UDHAMPUR, Nov 21: Up inarms against extremely bad con-dition of under construction roadfrom village Chowki to Surkhi inUdhampur district, locals of vil-lage Surkhi protested againstPMGSY Department, here today.

The protesting villagersraised slogans against thePMGSY Department. They saidthat the people were sufferingbecause of unprecedented delayin completion of this road work,which was to be finished fiveyears back.

"The contractor didn't com-plete the road from Chowki to

Surkhi, about 9:500 km longstretch under Pradhan MantriGram Sadak Yojana (PMGSY)number JK14-308. With anamount of Rs 318.38 lakh, thisroad work was started on 26-10-2011 and had to be completed by25-10-2012," they explained.

"Despite repeated complaintsto the PMGSY Department andeven in Mari Sadak app, no actionwas taken and these days the con-dition of road is so bad that weeven can't walk and sick old per-son, pregnant women are not ableto reach Ramnagar hospital anddistrict hospital Udhampur," theyfurther said adding there are largepits on the road, which pose threatof accidents.

The villagers threatened togherao the PMGSY office if theroad work is not completed at theearliest.

NEW DELHI, Nov 21: Vice President M Venkaiah

Naidu today appealed to industryand corporate sectors to promotescientific efforts in the country ina "big way" by creating an exclu-sive corpus, and encouraginginnovative research and develop-ment projects and technologies toaddress problems faced by peo-ple.

Addressing a gathering at theNASI Scopus Young ScientistAwards 2018 at the VigyanBhawan here, he also emphasisedthat Indian science fraternityshould play a "pivotal role" inmaking India a top nation in theworld in the field of science andtechnology.

"India was once known as'vishwa guru' and we have a richheritage of knowledge andancient scholastic systems.Unfortunately, during the colonial

era, we lost our conscience andour focus... After Independence,from first prime ministerJawaharlal Nehru to the currentprime minister, all are givingimportance to science, and itneeds to be given further impor-tance," Naidu said.

The vice president reiteratedthat India was the youngest nationin the world with over 65 per centof its population below 35 years,and that it was the "most oppor-tune time" for the country toleverage the skills and talent ofthe young minds.

"At a time when the world hasbecome a global village andboundaries of different disci-plines are blurring, the role of sci-ence and technology becomes farmore important than ever before,"Naidu said.

Alluding to "disruptive tech-nologies" an Industry 4.0, he also

urged the industries and the cor-porate sectors to pitch in a bigway to promote scientificresearch.

"We have just entered the eraof the fourth industrial revolution(Industry 4.0), and machine learn-ing, robotics, artificial intelli-gence, Internet of Things, big datawill change the way we are goingto live. These areas need to befully exploited," he said.

"I would also appeal to thecorporate bodies and industries topromote scientific research in thecountry in a big way by creatingan exclusive corpus, by encourag-ing innovative R&D projects andtechnologies that would provide along-lasting answers to problemsfaced by the people," Naidu said.

He also pitched for "enhanc-ing" investment in science andtechnology to support innovation,which would address issues relat-ed to agriculture, environment,health, housing, clean drinkingwater and security, besides otherissues.

He also extolled the contribu-tions of Indian scholars and math-ematicians in ancient time, frominvention of the numeral 'zero' todecimal system and ancient trea-tise 'Sushruta Samhita' and'Charaka Samhita' on ancient sur-gery and medicine system. (PTI)

Delhi's air qualityremains very poor

NEW DELHI, Nov 21: Delhi's air quality remained

in the "very poor" categorytoday, with four areas recording"severe" pollution levels evenas the Cental Pollution ControlBoard (CPCB) directed agen-cies to join social media to helpcitizens lodge complaintsdirectly.

Pollution watchdog CPCBalso noted that actions of thepublic and enforcement bodieshave been "inadequate" in curb-ing pollution.

With no clarity on undertak-ing of cloud seeding to induceartificial rain in the nationalcapital, scientists at IIT Kanpursaid they had made all prepara-tions, including procurement ofaircraft from the ISRO, to con-duct the same.

According to CPCB data,the overall air quality index(AQI) in the city was recordedat 373, which falls in the "verypoor" category. Anand Vihar,Nehru Nagar, Mundka andWazirpur recorded "severe" airquality, while 30 areas recorded"very poor" air quality, it said.

At 392, the overall air quali-ty of Greater Noida was theworst in the National CapitalRegion (NCR), just pointsbelow the "severe" category.Gurgaon, Faridabad, Noida andGhaziabad too recorded "verypoor" overall air quality.

On Wednesday, the PM2.5level (particles in the air with adiameter of less than 2.5micrometre level) was recordedat 240, while the PM10 levelwas recorded at 389, the CPCBdata said.

According to the Centre-runSystem of Air Quality andWeather Forecasting (SAFAR),air quality in the national capitalis expected to remain in the"very poor" category in the nexttwo to three days.

"At present, winds areunfavourable for dispersionwhich allows pollutants to accu-mulate. Humidity is still highwhich is unfavourable," theSAFAR said in its report,adding that fire counts fromstubble burning has declinedand will have a marginalimpact. (PTI)

Deputation members said thatit was in the year 2001 that theengineers were regularised as AEand AEE while after that in theyear 2010 a few of them wereregularised as XEN and after thatnothing moved forward.

JAMMU, Nov 21: IGPTraffic, Alok Kumar accompa-nied by SSP Traffic, ShaktiPathak here today visited vul-nerable points on the NationalHighway-44 from JawaharTunnel to Jakheni, Udhampurand took stock of the situationover there.

Later, a meeting was con-vened at Ramban which wasattended by all Dy SsP, DTIs andSOs of NHW Traffic. The IGPdirected the officers to makemaximum use of technology andtake strict action against trafficviolators committing offenceslike overloading, over speeding,drunken driving, driving withoutseat belts and lodge FIRs againstgrave traffic violators.

The officials were furtherdirected to use florescent jacketsafter sunset to improve visibilityand to avoid mishaps.

The officers were directed toprepare a database of local vehi-cle mechanics along with theirphone numbers and get thesedisplayed at those points on theNHW where frequent break-down of vehicles take place andfacilitate the repair of vehiclesso that there is quick response inthe event of breakdown of vehi-cles and traffic on the NHWflows freely.

The officers were directed toorganise traffic rules awarenessprogrammes in schools and col-leges.

The IGP also listened griev-ances of traffic officials andassured them for early redressal.

On November 21, a teamfrom Gandhi Nagar police sta-tion laid a naka at Green Belt,Gandhi Nagar, Jammu forchecking/frisking of vehiclesand intercepted a Pulsar motor-cycle bearing registration num-ber JK02AW-9057.

During checking of the bikerider, who was identified asParamjeet Singh alias Sunny sonof Labh Singh, resident of WardNo 4, Simbal Camp, Jammu,one country made revolver (DesiKatta) along with two livecatridges were recovered fromhis possession.
