West Basin’s Recycled Water Program History

1986-1992: 7-year severe drought in California, one of the longest in its history

1989: 10 million people under drought-induced water rationing or conservation programs

Created need for a new, local, drought-proof water supply

What was West Basin’s response?

Answer: Recycled Water

West Basin had a large potential recycled water customer base, but nothing to recycle…

• 1991: West Basin Board policy decision to develop a fit for purpose recycled water program

– Agreement with City of Los Angeles to purchase secondary effluent

• 1992-1994: West Basin buys land and constructs recycled water infrastructure

• 1995: West Basin water recycling facilities complete

– 5 recycling facilities and dedicated distribution system
