What is ICANN?• Internet Corporation for Assigned Names and Numbers

What is ICANN?• ICANN is a not-for-profit, public-benefit organization

formed in 1998.• Its staff operates the Internet’s Domain Name System,

coordinates allocation and assignment of the Internet’s unique identifiers, such as Internet Protocol addresses, accredits generic top-level domain (gTLD) name registrars, and helps facilitate the voices of volunteers worldwide who are dedicated to keeping the Internet secure, stable and interoperable. ICANN promotes competition in the domain name space and helps develop Internet policy.

How is ICANN organized?• At the heart of ICANN’s policy-making is what is called a

“multistakeholder model.”• This decentralized governance model places individuals,

industry, non-commercial interests and government on an equal level. Unlike more traditional, top-down governance models, where governments make policy decisions, the multistakeholder approach used by ICANN allows for community-based consensus-driven policy-making. The idea is that Internet governance should mimic the structure of the Internet itself – borderless and open to all.

What is ASO?• The purpose of the Address Supporting Organization

(ASO) is to review and develop recommendations on Internet Protocol (IP) address policy and to advise the ICANN Board. Fifteen volunteers, three from each of the five RIR communities, serve on the ASO Address Council (AC).

What is ASO?• The Address Supporting Organization (ASO) is an ICANN-

facing body while the Number Resource Organization (NRO) is a Regional Internet Registry-facing body. The two bodies are connected but have different responsibilities.• The purpose of the ASO is to review and develop

recommendations on global Internet number resource policy and to advise the ICANN Board.  The functions of the ASO are carried out by the ASO Address Council (ASO AC), which consists of the members of the NRO Number Council (NRO NC). NRO NC members are elected and appointed by their respective RIR communities.

What is NRO?• The Number Resource Organization (NRO) is a

coordinating body for the five Regional Internet Registries (RIRs) that manage the distribution of Internet number resources including IP addresses and Autonomous System Numbers. Each RIR consists of the Internet community in its region.

I strongly support Akinori’s nomination to the ICANN board, in consideration of his significant contributions to internet communities in the Asia Pacific regions over decades of work.

Akinori had contributed to JANOG (Japan Network Operators’ Group) as part of the founding steering committee during 1997 to 2007. He dedicated substantial effort to make the community successful from the beginning. His great efforts led the community to an era where hundreds of engineers attend JANOG meetings. I do believe the current success of JANOG could not have come about without his contribution.

Akinori also has left a profound impact on APNIC. He served as a member of the Executive Council for 15+ years. I think his thoughtful and compassionate chairmanship made a community where people from multiple countries feel comfortable to join.

Considering his wealth of experience among APAC communities, and his rich humanity which many people love, I’m confident that Akinori would serve ICANN well as a board member.

What is At-Large?• Within ICANN’s multistakeholder model of policy

development, At-Large is the community representing the best interest of individual Internet users. • The At-Large Advisory Committee (ALAC) is the primary

organizational home within ICANN for individual Internet users. The role of the ALAC shall be to consider and provide advice on the activities of ICANN, insofar as they relate to the interests of individual Internet users.

How is At-Large organized?• The At-Large Community has a bottom-up, tiered

structure. • On the grassroots level, there are more than 165 At-Large

Structures (ALSes). These local organizations of At-Large members are located throughout the world.• The goal is ultimately to have at least one ALS in every

country. Typically, an individual Internet user joins At-Large by joining one of its local ALSes. However, individuals may also participate without joining an ALS.
