Improvements at theOakwood Chapel are de-signed to stop foundationsettlement and restore thearchitecture to its originalconstruction.

Given the sensitivityof the cemetery site, PARDcontracted with an ar-cheological firm and se-cured a Texas HistoricalCommission (THC) Antiq-uities Permit prior to con-struction. No constructionhas taken place withoutarcheological monitoring.

On November 29,2016, archeologists dis-covered small bone frag-

ments about four (4’) feetbelow the worksite’s soil.Construction was immedi-ately halted. PARD staff in-formed City leadership ofthe discovery, includingDistrict 1 Council MemberOra Houston.

Built in 1914, thechapel was constructed ina racially segregated sec-tion area of the cemetery.This section has no formalplatting and few remain-ing grave markers.

The City recognizesthe significance of thisdiscovery and the impor-tance of working closelywith the community tomove forward in a digni-fied manner.
