Joseph Sheley spent much of his first year as interimpresident of California State University, Stanislaus,touring the Central Valley and meeting with business andcommunity leaders and elected officials. In May 2013, theCSU Board of Trustees rewarded Sheley’s hard work
with a permanent appointment as president of CSU Stanislaus.
Now in his first full academic year as president, Sheley continuesto lay the groundwork for a new era of community partnershipthat will help uplift the entire region.
Sheley, who received a proclamation from the Turlock CityCouncil in July 2013 and whose appointment was celebrated withan investiture ceremony on campus Nov. 22, 2013, is a strongadvocate for university-community partnership.
“I’ve driven to cities and towns all over the region … to meetpeople and to listen to them, to see where our students live andwork, and to send the message that we will come to them,” Sheleysaid in his 2012 fall address to the campus community. “We arenot an island. We are part of an important region, and we trulywant to partner in moving this region forward.”
Sheley believes the university and the community should becomestronger advocates for each other. CSU Stanislaus alumni, faculty,staff and students should not be shy, he said, when it comes toboasting about the university’s accomplishments andcontributions to the region, among them:
• CSU Stanislaus has been featured in the Princeton Review’s “BestColleges” ranking for seven consecutive years and in U.S. News& World Report’s Best Colleges ranking 17 times.
• The university has been recognized by the Princeton Review asone of the most environmentally responsible colleges in theU.S. and Canada, appearing in all four editions of the “GreenColleges” publication.
• For seven consecutive years, CSU Stanislaus has been named tothe President’s Higher Education Community Service HonorRoll for its commitment to volunteering, service learning andcivic engagement. The university’s Office of Service Learningworks with faculty members and more than 2,400 studentsevery year on community service projects and community-based research initiatives, providing nearly 54,000 volunteerhours to the region and an estimated economic impact of morethan $1.14 million in services to the local community in 2012alone.
• The College of Business Administration at CSU Stanislausearned renewal of its prestigious accreditation through AACSB(the Association to Advance Collegiate Schools of Business)International. The college was first granted AACSBaccreditation in 2003, and in a mark of distinction, it received itsrenewal without the need for any continuing review from theaccrediting agency.
• Gökçe Soydemir, the Foster Farms endowed professor ofbusiness economics, will release the third edition of hisBusiness Forecast Report for the San Joaquin Valley. The reportis a valuable tool for the area’s business and community leaders,providing annual projections and midyear updates for theValley’s labor market; regional housing conditions; prices andinflation; and depositary institutions and capital markets.

Welcome to Turlock, the second-largestcommunity in Stanislaus County. Over the past60 years Turlock has grown to more than 70,000residents. Turlock has, however, retained itssmall-town charm and diverse agriculturalheritage.
Since 1949, when the Turlock Chamber of Commerce was firstchartered, its members have worked to improve the vitality andquality of life in the Greater Turlock Area. The Chamber hastaken an active role in ensuring that growth and economicstability continues in a positive manner, and that Turlock is adesirable and contemporary community in which to raise afamily. This goal is continually being realized through teamworkwith community leaders, through the support of area businessesand through the hard work of volunteers. Our committees,activities and programs create a unique environment that fostersboth networking and community involvement.

Turlock is proud to be the home of California State University,Stanislaus, as well as the Stanislaus County Fairgrounds.Recreation abounds in Turlock with more than 14 soccer fields,three volleyball courts, four softball fields and one hardball field,and you can visit Turlock Lake just a few miles out of town.Turlock is proud to be considered a family-oriented community.

The history of how Turlock wasnamed varies; however, somebelieve it originated from theterm “turlough,” an Irish drylake. Founded on December 22,
1871 by prominent grain farmer JohnWilliam Mitchell, the city wascomprised of a post office, a depot, agrain warehouse and a few otherbuildings. Mitchell and his brother weresuccessful businessmen, buying landand developing large herds of cattle andsheep that were sold to gold miners andothers as they arrived. They were alsoleaders in wheat farming and cultivatedtracts of land under the tenant system.Eventually, the Mitchells owned most ofthe area, over 100,000 acres, from Keyesto Atwater. In the early 20th century, 20-acre lots from the Mitchell estate weresold for $20 an acre.
Turlock experienced economic andagricultural growth and development inthe early 1900s and was incorporated in1908. A thriving community with adiverse population brought its skills,ideas, capital, culture and religiousbeliefs to this area. Turlock prosperedand became the hub of activitythroughout the end of the 19th century.A Board of Trade (known today as theTurlock Chamber of Commerce) wasformed along with a school district, anewspaper and numerous religious andcivic organizations. By 1960 businesseshad grown and Turlock became home toCalifornia State University, Stanislaus.
Today, with a population over 70,000,Turlock has achieved its early cityplanning goals of creating a safeenvironment, a strong school systemand maintaining a hometownatmosphere. Economically sound andagriculturally elite, Turlock continues topromote growth and development thatcomplements both the city’s businessand industry, as well as the needs of itsresidents.

Known as the heart of California’s Central Valley,Turlock is centered among California’s mostpopular tourism destinations with access to SanFrancisco, Yosemite Park and Monterey Bay, aswell as Turlock’s many cultural activities that
draw thousands of visitors each year. Turlock is adjacent tomajor highways and interstates including Hwy 99 and I-5,which is located just 15 miles west of Turlock.

Modesto Aviationoffers flight lessons and pilot instruction. San FranciscoInternational Airport, San José International, OaklandInternational and Sacramento International Airports areabout 100 miles from Turlock.
WATERThe Port of Stockton is 45 miles north and provides a deep-water port with direct access to the Pacific Ocean. The Portof Oakland is approximately 90 minutes to the west.
TRUCKINGOvernight delivery is possible to all major markets inCalifornia. Several national freight carriers serve the area.
BUSGreyhound Bus lines serve Turlock and city bus service isprovided by Bus Line Service of Turlock (Blast). Since1998, Blast has provided a fast, safe and economical way totravel around Turlock for work, school, appointments andshopping.

The Westside Industrial SpecificPlan includes 2,600 acres that willaccommodate and nurture thedevelopment of a majorindustrial/commercial center in
Turlock’s industrial west side. The city ofTurlock has prepared WISP to facilitateeconomic and job development throughorderly growth and development. The planwas prepared during a time of significantchange in the structure of the nationaleconomy. The plan was adopted in 2006. ACertified Environmental Impact Reporthas also been adopted, saving significanttime and money for those that want todevelop.
Many types of manufacturing jobs havedeclined nationally or have beentransferred elsewhere.
However, the essential need for food andagricultural products indicate anopportunity to create a center for an
enduring and sustainableeconomy based onagricultural products andrelated processes andservices. It is anticipatedthat the benefits availablefrom WISP and theEnterprise Zone willstimulate industrialdevelopment.
In addition to the development of WISP,the city has invested $15 million inbackbone infrastructure improvements toprovide “shovel ready” sites for industrialdevelopment.

AtEmanuel, we recognized the need to haveemergency heart care available locally andbuilt a program from the ground up torival any cardiac program in the Valley. InEmanuel’s Cardiac Cath & InterventionalLab, area cardiologists and interventionalradiologists can perform everything fromlifesaving emergency angioplasties tocomplex non-surgical treatments anddiagnostic procedures.
