Mission

• The Multinational Communications Interoperability Program (MCIP) is a:

– Multilateral, command, control, communications and cyber (C4) program for assured interoperability, information sharing, and capacity building

– Brings together allied and partner nation militaries, US agencies, United Nation entities, nongovernmental organizations (NGOs), academia, and industry

– Under the context of Humanitarian Assistance and Disaster Relief response

• HADR Operations with Military, International Humanitarian Community (IHC) and Industry responders

• Allows Spectrum Collaboration between militaries, non-governmental organizations, international humanitarian community and others directly to affected country spectrum managers and militaries

• Real world use by the International Security Augmentation Force (ISAF) in Afghanistan as the spectrum application between ISAF and the Afghanistan National Directorate of Security

SATCOM Endeavor Cyber Endeavor

Phoenix (Spectrum) Endeavor

Information sharing seminar covered topics relating to the use of Satellite

Communications (SATCOM) and its usage in HA/DR situations

• Initial online classes to assess critical skill sets including SATCOM

fundamentals and practical techniques

• Hands-on equipment proficiency test resulting in participants receiving a

commercial SATCOM installation and operation certification

• Subject matter experts presented procedures for accessing SATCOM services,

use of AutoConnect terminals, and remote terminal installation

• Industry representatives showcased the latest SATCOM technologies

• Participant Information Sharing of National SATCOM policies

SATCOM Endeavor

Information-sharing seminar covered topics relating to the use and management of the electromagnetic

spectrum.

• Topic areas included Spectrum 101, interference analysis and reporting, radio theory, HF ground and

skywave propagation predications, amateur radio, and national spectrum coordination.

• Discussion of spectrum in HA/DR operations through the analysis of lessons learned during Typhoon

Haiyan (Yolanda) in the Philippines

• Industry providing information on the latest technology and frequency management programs

• Familiarization and usage of the Mercury Spectrum Application software program

• Sharing of international and national spectrum management policies, panel discussions, and question

and answer sessions

Cyber Endeavor

The Cyber Endeavor information-sharing seminar covered topics relating to

information assurance and computer network defense

• Academic instruction and hands-on exercises, with participants sharing

information about their nation’s IA/CND posture

• Sessions included Cyber 101, wireless operations, wireless security, risk

management and assessments, and monitoring and defending networks

• A hands-on Cyber Range to include the following technologies: NetFlow

analysis, firewalls, network access controls, web proxy security, email security,

wireless security, and data analytics

• 8.2 magnitude earthquake struck Kathmandu Valley in the early morning (0518) of 11 August 2014 – Kathmandu Valley area: 668 sq

km – Effected population:

approximately 3 million

• Amateur radio operators provide initial reports: – Buildings, roads and bridges

throughout Kathmandu are destroyed or damaged.

– Electrical power & water systems severely damaged

– People buried alive, injured, and missing
