2013 Legislative Session – Key bills

Eight bills sent to the governor—Seven signed into law!

AB 139 – Domestic Violence Fees helps to make resources available to women and children fleeing violent situations by strengthening offender penalties to ensure more funding for Domestic Violence Shelters.

AB 143 – The Military Use Tax Exemption eliminates “use tax” – a type of sales tax – on personal property purchased by active duty military members who have been transferred into the state.

AB 250 – Expands on the state’s iHub innovation network by creating economic opportunities for pioneering start-up companies. AB 250 puts California in a position to cultivate and incubate young companies that are developing new technologies that promote conservation and other policy goals. This bill has been chaptered.

SB 416 (Liu) 710 Corridor Surplus Property Sales – ensures the timely sale of surplus homes currently owned by Caltrans in the now-obsolete 710 Corridor. This bill is a critical first-step to restoring peace and security to neighborhoods long threatened by Caltrans’ poor property management and an ill-advised surface extension of the 710.

It’s All About The Economy: Metro Gold Line

Asked cities for their transportation priorities. Foothill cities support full funding for the Gold Line Foothill Extension.

Priority requests went to new state Transportation Agency’s Workgroup to identify critical infrastructure needs and investigate funding options.

Introduced AB 268 (Holden) to express the intent of the Legislature that the Gold Line receive full funding if L.A. Metro intends to put another measure on the ballot.

• The Legislature has made very difficult decisions to reduce general fund expenditures and the voters approved both Prop. 30 & Prop. 39 in 2012!

It’s all about the Economy: Promoting Job Growth

AB 294 (Holden) – INFRASTRUCTURE FINANCING DISTRICTS: Allows communities to opt to use ERAF or tax increments to make targeted infrastructure investments that are projected to increase general fund revenues by expanding Infrastructure Financing Districts’ ability to use additional local funding.

SB 1 (Steinberg) – Sustainable Communities Investment Authority: Allows cities to establish a Sustainable Communities Investment Authority and direct tax increment revenues to that Authority in order to address blight by supporting development in transit priority project areas, small walkable communities, and clean energy manufacturing sites.

Safer Communities: Public Safety

Assembly Bill 156 (Holden) – Authorizes a judge to allow wiretapping if the judge determines there is probable cause to believe that an individual is committing, has committed, or is about to commit human trafficking.

• Human trafficking is the world's fastest growing criminal enterprise and is an estimated $32 billion-a-year global industry.

• SB 105 (Steinberg) – is an immediate plan to comply with the court ordered reduction to California’s prison population without releasing inmates early.

Affordable Health Care for Working Families

Covered California - Implements AB 1 --healthcare reform.

Expands Medi-Cal coverage Offers a tax credit to small businesses who

provide health insurance. Strengthens Medicare and closes Rx “donut

hole.” Cannot be denied for coverage due to a “pre-

existing condition.”
