1a. Background
Nepal embarked on planned development since
1950s with the introduction of democracy in 1951.
Presently 12th Plan (Three Year Plan, TYP) is in
progress until mid-July 2013.

growth pole, Integrated rural development, basic
needs, women/gender & development, inclusive/
broad-based development, poverty reduction and
sustainable development incorporating MDGs in
the process of its socio-economic transformation.

Nepal has signed or acceded and even ratified the
global developmental efforts brought forward overthe decades.
It respects the global efforts made for socio-

economic development and sees merit in SDGs. Presently Nepal is the Chair of Least Developed
Countries.
Nepal is together with the fellow members in theInternational as well as Regional Forums like this
to tackle the ever growing peoples aspirations.

challenges we have to translate the global
development goals into our national development
plans and programs correspondingly by setting our
national riorities;

manner for the well being of mankind & its habitat;

1b. National Development Priorities
a) Agriculture Almost 74% of people engaged, 35% contributing to GDP;
It is mainly constrained by limited cultivable land (26.4 m hac) forsustaining livelihood to 28.5 m people.
Agriculture production is monsoon depended.

Agriculture couldnt attract the youth force for engaging in it (3Dwork least preferred).
Unable to match sensible income-generating opportunities and
thus foster broad based growth.
b) Industry- Limited scope for industrial growth for Nepal for various reasons.

c) Service sector- Potential to benefit from service sector, however inadequate,
infrastructures (road networks, airports, electricity etc.),
- Climate Change impacts on High Himalayas.

- Nepals GDP fluctuated between 3-5 % year,
- Political instability overshadowed economic issues since mid-1990s,

A generic methodology can be used to adopt global priorities in national
plans in some of the areas as under:

The needs, priorities and strategies of LDCs(Graduation by 2020), SIDCs, Landlocked
countries, mountainous countries (Mountain Initiativesin progress for retreating of glaciers and thinning of snow
deposits) are different and should be so treated; Countries in conflict/post-conflict situation should
be aptly considered.
