Introduction

TrailLifeTroop1791isorganizedasaministryofFlintGrovesBaptistChurch,Gastonia,NorthCarolina,andcharteredpursuanttotheguidelinesestablishedbyTrailLifeUSA.FlintGrovesBaptistChurchistheownerandoperatoroftheTroop,aswellasallphysicalandfinancialassets.FlintGrovesBaptistChurchwillselectallleadershipandestablishitsoperationstodevelopitsministrymosteffectively.TrailLifeUSAisaChristianadventure,character,andleadershipmovementforournation’syoungmen.Ourexcitingprogramcentersonoutdoorexperiencesthatbuildayoungman’sskillsandallowhimtogrowonapersonallevelandasarolemodelandleaderforhispeers.ThisChrist-centeredprogramischarteredbyChristianchurchesandorganizationsandledby

ChristianadultleadersusingaspecificallyChristianBiblicalworldviewasourstandard.AsyoungmenprogressthroughthevariouslevelsoftheTRAILLIFEUSAprogram,theytakepartincamping,leadershipdevelopment,rankadvancements,awards,atrailbadgeprogram,communityservice,summeradventures,spiritualtraining,andavarietyofotherspecialofferings.AsaministryofFlintGrovesBaptistChurch,webelieveGodistheheadofourlivesandourhighestaimistoknowHimbettereachday,andtohelpothersdothesame.

1. EligibilityforMembership1.1. EachpersonseekingmembershipwithTrailLifeTroop1791mustcompleteallTroopmembershippaperwork,pay

applicableduesandfees,andregisterasamemberofTrailLifeUSA.EachAdultmembermustalsocompletepaperworkfornecessarybackgroundchecksthroughTrailLifeUSAANDFlintGrovesBaptistChurch.NopersonwillbeofficiallyregisteredwithourTroopuntiltheyhavereceivedtheirMembershippacketback,alongwithaWelcomeletterfromtheTroopmasterorCommitteeChairman,whichwillalsoincludetheirTroopDatabaseLoginInstructions.

1.2. TrailLifeUSAMembershipStandards:Membershipintheprogramhasbothyouthandadultelements.Youthmembershipintheprogramisopentoallwhomeetthemembershiprequirements,andiscurrentlydesignedforbiologicallymalechildrenundertheageof18.Theadultapplicantmustalsobeatleast18yearsofageandsubscribetoandabidebythestatementofChristianfaithandtheOathandCreedoftheprogram.WhiletheprogramisundergirdedbyBiblicalvaluesandunapologeticallyreflectsaChristianworldview,thereisalsoaclearlydefinedinclusionpolicyforyouth.Accordingly,

allboysarewelcomeirrespectiveofreligion,race,nationaloriginorsocio-economicstatus.Ourgoalisforparentsandfamiliesofeveryfaithtobeabletoplacetheirboysinayouthprogramthatendeavorstoprovidemoralconsistencyandethicalintegrityinitsadultleaders.Charterpartnersownandoperatelocalgroups,selectingleadersandadmittingmembersastheydeembeneficialtotheirgroupandwithintheparametersofthenationalpolicy.Thebasisfortheprogram’sethicalandmoralstandardsarefoundintheBible.Intermsofsexualidentificationandbehavior,weaffirmthatanysexualactivityoutsidethecontextofthecovenantofmarriagebetweenonemanandonewomanissinfulbeforeGodandthereforeinconsistentwiththevaluesandprinciplesoftheprogram.Withintheselimits,wegrantmembershiptoadultsandyouthwhodonotengageinorpromotesexualimmoralityofanykind,orengageinbehaviorthatwouldbecomeadistractiontothemissionoftheprogram.Wewelcomeboyswhoseparentsareseekingafaith-basedoutdooradventureprogramthatplacesanemphasisoncharacterdevelopment,leadership,andmoralpurity,andwhoaspiretoliveinaccordancewiththevaluesexpressedintheprogram’sOathandCreed.

