From the Desk of President ArgirisThe holidays are a special time of year when we express our gratitude for all
that we have, enjoy special visits with our families, and do our best to spread
cheer to all who surround us. Help me and the Village Board usher in this
magical season by lighting up the holiday lights at our “Lights Around
Wheeling” event on Sunday, November 24 at Friendship Park. In addition
to the ceremonial turning on of the holiday lights, enjoy refreshments, fes-
tive music, train rides for the kids, and, of course, visits and photo opportu-
nities with Santa. We hope you can join us beginning at 4:30 p.m. for this
fun-filled family event!
On October 11, I was honored to be a part of dedicating the new path along Dundee Road to for-
mer Wheeling resident and nationally-prominent bicyclist Phyllis Harmon. The completion of the
Phyllis Harmon Path closes the only remaining gap in a 12.5-mile pedestrian thoroughfare that runs
along the south side of Dundee Road from Illinois Route 53 in Arlington Heights to Green Bay
Road in Glencoe. This little stretch of pavement will make a real difference in the quality of peo-
ple’s lives by providing another practical transportation option, as well as having a recreational ben-
efit. It’s the Village’s privilege to name this path in Phyllis Harmon’s honor as a fitting
commemoration of her achievements, which include her induction into both the Chicagoland Bi-
cycling Federation Hall of Fame and the United States Bicycling Hall of Fame.
I’m also proud to report that our very own Wheeling High School recently received a visit from
U.S. Secretary of Education Arne Duncan, who toured the high school’s new Nanoscience lab and
classroom. This nanotechnology lab is a first of its kind for a public high school, and has already
received national recognition. The training completed in this lab will prepare students with skills
that can be used immediately after high school in high-tech companies, as preparation for techni-
cal college, or as a primer for a higher-level college career. In addition to the tour, Mr. Duncan also
discussed the importance of science, technology, engineering, and mathematics (STEM) education
with students. Wheeling High School deserves special praise for their groundbreaking work in the
area of science and mathematics, and I am thrilled for them to have received recognition from
Secretary Duncan.
It’s been a good year in Wheeling, and the Village Board and I hope and expect the same for 2014.

Community Blood DriveThe Village of Wheeling and the
Wheeling Board of Health will be
hosting a blood drive from 2 p.m. to 7
p.m. on Wednesday, November 13 at
the Village Hall.
Blood donors of all types are needed
every day for critically ill patients,
accident victims, people needing surgery, and patients suffer-
ing from chronic diseases such as cancer and leukemia. If all el-
igible people would donate, there would never be a blood
shortage.

Holiday Events in WheelingThe holiday season is approaching and several fun-filled
family events will be happening throughout the Village.
Lollipop Lane at Chamber ParkLollipop Lane annual festivities begin Saturday, December
7 and continue until Sunday, December 15. Lollipop Lane
will be open Saturdays and Sundays from 2 p.m. to 5 p.m.
and Monday through Friday from 6:30 p.m. to 8:30 p.m.
This event is sponsored by the Wheeling Historical Society,

Lights Around WheelingThe annual lighting ceremony in the Village will take place
on Sunday, November 24 beginning at 4:30 p.m at Friend-
ship Park, the northeast corner of Dundee Road and Mil-
waukee Avenue. Visit with Santa, drink hot cocoa and eat
cookies, and enjoy holiday music and entertainment for the
whole family while taking in the magic of the holiday lights.
This is a free event. We hope you can join us!
Letters for SantaStart making your list! Santa’s elves are leaving the North
Pole and will be arriving in Wheeling to place Santa’s mail-
boxes in businesses around town. Santa’s helpers promise
that from November 15–December 15 you will be able to
post your letters to Santa for express delivery to the North
Pole. On December 15, Santa’s elves will be picking up the
mailboxes to get them back to the North Pole in time for
Christmas. This program is sponsored by the
Wheeling/Prospect Heights Chamber of Commerce.

