Background of the Study
• Statistics showed big decrement from an MPS 56.38 of SY 2006-2007 to an MPS of 47.41 of SY 2007-2008. Thus it slipped from rank 56 of SY 2006-2007 to rank 66 of SY 2007-2008. It gained a slight improvement on the following year with an MPS of 51.66 which made it to rank 56 again out of 71 schools from Division of City School Manila which took the said standardized test.

SCOPE AND DELIMITATION
**The study used a PURPOSIVE SAMPLING TECHNIQUE for it targeted the 21 Grade Six of Teachers of BOES handling the subjects related to NAT specifically MATH, FILIPINO, ENGLISH, HEKASI, SCIENCE. A questionnaire was made to get the demographic profile and performance ratings. However, their answers were still validated by BOES-EMIS Chairman for accuracy, consistency and reliability of the result of the study.
**This study aimed to test the degree of relationship of the Teachers’ Performance ratings and the Students’ performance in the National Achievement test from SY 2006-2007 up to SY 2008-2009.
**Thus, results of the said school for the said standardized tests were also rigidly analyzed by the researchers.

SIGNIFICANCE OF THE STUDY
• This aimed to provide empirical data that will somehow serve as guide to the principal, Master Teachers, and teachers in their respective courses of actions on the matters regarding the NAT.
• This study was done for the purpose of motivating the teachers BOES Administrators (principal, MTs) to make innovation regarding their review schemes for the coming National Achievement Test. Since, the entire Chapter II of this study have thoroughly explained that there is a strong relationship between the 2 variables of this study based on the LOCAL and FOREIGN LITERATURE GATHERED.

SUMMARY OF IMPORTANT FINDINGS, CONCLUSION AND RECOMMENDATON
• Based from the data, Majority of the teachers are rated VERY SATISFACTORY and a handful were rated OUTSTANDING yearly based on the Performance Appraisal System Tool used. However, teachers’ ratings did not assure their students would perform very satisfactorily or outstanding in the said test because big percentages of these students were classified with average mastery followed by students with low mastery. None of the graduates for the last three school years mastered the skills tested. The mean percentage of the school did not gain much improvement. The students did not depict the same performance as their teachers did.
• However, the researcher/s saw one instrument used on this study which greatly affected the relationship of these variables. The PERFORMANCE APPRAISAL SYSTEM TOOL used is founded by self-rating. The objectivity, validity and accuracy of the process are questionable. It led to subjectivity and over-rating of a teacher’s performance.
Page 10
The researcher/s recommends that a further study regarding
the improvement of the assessment tool should be done.• Their should a be careful, objective-based and
performance-based planning of teachers to be placed in each grade level more importantly in grades 3 and 6.
• Encourage teachers to focus in instructional and content/skill assessment of the subject they are teaching. And upgrade their skills on subjects concerned.
• To ensure greater student performance, the school should create a committee composed of MTs and Subject Coordinators on the NAT -related subjects who will yearly conduct an assessment of the skills tested. They will yearly produce review materials based from their findings to have a more effective review scheme in the future.
Page 11
The school need to implement coherent, meaningful professional development programs which enhance teacher-effectiveness. Conduct a follow-up study in additional to investigate further the relationship between these 2 variables.
• The researcher needs to conduct a thesis regarding the least mastered skills from this standardized tests to ensure valid review schemes to be done next NAT.
• However, the recommendations based on the result of this study were offered by the researcher/s in the hope that changes may happen which will support the teachers and administrators as they work in limited resources in the hardest and most stressful profession there is---the improvement of student achievement in public school education.