1.3. YouthmembersmustberisingK(tobeginprogramsecondMondayinSeptember),throughSeniorYearHighSchool(endofprogramby6/30).Youthmemberduesare$49peryear,andcollectedatourinitialtroopmeetingofeachyear.Ifthisisnotfinanciallyfeasibleforayouthmember,theycanmakemonthlypaymentsovera3monthperiod;howeverthe$26registrationfeetoTrailLifeUSAmustbepaidtobeamemberofthetroop.Troopduesarepro-ratedforyouthwhojoinmidyear.TrailLifeUSAwillcollecta$26registrationfeeperyearforeachyouthmember,andwillbepaiddirectlytoTrailLifeUSAon-linebythemember.

1.4. Adultmembersmustbe18yearsofageorolder.NoTroopduesarecollectedforadultleaders.TrailLifeUSAwillcollecta$26registrationfeeperyearforeachadultmember,andwillbepaiddirectlytoTrailLifeUSAon-linebythemember.AdultleadersmustalsocompletetheFlintGrovesBaptistChurchMinistryLeadershipCommitmentform,completepaperworkfornecessarybackgroundchecksthroughTrailLifeUSAandtheFlintGrovesBaptistChurch,andbeapprovedforleadershipbytheExecutiveCommittee,beforetheyareeligibleforofficialTroopmembership.

2. Participation&ConductExpectations2.1. Youthagreestoparticipateintheprogramtothebestofhisability,aswellassignandabidebytheTrailmanCommitment

&PartnershipPledge,demonstratingbehaviorthatisconsistentwiththevaluesandmissionoftheministryofFlintGrovesBaptistChurchandTrailLifeUSA.

2.2. TrooprulesofconductarelistedbelowasitemsDISALLOWEDintheProgram:2.2.1. Disruptiveanddestructivebehavior:Throwingobjects,horseplay,harassing,orteasing,refusingtostayinassigned

areas,rudenoises,chronictalkingorinterruptions,stealing,aidingorabettingthetheftofanotherperson’sorentity’spossessions,andnopossessionofanymaterialorclothingconsideredobscene.

2.2.2. UnsafeActions:Puttinghimselforothersinharm’sway,improperuseoffire,whichincludesplayingwithmatchesorfire,lightingsticksoutsideafirering,otherunsafebehaviorinvolvingfire,fuel,combustible,orflammablematerials,orhaveafireoranyburningmaterialinornearatent.Nomemberwillrideontheoutsideofanymotorvehicle,includinghangingorridingonbumpers,intrailers,orinthebedofapick-uptruck.NoHazingoranybehaviorofanolderboyorboysthatintentionallythreatens,intimidates,orharassesayoungerTrailman.

2.2.3. AggressivePhysicalContact:Troop1791membersareexpectedtomaintaina“handsoff”policy.NoHitting,biting,spitting,shoving,kicking,orthrowingobjects(generallyclassifiedasassault-typeactionsdirectedatanother),VerbalconfrontationorprovocationtowardanotherTrailmanoradult,fighting(generallyclassifiedasmutuallyaggressivephysicalconduct),threateningorintimidatinganotherTrailmanoradult.

2.2.4. Alcohol,Tobaccoorotherillegalsubstances:Possession,use,saleordistributionoftobaccoproductsbyaTrailman(tobacco-relatedactivitybyanindividualundertheageof18isillegal);Possession,use,sale,distribution,orbeingundertheinfluenceofalcohol(alcoholrelatedactivitybyanindividualundertheageof21isillegal);Possession,unlawfuluse,sale,distribution,orbeingundertheinfluenceoflegal,illegal,orcontrolledsubstances,atanyage,isillegal.

2.2.5. Unauthorizedequipment:Cellphone,pager,electronicgames,radio,TV,MP3player,CDplayeroranyotherelectronicdevicedesignedforentertainment;however,thisdoesexcludeanyGPSdevicethatisdesignedexclusivelyforgeographicpurposes,Fixedbladeknivesorlargefoldingknives,firearms(exceptwhereusedwithsupervisionforofficialTroopactivities),anyotherdangerousweapons,suchasaslingshot,bowandarrow(exceptwhereusedwithsupervisionforofficialTroopactivities),sword,sharpenedobjects,martialartsweapons,orobjectswhichappearto

beanyoftheaforementioneditems(toylookalikes,props,etc.),ammunitionoranygunpowder(exceptwhereusedwithsupervisionforofficialTroopactivities).Nopossessionoffireworks,smokebombs,orotherpyrotechnics.

