!   Culture of indifference is key highlight of government functionining.

!   Communication lines between departments on strikes and their political and bureaucratic masters are broken. Trust levels are extremely low.

! Threats issued by government have failed.

!   How can the citizens of Uttarakhand hope for provision of basic services when most government employees are mostly on strikes?

!   How will Uttarakhand rebuild itself from the massive disaster of 2013?

!   How will Uttarakhand recover and find its place in 21st century India when basic infrastructure is negligible and there are no signs of recovery?
