Key findings and outcomes from the benchmarking exercise:• Finance process cost as % total cost was below average• ERP just implemented – best practice questionnaire identified further

technology improvement opportunities to close the performance gap• Large proportion of finance cost was financial planning & analysis –

analysis of best practice gaps & further detailed analysis should realise savings

• Council likely to achieve average performance by implementing IT and process improvement opportunities identified during exercise (plugging the gaps in capabilities and maturity levels)

A case study #2 (NHS organisation):

Key findings and outcomes from the benchmarking exercise:Finance cost as % total cost was between average & world class

Based on the high level metric above, initially thought performance was good but other detailed metrics revealed a different story

Productivity at transactional level was relatively poor eg invoices processed per FTE (productivity and unit cost)

Proportion of FTE involved in GL activity was very high due to decentralised environment- an area where detailed analysis would reveal significant duplication of effort & inefficiencies

Best practices capability & maturity questionnaire revealed high level of improvement ideas that had not been considered yet in their IT and process improvement change programme

Conclusion that organisation was high value/ low transactional in nature, hence mixed benchmarking messages emphasising need to use a balanced set of metrics with capability to drill down on the detail to fully understand capability and maturity levels
