• Second country in the Amazon Basin in extension of tropical rainforest.

Peru and the Forestry Sector Highlights:

Trends in national economics• Stable economic performance

• Long term growth trend estimatedat 5% per year; mainly based onnon-renewable natural resources;

• Poverty reduction in course, ina context of fast social andinstitutional changes

Prospects for investment in the Peruvian Amazon:

• 52 hydroelectric projects.

• Hydrocarbons concessions in 70% of the Amazon basin.

• More than 10 millions ha for mining projects.

• New transoceanic roads

• Half a million ha for biofuel plantations

• Threats: illegal wood extraction, illegal mining, illegal crops; migratory agriculture .

Forestry Sector – Deforestation Rate

Between 1985 and 2000 the deforestation Rate was approximately 0,2 % (150,000 has per year).

Mesa REDD participated as observer in 6th PC meeting (Guyana-June 28-July 1, 2010)

Comments on first draft of the Peruvian R-PP

Mesa REDD ratified its willingness to make contributions for the R-PP improvement (more than 20 meetings to prepare contributions and comments)

Last comments on second draft of the Peruvian R-PP specifically in 1 b, 2 b, 2 c and budgets will be analyzed for the next version. We are still waiting for comments

...How REDD+ fits into national policies?: main issues

• Structural governance shifts: Decentralization and enhancement of regional government roles.

• Legal and institutional reforms regarding land tenure and titling; environmental services; participation and benefit sharing mechanisms; protection of indigenous rights and community empowerment for social equity.

• Changes in land use patterns and adoption of sustainable economic activities.

• Capacity building (regarding needs in forest conservation, reference scenarios, community and indigenous people involvement, among others)

• Promotion of public and private investment in forest carbon related ventures

Conceptual Framework for REDD+ in Peru

• National Program for Forest Conservation to CC mitigation (REDD+).

• Peru proposes to implement REDD by levels (= LOCAL, REGIONAL, NACIONAL).

• ¿Why Peru has taken this decision?

– sustained process of decentralization and reallocation of public

powers from the national government to regional governments

– Government is aware of contributions and potentials of the sub

national initiatives (= LOCAL y REGIONAL level)……also is aware of the

risks

– Government wants to promote sub national investments .

“enfoque por niveles” will allow Peru to build REDD+ from

the LOCAL to the National level

Next steps• To strength communication with the IP´s and ensure its effective participation

in the readiness process.

• To strength coordination with the Ministry of Agriculture (DGFFS) at the political level to concretize a technical alliance in forest-related issues that are of its competence.