3. TroopStructure3.1. TrailLifeUSAorganizedasfourUnitsoperatingunderoneTroopCommitteeandProgram.TheProgramyearbeginsJuly1st

ofeveryyear.3.2. WoodlandsTrailUnit:K-5thGrade3.3. NavigatorsUnit:6-8thGrade3.4. AdventurersUnit:9th-12thGrade3.5. GuidonUnit:CollegeAge,Co-Ed,Ages18-253.6. Inordertoprotectbothyouthmembersandadults,Troop1791willfollowtheChildSafetypoliciessetforthbyTrailLife

USA,andmustbeadheredtoatalltimesbybothyouthandadults.4. TroopCommittee&SupportRoles

4.1. TheTroopCommitteeisthegoverningbodyoftheTroop.ItisresponsibleforprovidingadultleadershipinareasofTroopGovernance,Finance,Operations&OversightacrossallfourUnits.TheTroopCommitteewillconsistofmanyMembers,eachhavingequalvoting.TheExecutiveCommitteeismadeupof3membersoftheTroopCommittee:TheCharterOrganizationRepresentative,TheCommitteeChairandtheTroopmaster.OnlytheExecutiveCommitteecanapproveTroopleadershipcandidates.TheCommitteeiscomprisedofthefollowingadditionalvotingmembers:4.1.1. TroopChaplain4.1.2. TroopQuartermaster&SafetyOfficer4.1.3. TroopTreasurer4.1.4. TroopAccountant4.1.5. AdvancementChair4.1.6. MembershipChair4.1.7. ServiceChair4.1.8. FundraisingChair4.1.9. TechnologyChair4.1.10. TrainingChair4.1.11. TroopSecretary

4.2. TroopCommitteemeetingswillbeheldonthefirstMondayofeachmonthat6:30pmatFlintGrovesBaptistChurch.OnlyregisteredCommitteemembersmayvoteonissuesbeforetheCommittee.AquorumisdefinedasallthosepresentatagivenTroopCommitteemeeting,whoareeligibletovote(registeredcommitteemember).Ifallexecutivecommitteemembersarepresent,onemorecommitteememberisneededtodeclareaquorum.If2executivecommitteemembersarepresent,2additionalcommitteemembersmustbepresenttodeclareaquorum.Aminimumof2executivecommitteemembersmustbepresenttodeclareaquorum.Unitleaders,suchastheWoodlandsTrailRanger,theNavigatorsTrailmaster,TheAdventurersAdvisor,andtheGuidonAdvisor,areinvitedandencouragedtoattendandparticipateinTroopCommitteemeetings,however,wouldnotbevotingmembers.

4.3. Ane-mailvotecanonlybecalledbytheTroopCommitteeChairunderspecialcircumstances,wheretimemaynotpermitadecisionpendingthenextregularlyscheduledTroopCommitteemeeting.

4.4. TherolesofTroopmaster,TroopChaplain,andTroopQuartermaster,arereservedformen.4.5. EachCommitteeMemberworkstoprovidethedevelopment,governance,finance&oversightineachoftheirown

departmentsacrosstheTroopthroughthemanagementandoversighttovariousSupportRoles:ie,Teams,Assistants,LeadersandCoordinators,whomaybeassignedtoworkin/withaspecificUnit.CommitteemembersmayalsorecruitTroopandUnitleadershipforapprovalbytheExecutiveCommittee.