Snow Season ProceduresThe Public Works Department is responsible for clearing and
de-icing arterial roads and residential streets, as well as public
sidewalks, bus stop shelters, the Metra station, and Village-owned
buildings. Public Works is not responsible for county or state
roadways. County roads include Lake Cook Road, Buffalo Grove
Road, Schoenbeck Road, Hintz Road, and Aptakisic Road (call
847.827.1164). State roads include Elmhurst Road (Route 83),
Dundee Road, Milwaukee Avenue, Palatine Road, McHenry Road,
and Wolf Road (Manchester north to Milwaukee Avenue and
Marquardt south to Camp McDonald Road) (call 847.705.4222).
During the snow season residents are advised of the following:
*For safety, please maintain a distance of 100 feet or more when
driving behind a snow plow or salt truck.
*Please shovel snow away from fire hydrants so they can be
accessible in case of emergencies.
*Please do not place refuse or recycling containers in the street.
Parking Restrictions
*Do not park vehicles on any street in the Village within eight hours
after a snowfall of two inches or more (per Village Code 9.10.103).
This allows streets to be plowed accordingly by Public Works. Vehi-
cles in violation will be towed.
Sidewalk Requirements
*Residents and property owners are responsible for clearing snow
and ice from sidewalks adjoining or adjacent to their property when-
ever there is a snowfall, and by 10 a.m. on every morning thereafter.
If the snow and ice is frozen, owners are responsible for spreading the
areas with sand, sawdust, salt, or other substances made for the pur-
pose of melting snow and ice (Village Code 11.16.010).
*Snow or ice shall not be deposited into any street, road, or
highway, or along the shoulder or edge of any street, road, or highway
within the Village (Village Code 11.16.040). Please deposit snow
and ice from sidewalks and driveways onto the parkway.
*Residents and property owners who are in violation may be
penalized.

Snow Shoveling GuidelinesWhen shoveling the end of the driveway near the street, place the
snow to the right of the driveway (as you face the street). If it is
piled on the other side, it is more likely to be pushed into the drive-
way when the streets are being plowed. Also, clear a few feet of
the edge of the street and curb to the left of the driveway . This
creates a pocket for the snow to spill into and will help reduce the
amount of snow at the end of the driveway. Refer to the illustra-
tion below.
Protect Pipes from FreezingFollow these measures to protect water lines from freezing and
prevent water pipes from rupturing during extreme cold:
•Keep home temperatures no lower than 55 degrees F.
•Disconnect and drain outdoor hoses.
•Allow cold water to drip or trickle through faucets.
•Open cabinets and closets containing water lines to allow warm
air to circulate around plumbing.
•Consider installing pipe insulation.
•Check pipe insulation periodically to make sure it is dry.
•Seal cracks in doors, windows, and foundations.
•Know where your master valve is located in case you need to
shut off the water.
If you know that a property has been unoccupied for several days,
contact the Utility Division at 847.279.6900 to verify that water
services are shut off at the property. This can
prevent costly damage to the unoccupied property.
“Flushable” Wipes & Sewer SystemsPopular pre-moistened wipes, or “flushable” wipes, are clogging sewer systems. Although manufacturers claim that wipes can be con-
veniently flushed down the toilet, their cloth-like material does not break down in the sanitary sewer system like toilet paper. Wipes can
cause massive blockage in sewer lines, obstruct equipment, and increase costs of maintenance and repair on sewer systems (such as lift
station pumps and sewer cleaning machinery).
Public Works responds to numerous sewer clogs each year, and a number of them are caused by pre-moistened wipes or other non-flush-
able items such as diapers, rags, paper, fats, oils, or grease. Repairs to the sewer system, whether public or private, can be extremely costly,
which can ultimately lead to higher sewer rates for residents. Residents are asked to please not flush wipes (flushable or non-flushable)
or any product that may cause sewer system issues. Wipes should be treated as a solid waste.

of Human Services—is open to area adults 55 years or better. Call 847.459.2670 for more information.
Lunch at PavilionJoin us for a great meal and great friends at Lunch at Pavilion.
Great NEW menu selections, restaurant atmosphere, table serv-
ice—you can’t beat it! The Wheeling Senior Center hosts meal
service for anyone 60 years and better. A nutritionally balanced
lunch is served Monday, Wednesday, and Friday from 11:30 a.m.
until 12:30 p.m. Reservations are needed. Social activities and in-
formational programs are included as part of this program. Each
diner will receive written information regarding the cost of the
meal and will have the opportunity to contribute to part or all of the
cost. The suggested donation is $4. Lunch at Pavilion uses a punch
card system; cards can be purchased at the front desk at the Sen-
ior Center. The cost of these cards is $15 for five meals. The
Lunch at Pavilion program is committed to providing meals to all
older adults 60 and better, regardless of ability to pay. If you are
financially unable to purchase a punch card, please see Shari or
Alysia, and they will gladly assist you. Funds for this program are
provided by an award from AgeOptions through the Illinois De-
partment on Aging and the Federal Administration on Aging.
Meals are prepared by the Catholic Charities. Lunch is often fol-

