    Human Services Committee

    1. Social Services Commissioner Edna Kayes requested approval to fill a new Grade B Supervisor(PEF, Grade 7, Step: Base-11) created by Resolution No. 302-19 effective December 24, 2019,as well as any position that may become vacant as a result of filling from within. The cost of theposition and benefits is funded 42.54 percent with federal dollars, 21.89 with state dollars, and35.57 percent with local County dollars. The position is in the Services Unit and is responsiblefor supervision of several Caseworkers who are responsible for ensuring the health, welfare, andsafety of children and adults.

    2. Ms. Kayes also requested approval to fill an existing Grade B Supervisor (PEF, Grace 7, Step:Base-11) position as well as any position that may become vacant as a result of filing from within.The positon became vacant when an employee resigned. The cost of the position and benefitsis funded 42.54 percent with federal dollars, 21.89 with state dollars, and 35.57 percent with localCounty dollars. This position is also in the Services Unit and is responsible for supervision ofseveral Caseworkers who are responsible for ensuring the health, welfare, and safety of childrenand adults.

    Public Safety Committee

    1. Probation Director Robert Starks requested approval to fill Typist (ASFSCME, Grade 4, Step:Base) positon. The position is funded 100 percent with County funds. Mr. Starks indicated that the Sr. Typist in the office is retiring in April 2020, and he wants to fill the vacancy before the Sr. Typist retires so that she can train the new person. Mr. Starks hopes to leave the Sr. Typist position vacant. The primary duties for this position include answering the telephone, servicing people at the front window, setting up new files, filing, and keeping track of the information cards.

    2. Sheriff Rick Whitney requested a resolution to accept and establish a capital project for theappropriation of the New York State FY2019 Statewide Interoperable Communications Grant(SICG). This grant has been awarded yearly in the amount of $45 million throughout 57 countiesand the City of New York. Allegany County’s share is $775,128. The funds should beappropriated to H3029.200 (SICG-911 2019 Contract # n/a) with a like sum placed in revenueaccount H3029.3097.00 (State Aid - SICG-911 2019 Contract # n/a).

    3. Sheriff Whitney requested a resolution to accept and establish a capital project for theappropriation of the New York State 2019-2020 Public Safety Answering Points SustainmentGrant (PSAP). This grant has been awarded yearly in the amount of $10 million throughout 57counties and the City of New York. Allegany County’s share is $130,863. The monies will beused to update much needed electronic equipment in the 911 Center. The funds should be

    appropriated to H3031.200 (PSAP-911 FY19-20, Contract #n/a) with a like sum placed in revenue account H3031.3097.00 (State Aid - PSAP-911 FY19-20, Contract #n/a).

    4. Sheriff Whitney also requested approval to fill the new Emergency Services Dispatcher(AFSCME, Grade 14, Step: Base) position created by Resolution No. 303-19 and effectiveDecember 24, 2019. This position is necessary to cover for the full-time Dispatcher who has beenassigned to enumeration/GIS update duties. They would not be able to fill the E-911 staffingneeds without this positions, and it should also reduce overtime.

    Public Works Committee

    1. Public Works Superintendent Justin Henry requested a resolution transferring $29,000 fromH1629.200 (Building Improvements-County Clerk) to H1903.200 (River Bank Repair-Courthouse) to cover a portion of the funding needed to repair the bank behind the Courthouse.

    The Sheriff’s Office is requesting the acceptance and the establishment of a capital project for the appropriation of the New York State FY2019 Statewide Interoperable Communications Grant (SICG). This grant has been awarded yearly in the amount of $45 Million shared throughout 57 counties and the City of New York. Allegany County’s share is $ 775,128.00.

    These monies will be used to continue enhancing our 911 Public Safety Radio Communications and purchasing some portable and mobile radios.
