Dear Sir,

Thank you very much for granted and issued Environment Clearance vide above file no. Sir, while going through the clearance letter, we observed some discrepancies at following points.

Point no. 2 (2"d page): "There are 2 storage tanks of ~000 MT in the plant and decided that there would be 2

storage tanks of 10000 MT capacity and storage at any time will not exceed 16000 MT of a total capacity of 26000 MT."

Point no. xxi of special conditions (4th page):

"At least 5 % of the total cost of the project shall be earmarked towards the Enterprise Social Commitment (ESC)"

Point wise Clarification:

Point no. 2 (2"d page):

i. We would like to bring your notice that regarding storage of ammonia was discussed in the 18th REAC meeting partly. It was discussed that GSFC is presently having two ammonia tanks of 3000 MT capacity at plant site. The committee suggested that instead of two ammonia tanks of 10000 MT at Sikka shore terminal (SST) and one ammonia tank of 10000 MT at plant site, GSFC should install two ammonia tanks of 10000 MT at plant site and storage at any time will not exceed 16000 MT of a total capacity of 26000 MT.

In reply to query, GSFC has informed that

a. We require two ammonia tanks at SST looking to receipt of higher capacity of ammonia marine tanker. Now a day, Marine tankers with higher capacities are available. If two marine tankers loaded with 20000 to 25000 MT each reaching

our liquid cargo berth jetty, ammonia can be unloaded at a rate of 500 MT'f·

from marine tanker to Sikka shore terminal (SST} tanks hence can be unloaded within three to four days where as transfer rate of ammonia from SST to plant site is only 25 MT/hr. It means the unloading rate from marine tanker to SST is 20 times higher then transfer rate from SST to plant site. In this case marine tanker has to wait for more time to unload ammonia due to space limitation at SST tanks and incurred a huge demurrage in foreign currency. Hence we require two ammonia tanks at SST and one at plant site.

b. At plant site, we do not have sufficient space for two ammonia tanks. We have just sufficient space for one ammonia tank of 10000 MT capacity at plant site. Even we are thinking to reduce the capacity of this tank to 5000 MT or 3000 MT capacity in view of space constraint at plant site.

ii. We had given point wise reply vide our letter dated 06.06.14 to all points raised in the 18th REAC meeting including requirement/storage of ammonia as under.

We have proposed two ammonia tanks at Sikka Shore Terminal (SST) and one at Motikhavdi plant site. After dredging, higher capacity vessels having capacity of 20000 MT will berth at our jetty. Considering two same capacity shipment if berth one by one and transfer rate of ammonia from Jetty to SST (500 MT/Hrs.) and from SST to plant site (25 MT /hrs.), these two tanks of 10000 MT capacity additional tanks are required . . At SST, we have suitable and sufficient space for two ammonia tanks whereas plant site we have safer place for one ammonia tank.

To keep only 60% storage utilization and continuous 40% of vapor space exposure, it is highly unsafe condition for tanks as it will be prone to severe stress corrosion cracking leading to premature tank failures & faster storage capacity curtailment.

Moreover, we have confirmed at our plants that existing pumping system available at shore storage terminal & industrial plant storage location are able to take care of industrial liquid ammonia hold-up to transfer back to shore storage terminal at same rate of 25 MTPH.

In view of above, you are requested to review the condition of 60 % hold-up only. We seek your permission to keep normal levels of 90 % as maintained in all ammonia storage tanks world over.

Hence it is requested to permit us for two tanks at SST and one at plant site without reduction of storage capacity (Ann-XIII).

iii. Also during 2nd presentation on 23-24 June 14 before 20th REAC meeting, We have presented again with power point presentation that

So the main concern of the committee is whether the facility of return of ammonia

from plant to SST is there or not considering safety aspect. GSFC had presented in

20th REAC meeting diagrammatically that the facility of return flow of ammonia

already exists. We have also explained during presentation that these tanks are

constructed as per API 641 latest norms having double integrity wall with lots of

safety systems like low and high temperature alarms, low and high pressure alarms,

three safety valves pops up at different pressure, LT and HT compressors, Intra and

inter changeability of ammonia between the tanks of plant and shore terminal etc.

Internationally, such tanks are kept filled up to 90 % however we agreed to fill up

ammonia tanks up to 82 %.

iv. After all these discussion, the committee discussed and decided unanimously that GSFC will install ammonia tanks as per TOR. Committee further concluded that after capacity augmen_tation, total storage capacity of ammonia will be 56000 MT and GSFC will store up to 46000 MT in a distributed manner at a time. It means GSFC will store ammonia in any tank up to 82 % of tank capacity.

v. Actually 20th REAC MoM is a final MoM where nothing is mentioned regarding to storage. Still we agree to store 46000 MT maximum in a distributed manner at a time.

