Reason: Many private residences have been converted to convention centers, banquet facilities, museums, etc.; where the elevators are used by the general public or as a Limited-Use/Limited-Application elevator. In these cases, the more stringent safety requirements of ASME A17.1 need to be applied.

Note: These 3 requirements are often mixed up.
TN 03-1712Revise A17.1 requirements 8.7.3.23.1, 8.7.3.23.2 and 8.7.3.23.3 as follows:
8.7.3.23.1 Hydraulic Jack. Where the alteration involves the installation of a hydraulic jack, it is installed,altered or replaced it shall conform to 3.18.
8.7.3.23.2 Plungers. Where a new plunger is installed as part of an alteration or an existing plunger isaltered, it shall conform to 3.18.1.2 and 3.18.2.
8.7.3.23.3 Cylinders. Where a cylinder is installed, replaced as part of an alteration, altered, or sleeved, itshall conform to 3.18.3. If the plunger is not equipped with a stop ring conforming to 3.18.4.1, theinstallation shall also conform to 3.18.1.2 and 3.18.2.
Reason:Requirement 8.6.3.10 identifies replacement of jacks, plungers, and cylinders as an alteration and referredto 8.7.3.23. This proposed change clarifies the need to comply with existing requirements even though thereplacement is not “part of an alteration”. (See new proposed definition in TN 02-3899 for “Alteration aspart of – A repair and/or replacement that is included with other work that is classified as an alteration”)

SECTION 8.9 CODE DATA PLATE (a-2005)Requirement 8.9 contains requirements for all newand existing equipment within the Scope of this Code.8.9.1 Required InformationData plate shall be provided and maintained that shallindicate the Code to be used for inspections and tests(see 8.10.1.2). The data plate shall indicate the Code andedition in effect at the time of installation. 8.6.12 Maintenance of Elevators, Dumbwaiters,Escalators, and Moving Walks8.6.12.1 Scope8.6.12.1.1 Requirement 8.6.12 applies to allexisting installations and all new installations that havebeen placed in service. It provides the minimum standardsfor these installations. However, it is not the intentof this Section to require the alteration or replacement ofequipment to meet design, nameplate, and performancestandards not required by an earlier edition of this Codethat was in force at the time the equipment was installed.8.6.12.1.2 Requirement 8.6.12 applies also to themaintenance of other devices, analogous in design andusage, that are covered by this Code, such as material lifts.