4.6. SeeAppendix3,4&5forProgramStructureOverviewChart,TroopCommittee&ProgramOrgCharts,andTroopLeadershipRoles&Responsibilities

5. TroopProgramLeadership5.1. TheTroopmastershallberesponsibleforconductingtheTroopProgramoverallfourUnitsandisconsideredtheTroop

adultleader-in-charge.5.2. TheTroopmasterwillworkdirectlywiththeWoodlandsTrailRanger,theNavigatorsTrailmaster,TheAdventurersAdvisor,

andtheGuidonAdvisortodevelopandcoordinateanannualProgramcalendar,recruitUnitleadershipforapprovalbythe

ExecutiveCommittee,provideroomsandlogisticalsupporttoeachoftheUnits,andtodeliverProgramCommunicationthatisintendedformembersthatspantheentireTroop.TheExecutiveCommitteewillmeetasneeded.

5.3. Eachofthe4Unitleaderswillberesponsibletoplan,manage,execute,andcarryouttheprogramintheirspecifiedarea.TheywillworkwithandcoordinatewithallAdultLeadershipassignedtocarryoutanyrolewithintheirUnit,alongwithanyYouthLeadershipperformingafunctionwithintheirUnit.

5.4. TherolesofRanger,TrailmasterandAdvisorarereservedformen.TheseUnitsmaycombine,atthediscretionoftheTroopmaster,basedonsizeofTroopandUnits.

5.5. TrailguidesareRegisteredAdultmaleleaderswhoarethedirectcontactleaderswiththeyouthandoperateunderthedirectionoftheUnitLeader.5.5.1. Trailguidesaremenwhotakeyouth(Trailmen)ontheTrail.TrailguidesworkasMentors,Quartermasters,and

ChaplainswithintheirUnit,andaretheprimaryanddirectcontactwithallTrailmen.TheUnitQuartermastersandUnitChaplainscoordinatetheexecutionoftheirTrailguidefunctionwiththeUnitLeader,withadditionalleadershipandoversightprovidedbythedesignatedCommitteeMember.

7.3. ChangestothecalendarwillbeconveyedverballyatTroopmeetings,ontheTroopWebsite,andviae-mailwhenapplicable.

7.4. TheTroopwillmanageanallTroopdatabasewitheachmemberscurrentcontactinformation.TheTroopdatabasewillbethesourceforallcommunicationandforidentifyingmembers.E-mailwillbeusedtofacilitatethemajorityofTroopcommunication.InformationthatneedstobecommunicatedtotheTroopwillfollowthisCommunicationtreeasappropriate:7.4.1. TheCharterOrgRepwillusee-mailtocommunicatewiththeExecutiveCommittee7.4.2. OnlytheTroopCommitteeMembersandtheTroopmasterwillusee-mailtosendaTroopwidecommunicationas

necessaryandrelevanttoallmembersacrossallUnits.7.4.3. TheCommitteeChairwillusee-mailtocommunicatewithregisteredCommitteeMembersandanAllTroop

leadershipandCharterOrgRepresentative).Ifyouthmembersareinvolved,theymustbeunderthedirectsupervisionof

adultswhohavecontrolofallcontent.ThecontentofthewebsitemustbeappropriatetotheMinistryeffortsoftheTroopandconsistentwithitsmission.ThewebsiteshouldnotcontainanylinksdirectlytoanysitethatcontainsmaterialthatisnotappropriatetotheTrooporitsmission.Thewebsiteshallnotcontainfullnames,addresses,telephonenumbers,e-mailaddressesorotheridentifyinginformationaboutyouthmembers.Thewebsiteshallnotcontainbulletinboardsorchatroomsthatmakeitpossibleforyouthmemberstocommunicatewithothersthroughthesite.

7.6. TheTroopshallnotsellanyadvertisementspaceontheirwebsite,orplaceanyadvertisementsorcommercialendorsementsontheirwebsite,exceptfortheorganizationprovidingthesiteservice,ortodirectthepublictoTroopfundraisingefforts.Nomerchandisewillbesoldthroughthewebsiteusingelectronicfundtransfers.ThewebsitemustincludethenameoftheUnit’scharterorganization,contactinformationfortheTroopCommitteeandane-mailcontactaddressforreachingthepersonmanagingthesite,sovisitorscanreportanyproblemsorconcerns.Thewebsiteshouldneverbemadetoappearmoreofficialthanitis.ThepageshouldnotrepresentitselfasanofficialpublicationoftheNationalOrganizationofTrailLifeUSA,noteventocasualreaders.

