GENERAL INFORMATION
On nomination by Hon'ble High Court, the nominee judges need not wait for
any confirmation from UJALA.
1. General Information

1. PROGRAMME SCHEDULE
The duration of academic programme is already intimated to the
participating judge/officer through the Hon'ble High Court or the departmental
head. There are two tea breaks and a lunch break in between the sessions of each
day. The participants' group photograph is taken during the programme which is
provided to all the participants on the day of departure from the Academy along
with the programme participation certificate and list of participant judges. A copy

of the Programme Schedule is also provided to the participants on their arrival in
the Academy.
2. COURSE MATERIAL
The Programme Schedule and the study materials are prepared by and
under the guidance of the Director, UJALA. The resource material is provided to
individual trainee/participant/Judge/officer during the training programme/
workshop.
3. RESIDENTIAL ACCOMMODATION AND DINING FACILITIES
ACCOMMODATION
The UJALA policy mandates that the accommodation will be provided to the
trainee/participant/Judge nominated for the programme. However, due to paucity
of accommodation and in view of the fact that a number of participants may be
nominated simultaneously, the nominated participants may be allotted rooms on
twin sharing basis. Participants are requested not to come with spouse. No
children and other members of the family, personal & security staff, peon etc. is
allowed to stay in the UJALA hostal. Any trainee/participant/Judge coming with
children or any other member of the family or staff is requested not to insist for
accommodation for such child and member of the family/staff. The
trainee/participant/Judge is advised to make arrangement of accommodation for
such member/staff outside UJALA. Suppression of information regarding
accompanying member shall be viewed very seriously and the matter shall be
taken up by the Academy with the concerned Hon'ble High Court or the concerned
departmental head.
FOOD:
The Academy provides catering services to the trainees/participants/Judges
through a private catering contractor. The approved menu includes varieties of
dishes, both vegetarian as well as non-vegetarian. Non-vegetarian food is served
on specific days as scheduled in the menu.

If any, trainee/participant/Judge desires any specific type of food due to diet
restrictions/religious reasons, he/she may inform the UJALA staff supervising the
catering services who will endeavour to cater food accordingly.
4. TRANSPORT FACILITY
TRANSPORT FACILITY TO AND FRO AIRPORT/RAILWAY STATION:
On request UJALA can provide transport facility to and fro Bus station/Taxi
stand Bhowali to participating judges on arrival for training programme/workshop
and at the time of departure.
LOCAL VISITS: The Guests desiring to see places of their interest in and around
the City may seek cooperation of our staff of the Hospitality Unit to hire a taxi on
payment from transporter/travel agency concerned and make the payment
directly to the transporter.
The Participant/Judge may contact the UJALA Care Taker Mr. Jagdish
Uniyal on his Mobile No: 9412147442 for any assistance.
RETURN RESERVATION
Participants/trainees/Judges coming for programmes are advised to secure
reservation for their return journey from their place of posting before departure to
avoid any inconvenience.
5. RECEPTION
Please report at the Academy Reception on your arrival for the joining
formalities. This will include:-
Submission of Personal Information Card. Please write your name and service in block capital letters.
6. EXTRA-CURRICULAR ACTIVITIES
Extensive facilities exist in the Academy for extra-curricular activities like
gym, and indoor games like Table Tennis, Billiards, Chess, Carom etc.
7. FOR YOGA:

The Academy organizes a YOGA class daily during the academic programme
from 7:00 A.M. to 8:00 A.M. One yoga teacher conducts the yoga classes.
8. DRESS CODE:
Judges/participants participating in the academic programme at UJALA are
requested to be appropriately dressed during their stay at UJALA.
9. LIBRARY FACILITY:
Library is open for the judges from 9.00 am-6.00 pm during programmes. A
participant/Judge may get books issued in his/her name during course of stay in
the Academy. The participant Judge should ensure return of books before leaving
the Academy.
10. COMPUTER & INTERNET FACILITY:
E-library is available to the participant judges for academic purposes. The
Internet facility is available at the Academy for academic use only. However the
participant judges may access their e-mails on the internet. Chatting on internet
and other non productive activities on internet are strictly prohibited.
11. SPECIAL INSTRUCTIONS
Every Trainee/Participant Officer or Judge attending a programme is
required to attend the complete academic programme. He/she must make suitable
arrangements so that they are not called for duties like Court evidence. For
exemption from attending the academic programme, the trainee/participant/
Judge or officer should request the Hon'ble High Court, or departmental head.
12. MOBILE PHONES
Use of mobile phones is strictly prohibited in the conference hall. Using
mobile phones in the conference hall may result in confiscation of the instrument.
Mobile phones can be used outside the conference hall.