detector’s battery, do so. Also, if your smoke detectors are ten or
more years old or your CO detectors are more than five years old,
completely replace them.
•Check your car’s tire inflation pressure. Tires lose pressure dur-
ing the fall due to outside temperature fluctuations. Also check the
remaining tire tread and consider replacing your tires if they are old
or worn. Keep your fuel tank above half-full at all times to mini-
mize the collection of moisture in your fuel tank and reduce the risk
of your fuel line freezing up. If your vehicle’s battery is old, now
is a great time to have it replaced, as car batteries are greatly af-
fected by cold temperatures.
•Place a winter emergency kit inside of each family vehicle. This
kit should include a blanket, collapsible snow shovel, ice scraper,
jumper cables, flashlight (with new batteries), road flares, basic first
aid kit, cellphone charger, and basic non-perishable food or snacks
(ex. granola bars, Pop Tart ®, etc.).
•Use holiday candles with great care. Always place candles in a
sturdy, non-combustible holder, and never leave them
burning unattended. Keep lighters and matches properly stored and
out of the reach of children when not in use.
•Inspect holiday lights before installing them. Check for dam-
aged wires or missing bulbs. Also, do not exceed the
manufacturer’s recommendations for how many strings of
holiday lights can be strung together; usually no more than three
or four in a row.
•Avoid using space heaters if at all possible. Do not use
kerosene or propane heaters indoors since they produce CO gas.
Keep all space heaters away from combustible materials, and only
use space heaters when the room is occupied. Finally, do not plug
them into power strips or electrical multi-adapters.
•Dispose of leftover gasoline from your lawnmower or snow
blower by carefully pouring it into your vehicle’s fuel tank.
This is safe to do even if your gasoline is mixed with two-cycle
oil. Never pour old gasoline into the sewer system.
•Dispose of holiday wrappings and trees appropriately. Never
throw these items into a fireplace or wood-burning stove since
they burn too fast, generate too much smoke, and may overload
the capacity of the fireplace or wood-burning stove.
•Dispose of fireplace or wood-burning stove ashes
appropriately. Remember, ashes that appear to be “cold” can ac-
tually still be a fire risk more than 24 hours later. Do not place
them in garbage cans in your home or garage, in case they re-ig-
nite.
•Do not call 9-1-1 if the electrical power goes out. Instead, call
ComEd at 1-800-EDISON1.
•Be alert and aware of your surroundings at all times.
•Beware of strangers approaching you for any reason. One
may try to distract you while a partner steals from you.
•Carry small amounts of cash and few credit cards.
•Carry your wallet in a front pocket or inside coat pocket. If
you must carry a purse, use one with a shoulder strap and
carry it diagonally across your body. Hold the purse firmly
in front of you and keep it zipped.
•Don’t flash cash or credit cards. Shoulder surfers will
attempt to steal your credit card number or debit PIN.
Protect them by shielding with your hand.
•Don’t overload yourself with packages.
•Always keep one hand free to protect yourself if necessary.
•Don’t get distracted by music or talking on your phone.
•Park in a well-lit area.
•Store your purchases in your locked trunk or out of view in
your SUV.

America’s National Memory Screening Day. Screenings will be conducted in English,
Spanish, and Russian, with half-hour appointments starting at 9:30 a.m. Please call

Council for Jewish Elderly (CJE).
Who Should be Screened?Memory screenings make sense for anyone concerned about memory loss or
experiencing warning signs of dementia. Screenings also are appropriate for anyone
who does not have a concern right now, but who wants to establish a baseline score
for comparison in the future. These questions might help you decide. If you answer
“yes” to any of them, you might benefit from a memory screening.

~Do I have trouble concentrating?
~Do I have trouble recalling words or names in conversation?
~Do I sometimes forget where I am?
~Have family or friends told me that I am repeating questions or saying the same thing
over and over again?