8. TroopMeetings,Campouts,Activities&Events8.1. Aminimumoftwoadultsmustbepresentateachmeeting,campout,activityorevent.Oneoftheseadultsmustbea

registeredleaderwithintheTroopwhoisatleast21yearsorolder.Ittwoadultsarenotpresent,themeeting,campout,activityoreventwillbecancelled.

8.2. Meetings:8.2.1. Troopmeetingswillbeheldfrom7:00-8:30pm,MondaynightsatFlintGrovesBaptistChurch.Meetingswill

normallybeheldweeklyduringtheyear,exceptwhenschoolorthechurchisclosedduetoinclementweather.8.2.2. AllUnitswillcometogetherforacommonopeningceremonyeverymeetingat7pmintheHangarandwill

dismisstotheirrespectiveUnitmeetingsfromthere.8.3. Campouts:

8.3.1. NoovernightcampoutswillbescheduledwithouttheapprovaloftheTroopCommittee.8.3.2. ATrailmanmustbeactivetoreapthebenefitoftheTroop1791program.Campingandtheoutdoorsisakeypartof

theTroopexperienceandafundamentalpartoftheprogram.TheTroopexpectsTrailmentoattendovernightcampingtripsandparticipatetothebestoftheirabilitythroughouttheprogramyear.

8.3.3. ApersonwillbecountedasaparticipantinacampoutONLYafterpaymenthasbeenmadetotheTroop(ifrequired).Paymentmustbemadebythedeadlinesetbytheleaderinchargeofthattrip.ApersonwhodoesNOTturninthefeebythedeadlinewillbeconsideredasNOTattendingthattrip.Norefundswillbeissuedafterthepaymentdeadlinehaspassed.

8.3.4. EachUnitwillplanforandexecutetheircampoutsdifferently,basedonthestructureoftheUnit.InthecaseoffamilycampingforANYoftheUnitsoftheTroop,noadultshallhavethechildofanotherfamilystayovernightintheirtent,unlessaparentoftheotheryouthalsostayingovernightisstayinginthatsametentwiththem.Inthecasewhereanadultistocampovernightwithanyotherperson’schildthatisnottheirown,theyouthmustallsleeptogetherinaseparatetent,nearbythetentoftheadult.Ifaparentleaves,theymusttaketheirchildwiththemorletaleaderknowtheyareleavingwithanestimatedtimeofreturn.Familycampingwillalwaysbeinacampgroundwithabathhouse.

8.3.4.1. WoodlandsTrailUnitCamping:Familystylecamping.Occursfrom2-4timesperyear.Allfamilymembersofayouthregisteredintheprogramareencouragedtoparticipate.Atleastoneparentperchildgroupisencouragedtoattend.Ifaparentcannotattend,theymustfilloutawaiverforthechildtogo.Thechildmustalsobechaperonedbyanotheradult.5thgradersintheMountainLionpatrolwillhaveanopportunitytocamptogetherwithaparentandtheNavigatorsUnitinthespring,inordertoprepareforpromotingtothenextUnitLevelinthesummer.

AdventurersUnitCamping:MonthlycampingasTrailmenwithTrailguidesonly.Regular,monthlycampingwiththeNavigatorsUnit,alongwithaHitTheTrailactivitiesopportunityonceperquarterasanAdventurerUnitonly.Somecampingmayoccurwithinwalkingdistanceofthevehicle,somemaybeprimitive,andsomemaybebackpackinglocations.EachTrailmanisexpectedtocarryallpersonalitemstheyintendtotakeonacampingtripandtheirshareofthepatrolfoodandequipmentasrequired.Theywillneedtopackalloftheseitemsinsuchawaythattheycanbecarriedtothebackcountryfromtheparkingareainonetrip.Backpacksarehighlyrecommendedfortheirconvenience.Usingthepatrolmethod,thedutyroster,andthegrubmenu,everyonewillparticipateintheplanning,preparation,andthecleanupofthemealsduringthecourseofthecampout..Nopatrolmemberwillbringanyfoodthatisspecificallyforhimself,butbuyandsupplyquantitiestoallpatrolmembers(unlessrequiredforallergyordietaryrestrictionsonly).

