business numbers may provide information to Lincoln County as to their county’s

entrepreneurial activity and climate. Results of this study can be used as background material for

a Lincoln County Comprehensive Economic Development Strategy (CEDS) to target local

entrepreneurship capacity and potential. Results of this study can also be used to ascertain if

local entrepreneurship training is needed.

It is interesting to compare the employer establishment growth of Lincoln County to the

state of Nevada and the nation. For the nation, total employer business establishments grew by

153, 480 establishments which is a 2.21 percent increase in number of employer establishments

from 1998 to 2001. For the state of Nevada, employer establishments grew by 4,250

establishments from 1998 to 2001 which was a 9.53 percent growth in number of Nevada total

employer establishments from 1998 to 2001. In comparison, Lincoln County realized an 11.2

percent increase in total employer establishments from 1998 to 2001 with a net increase of 9

firms.

Of particular interest for entrepreneurship formation are comparisons of trends in micro-

businesses. For the nation, the number of micro-business establishments grew by 1.49 percent

while for the state number of micro-business establishments grew by 8.91 percent. Lincoln

County bettered the national and state growth in micro-business establishment numbers from

1998 to 2001. For Lincoln County, the number of micro-business establishments realized a 17

percent increase (8 net new firms) from 1998 to 2001.

As for non-employer establishments, the nation realized an increase in non-employer

establishments of 8.1 percent. The state of Nevada likewise realized an increase in non-

employer establishments of 20.0 percent which is quite robust. Like employer establishment

numbers, non-employer establishment numbers for Lincoln County increased from 1998 to 2001

by 9.2 percent which was higher than the national and lower than the state rate.

The statistics for employer and non-employer establishments indicate that Lincoln

County is participating in the growth of small businesses as seen at the national and state level.

Perhaps one goal of the Lincoln County CEDS is to determine factors causing this business

establishment growth at the micro-business level and to develop small business training and

policies to support and increase micro-business and small business activity in the county.