Point no. xxi of special conditions (4th page):

i. Regarding Enterprise Social Commitment, GSFC had also submitted the detailed CSR activity break up vide our letter dated 06.06.14. We had informed the committee that presently as per the Companies Act 2013 (18 of 2013}, all the companies have to spend 2 % of their average net profit of last three financial years in CSR activity and GSFC is also following the same.

ii. So we had requested in 20th REAC meeting that GSFC (Sikka Unit) will spend for CSR/ESC up to 3 % of the project cost and 2 % as per above companies act. The committee members of 20th REAC agreed for the same.

Hence we humbly request you to amend above conditions accordingly and obliged.

Status of WL Clearance from PCCF (WL) on

location of jetty and pipelines from Marine

National park.

We have obtained wildlife clearance vide letter

no. WLP/757/32/B/871-873/2009-10 dated

05.06.2009 for jetty approach road. The

compliance report is attached. (Ann-III)

4.Detailed need based Enterprise Social

Responsibility Plan for 5 % of project cost.

Detailed CSR activities chart is submitted. (Ann-IV)

Health analysis data to be submitted. GSFC is doing pre-employment health check. GSFC

is carrying out health check of all employees and

contractual worker as per their age-group every

year. Also health check up of the employees and

contractual workers who are working in hazardous

area is being carried out every six month.

Details of existing greenbelt and proposed

action plant to be submitted.

Details of green belt/plantations are mentioned in

section 8.5 of Chapter 8. 35.20 % area of plant i.e.

33.86 ha. Is developed as under.

1 Green belt along approach road - 17.50 ha.

2 Green belt along Gagwa road - 09.36 ha.

3 Orchard Plantation - 03.00 ha.

4 Mango Plantation - 04.00 ha.

More over plantations are developed in colony

and other area. Nursery, various gardens, Jogger’s

park are also developed. Further we will plant

about 5000 tree every year for next five year at

least.

Canna varieties Fan Palm Sinecia, Lemon Croton,

Acaly. Tricolor Tulsi, Plumeria champa, Cycus,

Arelia, Juniperous, Zade plant, Nargis lilly, Touch

glo Dracenae, X-mas tree, umbrella palm,

Details of Marine Research funding to be

submitted.

GSFC submitted a sum of Rs. 5 lacs vide our letter

dated 05.10.2010 together with cheque No.

505466 dated 06.10.2010 being GSFC’s

contribution for the establishment of Marine

Research Station (Ann-VII).

A dense mangrove colony of about 2 lacs

mangrove plants; has been developed in 60

hectares area on both sides of the Jetty approach

road in the Gulf of Kutch. Now, the plants have

grown to about 10-15 feet height,

have become matured and due to their seeds

regeneration process has set in. Photographs and

Google map is attached for reference. Google map

as well as photographs are attached. (Ann-VIII)

9.

Confirm whether old ammonia tanks are

updated as per latest technology.

Old ammonia tanks are constructed as per API

620. The tank is constructed considering seismic

zone, soil condition etc. The foundation is built on

elevated concrete column so that free air can

circulate under the tank bottom, thus avoiding a

heating system. The ammonia storage tank is of

the refrigerated atmospheric type, with a nominal

capacity of 3000 and 10000 tons. The 3000 MT

capacity tank has 20 m diameter and 15 m height

and The 10000 MT capacity tank has 35 m

diameter and 15.8 m height. Both type of tank is

of sphere shaped dome double integrity (Cup in

Tank). The storage pressure is 300-600 mmwc. The

sidewall and the bottom of the tank are insulated

on the outside, but the roof insulation is

suspended from the tank roof. The water vapour

barrier is made to prevent damages to the

insulation due to ice build-up. The tanks are

constructed as per the design data, testing and

inspection of tank, material, post weld heat

treatment etc. The drawings are attached for

reference (Ann-IX).

10.

Whether NIO study Marine Research has

been carried out.

The required study had been carried out by NIO.

The report concludes over all biological

characteristics normal, supporting healthy eco-

system due to unloading operation by GSFC and

no discharge of any effluent to the sea (Ann-X).

11.

Employment status of land losers for the

existing project to be submitted.

At the time of acquisition of land in 1986-87, we

had offered all land looser for appropriate job and

given jobs to following land looser also.