8.4. Activities:ManyactivitieswillbescheduledbyPatrol,byUnit,orbyTroop.Anyactivitythatrequiresaparticipationfee,mustbepaidinadvanceoftheactivity(ifpaymentistobepaidtotheTroop),ortothebusinessestablishmentdirectlywhereanactivitymaytakeplace.

8.5. Events:TheTroopmayholdeventsthroughouttheyeartoawardandrecognizethehardworkandaccomplishmentsoftheTroopTrailmen.Sucheventsaregenerallyself-fundedandrequirethehelpofparentparticipationtohelpcreate,set-up&organizeTroopevents.

9. Troop&PersonalEquipment9.1. TheTroopwillprovideallmajorcampinggearforcampcooking,diningtarps,lanterns,watercontainers,drygoodsboxes,

coolers,rope,andfirebuildingequipment.Troopgear&equipmentissharedamongallUnitsandiscoordinatedbytheTroopQuartermasterandvariousUnitQuartermasters.

9.2. Equipmentthatissignedoutforuse,shallbetheresponsibilityoftheindividualuntiltheQuartermasterorhisdesigneecheckstheequipmenttoassurethatithasbeenreturnedinthesameconditionitwasissuedout.

9.3. EachindividualTrailmanwillberesponsibleforthecareandwhereaboutsoftheirownpersonalequipment.EachTrailmanintheNavigators&AdventurersUnitsmustprovidehisownpersonalmesskit,waterbottle,firstaidkit,sleepingpad,sleepingbag,headlamp,andtent,alongwithanyotherpersonalitemsrequiredforthetrip.Trailmenareencouragedtoworktogethertotent2-3youthpertent,andtomanagetheirowntentingarrangements.

9.4. TrailguideswilloffereachTrailmaninstructiononproperuse,care,andhandling,ofallwoodcrafttools,includingpocketknife,saworaxe.NoTrailmanmaycarryoruseapocketknife,saworaxe,untilheistrainedandapprovedbyleadershiptodoso.WoodcrafttoolsareNOTallowedonchurchpremisesorduringweeklymeetings,unlessauthorizedandannouncedfortrainingorprojectpurposesonlyandcommunicatedbytheleadership.Onlyfoldingpocketknivesof4inchesorless,witharecommendationtoalsobelockingtype,areallowed.Nofixedbladeknivesareallowed.

9.5. Trailmenmaycarryanyequipmenttheydeemnecessaryonoutdooractivities,aslongasitisnotexcessive,canbesuitablypackedandcarriedintothecampsite,anditisnototherwisedisallowed.

9.6. Trailmenarenotpermittedtousepersonalelectronicdevices(i.e.cellphone,radio,television,electronicgames,personalcomputer,tablets,etc.)onTroopcampouts,meetings,activities,orevents,unlessspecificallyauthorizedbytheTroopmasterorUnitLeader.

9.7. ParentsandTrailguidesarenotallowedtohavecellphonesoutnearTrailmenexceptincasesofemergency.10. MedicationPolicy

10.1. ItisthepolicyofTroop1791thatnoTrailmanisallowedtoself-medicatethemselvesatanytimewhileengagedinanyTroopactivity,campout,event,orunderthesupervisionofTrailLifeTroop1791.Anyneededmedicationsduringsuch

times,willbedeliveredtotheappropriateanddesignatedTroopLeadersforadministration(exceptwithfamilycampingwheretheparentorguardianispresentandacceptsresponsibilityforitsadministration).Allmedications(including“overthecounter”oritemsinapersonalfirstaidkitsuchasTylenolorAdvil)mustbeintheiroriginalpackagingwithprinteddirectionsastoitsadministration.InordertoadministerANYmedications(prescriptionandover-the-counter),wemusthaveasignedMedicationConsentFormonfile.Trailmenwillnotbepermittedtokeepmedicationintheirpersonalpossession,withtheexceptionofasthmainhalersorEpi-pens.InorderfortheyouthmembertocarryanasthmainhalerorEpi-pen,aSelf-MedicationAgreementformmustbecompleted.