13. PROHIBITION OF ALCOHOLIC DRINKS, TOBACCO PRODUCTS, SMOKING
ETC
The Academy does not permit use of alcohol in the campus (including inside
the hostel room). Any participant/officer either found in possession of alcoholic
drinks, tobacco products like betel (pan), gutka, cigarette etc. or found to have
consumed any alcoholic drinks or tobacco products or found to be indulging in use
of any of such prohibited material or smoking will asked to discontinue the course
immediately and may attract disciplinary action through the Hon'ble High Court or
the concerned departmental head.
14. MEDICAL FACILITIES
Medical facility is provided through community heath centre Bhowali and
B.D. Pandey Government Hospital at Nainital.
15. BANK/ATM
A State Bank of India ATM is located at a distance of 1.2 Km. from Academy.
16. COURSE EVALUATION
At the end of the course/programme, the participants will fill up a format
designed to evaluate the impact of the academic course on the participants.
RESPONSIBILITIES OF DAY OFFICERS
DAY OFFICERS SHALL PERFORM THE FOLLOWING DUTIES:-
[To recapitulate the salient features of the last day’s activities.
1. To receive the guest speaker on arrival and to escort him/her to the
Conference Room.
2. To collect the bio-data of the guest speaker on his/arrival through staff
concerned with training programme/workshop matters (Sri Haresh
Upadhyay)
3. To introduce and welcome the guest speaker.
4. To introduce the theme or the concept of the topic on which lecture has
to be delivered by resource person.
5. Help in the distribution of hands outs, reading material etc.

6. To write down a brief report of the activities of the day in the Day
Officer’s Report Register. Thereafter the Day Officer should hand over
the said register to the next day's designate Day Officer.
7. Coordinate with resource person in the adjustment of audio-visual
arrangements.
8. To ensure that the name plates of the resource persons are ready in time
and placed on the table before the lecture.
9. To ensure the attendance of trainee officers/ participants in the morning
yoga or physical exercise session and in the conference room. To inform
the Course Director/Training incharge or Associate Course Director/
Training incharge about the absentee participant.
10. To change the seats of the participants on daily basis.
11. To ascertain any special arrangement that the guest speaker would like
to have in the Conference Room like LCD projector, OHP etc.
12. To ensure timely attendance of trainees/ participants in the Conference
Room before arrival of the speaker/ resource person, after every tea or
lunch break.
13. After every tea/lunch break, ensure timely attendance of trainees in
Conference Room before the arrival of the speaker.
14. At the end of the session, thank the guest speaker and to see him/her
off with courtesy.
DIRECTIONS FOR TRAINEES DURING TRAINING PROGRAMME
1. Trainees are directed to be present at the Yoga Classes everyday at the
prescribed time. No exemption shall be given to any trainee. Trainees
are directed to wear the prescribed sport gear/dress during yoga, sports
and trekking.
2. The trainees shall be present at the mess for breakfast, lunch and dinner
at the specified time. Meals shall be served only at the specified time.
The mess is a formal place, trainees are required to maintain and ensure
the formal atmosphere at the mess.
3. Trainees are directed to be properly dressed up while at mess for their
meals. Trainee shall not wear slippers, night/ sleeping suits, kurta

pyjama, shorts, T-shirts, gowns, lungi at the mess while coming for their
meals.
4. Trainees are directed to be punctual for their classes. Latecomers shall
not be allowed to enter in the class and adverse inference shall be drawn in
respect to the particular trainee. It shall be proper if the trainees reach the
classroom at least five (5) minutes prior to the scheduled time for class.
5. Trainees are advised to be properly dressed up for all events and classes.
6. Trainees are strictly directed to comply with the seating arrangement in
the class room. Trainees shall not change their seats on their own.
7. Disturbance, indiscipline or insubordination of any sort shall not be
tolerated in the class room.
8. Alert and active participation during the training sessions is encouraged.
So is the freedom of expression. But trainees are advised to maintain highest
standards of politeness, decorum, sobriety, patience and tolerance.
Trainees are also advised not to indulge in cross talks during the session.
9. Use and possession of any sort of liquor is strictly prohibited within the
compound of UJALA. Any trainee found intoxicated or in possession of
alcoholic drink/any sort of liquor shall be charged with indiscipline and
strict action shall be taken against him/her, in addition to be asked to
discontinue the course immediately and the matter may be reported to
Hon’ble High Court or departmental head accordingly.
10. Use and possession of any sort of tobacco or tobacco production
(Cigarette, Gutka) is strictly prohibited within the compound of UJALA.
11. Use and possession of any sort of betel nut or its derivative (rajnigandha,
etc.) is strictly prohibited within the compound of UJALA.