Also we have our own land looser policy for

employment. (Ann-XI) After year 1986-87, we

have not acquired any more land.

12. Details of Arsenic storage to be submitted. Details of arsenic storage, drawing, photographs

and analysis report are attached. (Ann-XII)

13.

Plan for online monitoring for ammonia

analyzer.

As per the guideline of GPCB, we are in process of

installation of on-line monitoring of ammonia and

real time data will be transmitted at GPCB server

simultaneously. Similar system will be installed in

expansion project.

14.

Safety issues regarding transportation of

ammonia via pipelines.

Due to following limitations, ammonia line cannot

be underground.

1 Corrosion problem.

2 Leakages cannot be detected without excavation

and it can affect healthy insulation adversely.

Further nearby MNP & S will get ammoniated.

Overhead line can be kept well insulated and

daily available to check status and leakage. Till

date no leakage has been observed. Insulation

can be repaired/replaced as per requirement.

3 Unsafe due to unauthorized transportation.

4 Unsafe due to thermal expansion/contraction.

15. The Committee noted that there are 2

storage tanks of 2x 3000MT in the plant

and decided that there would be 2 storage

We have proposed two ammonia tanks at Sikka

Shore Terminal (SST) and one at Motikhavdi plant

site. After dredging, higher capacity vessels having

capacity of 20000 MT will berth at our jetty.

Considering two same capacity shipment if berth

one by one and transfer rate of ammonia from

Jetty to SST (500 MT/Hrs.) and from SST to plant

site (25 MT/hrs.), these two tanks of 10000 MT

capacity additional tanks are required. At SST, we

have suitable and sufficient space for two

ammonia tanks whereas plant site we have safer

place for one ammonia tank.

To keep only 60% storage utilization and

continuous 40% of vapor space exposure, it is

highly unsafe condition for tanks as it will be

prone to severe stress corrosion cracking leading

to premature tank failures & faster storage

capacity curtailment.

Moreover, we have confirmed at our plants that

existing pumping system available at shore

storage terminal & industrial plant storage

location are able to take care of industrial liquid

ammonia hold up to transfer back to shore

storage terminal at same rate of 25 MTPH.

In view of above, you are requested to review the

condition of 60 % hold up only. We seek your

permission to keep normal levels of 90 %as

maintained in all ammonia storage tanks world

over.

Hence it is requested to permit us for two tanks

at SST and one at plant site without reduction of

storage capacity (Ann-XIII)

Return transfer of ammonia from Plant site to Sikka shore terminal

GSFC (Sikka unit) have full-fledged facilities of ammonia handling system at both place i.e. at plant site

and Sikka shore terminal end like storage tanks, compressors, control room, pumps, fire tenders, safety

appliances, pipeline and qualified and experience staff and officers of operation, mechanical,

instrumentation, fire and safety, securities etc. They are performing their duties round the clock.

Following activities are required to be carried out for ammonia transfer:

At Plan site:

1. Ammonia U/L station to be checked & isolated from its battery limit at unloading station.

2. Ammonia U/L line isolation valve near old Ammonia tank top inlet to be kept closed.

3. Rail /Road tanker loading valve line up and discharge valve to DAP train to be closed.

4. Ammonia transferring from old Ammonia tank through pump 1/ 2 to be started.

5. Control Valve 76402 and 76709 and respective bypass valve to be kept in closed condition.

6. Interconnection valve between existing ammonia receiving and Unloading line to be lined up.

7. Receiving clearance from SST site Ammonia transferring activity from MK to SST site to be

obtained.

At Sikka shore terminal site:

1. Main isolation valve and bypass valve around flow meter and Gas separator to be kept open at

the platform.

2. The entire Ammonia Transfer pumps 1/2/3/4 are to be separated from the main discharge

header by closing discharge valve to header.

3. 18 “line & 4” line for pre-cooling activity isolated from discharge header. 18” line from tank top

to be isolated.

4. Ammonia received from ammonia transfer line will pass through bypass line and discharge

header through Pre-cooling line in to Ammonia tank (1 and 2).

5. Final clearance to be given to MK site for Ammonia receiving in Ammonia tank at SST site.

Normally we can transfer ammonia from SST site to MK site through two cross country pipelines.

However we have infrastructure and equipment/instrument facilities to transfer ammonia from Plant

site to Sikka Shore Terminal (SST). Return transfer of ammonia from plant site to SST is carried out with

the same transfer rate of ammonia from SST to plant site. Following are the details.