11. Uniforms11.1. TrailLifeisauniformedorganization.TheofficialuniformofTrailLifeUSAhasbeendetermined,andcanbepurchased

fromhttps://www.traillifeconnect.com.Thiswillbeknownastheofficial“Dress”uniform.TrailLifehasdesigneda“ClassB”t-shirtthatwillbewornduringmorecasualoutingsandatthediscretionoftheTroopmasterandUnitLeaders.

12. Advancement,Awards&Handbooks12.1. TrailmenareencouragedtoattendallTroopmeetings,asmuchoftheirrankadvancementskillswillbetaughtandaward

requirementsearnedduringthattime.ActivitiesatTroopmeetings,campouts,andoutings,willbeplannedtoallowtheTrailmantoprogresstowardmeetingtheirrankandadvancementgoal.Ifatrailmanmissesanight,theycanperformahitthetrailactivityinordertomakeupthemissedactivity.Therearealsoactivitiestheycanperformfromthemanualinordertomakeupforthemissedactivityaswell.

12.2. ServiceactivitiesisanotherkeyelementandcomponenttotheTroopprogram.EachTrailmanshalldohisparttohelpothersasmuchasheisable,andparticipatefullyinallUnitandTroopserviceprojectsasheworkstowardhispersonalrankadvancementgoals.

12.3. HandbooksandTrailbadgesarepublishedbyTrailLifeUSA.HandbookswillbetheresponsibilityofeachNavigatorandAdventurersmembertopurchasethroughTrailLifeUSAon-lineandhaveshippedtotheirhomesdirectly.

12.4. TrailbadgeopportunitiesandRankAdvancementopportunitiesmaybesetandlimitedbytheUnitLeaderortheTroopmaster.Additionally,noTrailbadgeorRankAdvancementcriteriamaybe“signedoff”byaFamilyMemberoftheTrailmanearningthatBadgeorAdvancement(exception:“group”Trailbadgeworkor“group”advancementskillswitha“review”signoffbytheUnitAdvancementCoordinatoraswellastheWorthyLifeawardwherefamilyparticipationisrequired).

13. TroopFinance13.1. TroopFinanceisdefinedandoperatesin3branches:TroopTreasury(TroopFunded),Activities(Self-Funded),and

Fundraising(includesTroop,Unit,Eventfundraising,etc.)andismanagedandownedunderFlintGrovesBaptistChurch,whichhasestablishedacheckingaccountfornon-profitministrypurposes,doingbusinessasTrailLifeTroop1791.AllreimbursementrequestsmustbesubmittedtoTroopFinancewithin45daysofdateofreceipt.13.1.1. TroopTreasury=TroopFunded

13.1.1.3. TroopScholarshipsaredirectedorappliedatthediscretionoftheTroopmaster,andareavailablebasedonannualbudgetanddeterminedbyaneedsbasedcriteria,inaccordancewiththecurrentpolicyestablishedbyFlintGrovesBaptistChurch.Scholarshipfundsmaybeusedtooffsetaportionofaprogramactivity,event,orcampout,aswellasprocurepersonalgearoruniformitemsofneedforaTrailmanthatwouldbecomehispersonalproperty,ortoprocureitemsonbehalfoftheTrooptoloanoutforuse,whichwouldnotbecomethepersonalpropertyoftheTrailman.

13.1.1.4. OnlyTroopCommitteeMemberswithquorumwillcreateandmanagedepartmentbudgetsonbehalfoftheTroop.AnannualTroopbudgetwillbecreatedandvotedonbytheTroopCommitteeontheFirstMondayinOctoberofeachyear,andsubmittedtothePastoralStaffofFlintGrovesBaptistChurch,togoineffect

13.1.2. Activities=Self-Funded

13.1.2.1. TheTroopoperatesprimarilyasaself-fundedparticipantprogram.EachLeader,Trailmanandfamilyisresponsibletocoverthecostsassociatedwithactivitiesinwhichtheyparticipate,suchascampouts,events,supplyfees,orfoodcostsassociatedwithanyoftheseactivities.