12. No trainee shall correspond or visit Hon’ble High Court without the prior
permission of the Director of the Academy. Every urgent correspondence
shall be through the Director of the Academy.
13. Trainees are clearly informed that during the course of training the
trainees are on duty and that they should not treat themselves on leave
or holiday. And accordingly their conduct and behaviour shall be
observed and checked within the campus of UJALA and also outside the
campus of UJALA, like markets etc.
14. Trainees are directed to wear simple, sober and dignified dress outside
the UJALA campus.
15. Trainee shall be provided with notepads, pens and folders. Apart from
maintaining the course material provided by Resource Person/Guest
Speaker or UJALA, in a systematic manner the trainees are directed to
take down the notes of the lectures in their notepads in clear and legible
handwriting. The notepad shall be seen by the Course Director/
Incharge Training after regular intervals.
16. Residence in the Academy is compulsory. As stated earlier the relatives/
spouses or friends of the participating trainees shall not be permitted to
stay in the campus of Academy.
17. No trainee/participant shall be allowed to take leave during the period
of training except for medical reasons.
18. No trainee/participant is allowed to leave the Academy during training
progarmme/workshop without prior permission of Director during the
period of training.
19. No trainee/participant shall remain out side the Academy beyond 8:30 p.m.

20. All the activities at UJALA for trainees, including sports and other extra-
curricular activities are part of the training and accordingly trainees are
directed to participate in such activities regularly.
21. The trainees/ participants are advised for proper and careful use of library
and its components; gymnasium, sport goods like the Billiard, Table Tennis
and Badminton equipments etc.; television sets and other amenities in
the hostel. Any damage to same by any trainee will be sole liability of the
trainee and he/she may be asked to redress the damage caused.
22. Possession of fire arms is strictly prohibited within the compound of UJALA.
23. Trainees/participants are advised not to play loud music either on mobile
phones or i- pods or mp3 or radios/transistors or music system in Academy
campus, their rooms or recreational room or the Administrative Block.
Trainees are directed not to speak loudly in the lounges or corridors or mess.
24. Use of mobile phones is strictly prohibited in the conference hall. Use of
mobile phones in the conference room, library in any manner may result
in confiscation of the instrument.
25. Trainees/participants should ensure switching off the geyser, heater/blower,
and electricity points before going to bed or locking the room.
Trainees/participants should also ensure that they do not to leave the
water taps open as this may cause shortage of water. Kindly ensure closing
of the taps after use.
26. Trainees are advised to maintain respect and tolerance towards fellow
trainees. Likewise they are expected to maintain highest regard and respect
toward resource persons/faculty.
27. Trainees/participants are informed that office staff at UJALA and the
attendants and other class IV staff are only for your assistance and not at

your command and discretion. Trainees/participants are advised to respect
the staff and be polite and courteous to the staff.
28. Trainees/participants are required to maintain and uphold the dignity of
judiciary/respective department and that of UJALA at every occasion and at
every place.
29. Whenever any excursion programme is organised by the Academy during
training/refresher programme, all the trainees/ participants are
mandated to join the excursion and conduct themselves with dignity,
humility and utmost of discipline. Like wise when trainees/participants
are taken outside the Academy for practical educative sessions to Jail,
Hospitals, Scientific Forensic Lab, Police Station etc, they are mandated
to uphold highest degree of discipline, dignity and humility. The
trainees/participants are refrained from conducting themselves in unruly
and undisciplined manner, following which adverse view will be taken
against such trainee/ participant and matter may be reported to Hon'ble
High Court or Departmental Head concerned, as the case may be.
30. UJALA is in its nascent phase, and every effort has been made to provide
the best to the trainees. Accordingly trainees are directed to preserve
and protect the property of UJALA as UJALA belongs to the trainee/
participant/judge/officer. In case of any difficulty trainees are at liberty to
contact Course Director/In charge Training.