13.1.2.2. ThesecostsareALWAYScollectedinadvanceandcollectedbytheTroopTreasurer,TroopAccountant,orUnitFinanceAssistants.TheTreasurerorTroopAccountantwillcommunicatethetotalamountoffundscollectedtoActivityLeadersasparticipantspayintofundthatactivity,andreimbursementsmaybemadetocoverthoseactivityexpenses,uptotheamountcollected.

13.1.2.3. Leadershipwillalwaysworktowardprovidingthemostreasonablypricedoptionsforeventsinanefforttomakeeveryopportunityopenandaffordableformemberstobeableparticipate.Therewillbeoptionaltripsplannedonoccasion,whichfeatureHitTheTrailactivitiesandmoreelaborateexperiencesthatwillbemoreexpensive.Whenpossible,theTroopmayelecttomakefundraisingopportunitiesavailabletohelpoffsetexpensesforsuchevents.

13.1.2.4. Allthoserequestingreimbursementforanyspendingthatiscoveredbyself-fundedparticipantmonies,willusetheTroopReimbursementRequestForm.Thoseexpensereimbursementsmustbesignedandapprovedbytheactivityleaderwhosettheprices,andmustalsohaveanattachedsalesslip,invoice,bill,receipt,etc.indicatingwhatwaspurchased.AllreimbursementsmustbeturnedintotheTroopTreasurerorTroopAccountantforareimbursementtobemade(thisincludespatrolgrubmasterreimbursements).IntheNavigators&AdventurersUnits,eachpatrolwillassignagrubmasterforthecampout.Eachpatrolworkstoplantheirmenuandshoppinglistinadvance.Thegrubmasteristoldwhathisspendinglimitis,basedonthepaymentsreceivedfromtheparticipantsbythedeadline,andisresponsibletodotheshoppingandprocurethoseitemsforthecampout.EachgrubmastermustturninaTroopReimbursementform,alongwiththereceipts,toreceiveareimbursementuptotheirapprovedgrubbudgetamount.

13.1.2.5. EACHparticipantwhowillbeattendingacampoutorevent,wheretheTroopistocoordinateandprovidetransportation,willhaveaparticipationfuelexpenseincludedintheircostofparticipation(exceptionwillbefamilycampoutswherethesefeesmaynotapply).ParticipantFuelCostsaredeterminedusingaFuelCalculator,basedonRoundTripmileage,andappliestoEVERYpersonattending.DriversareTrailguides,whoarevolunteersandareapprovedinadvancebytheUnitLeaderorCampoutCoordinatorfordrivingforTHATSPECIFICTRIP,basedontheseatbeltandtransportationneedsofthattrip,andwhowillbeeligibletoreceiveaportionoftheirfuelreimbursed,paiduptoanamountdeterminedbymileageandseatbeltsmadeavailabletotheTroopfortransportuse,tohelpoffsettheirfuelexpenses.ATroopReimbursementrequestformmustbeturnedin,alongwithafuelreceipt,andtheTroopFinancedepartmentcanreimburseuptothemaxamountfromthatactivityfuelfundforauthorizeddriversforthatactivity.

13.1.3. Fundraising=AllTroop,Unit,orActivityFundraising13.1.3.1. TheFundraisingChairwilloverseeallFundraisingactivitiesacrosstheTroopandworkdirectlywithanIn

• The basis for the program’s ethical and moral standards is found in the Bible. In terms of sexual identification

and behavior, we affirm that any sexual activity outside the context of the covenant of marriage between one man and one woman is sinful before God and therefore inconsistent with the values and principles of the program.

• Trail Life USA grants membership to adults and youth who do not engage in or promote sexual immorality of any kind, or engage in behavior that would become a distraction to the mission of the program.

• Trail Life’s goal is for parents and families of every faith to be able to place their boys in a youth program that
