1.0 The event
After the first stakeholder meeting on December 1st, 2016, EMPHNET organized
the second Stakeholder meeting in Amman-Jordan on 05 July 2018. Participants
included representatives from: Erasmus+ - Jordan Office, Mutah University,
Zarqa University, University of Jordan, Najah University, Ministry of Health (MOH)
and Ministry of Higher Education - Jordan, Royal Medical Services, Jordan Public
Health Association, Private Hospital Association, in addition to pronounced Public
Health figures from Jordan. The meeting aimed at providing a snapshot of the
perspectives and identifying challenges of stakeholders in Jordan regarding
public health management. The meeting also provided an update on the progress
of the Master Programme in Public Health Management.
Dr. Mohannad Al-Nsour, the Executive Director of EMPHNET, delivered the
opening remarks; whereby, he welcomed the attendees and reviewed outcomes
of the first stakeholder meeting with a brief on the follow up efforts. Keynotes of
Dr. Mohannad’s remarks also included the necessity to take a step back to see
where we are and whether our efforts are sustainable. He highlighted
EMPHNET’s role as a facilitator of this collaboration effort with universities,
remaining ready for any further support to ensure successful accomplishment of
its goals. “Even though our role in the project is relatively limited; yet, EMPHNET
takes pride in contributing to such efforts that target institutionalized, sustained
flow of public health professionals to the health sector in the region” he added. In
addition, he pointed out that Jordan, and the region at large, has an apparent gap
between health institutions; thus, this meeting bears a resemblance to the perfect
answer to this chronic challenge by providing and opportunity for intra-sector
networking.
Next, Dr. Reem Al-Khader started her presentation with a synopsis on the
Erasmus+ program in Jordan and its key achievements during 2002-2017. The
presentation mainly focused on ICM calls for university staff and students, results

of 2015 closed ICM projects, Tempus and Erasmus+ projects’ impact on public
and private universities and organizations, factors of the project success and
challenges. Dr. Al-Khader also indicated that there are plans for a cluster meeting
to brainstorm on the health sector in Jordan; while encouraging all actors to
approach Erasmus+ with new ideas utilizing the project’s open-door policy.
Dr. Ahmad Abu Slayeh from Jordan’s Ministry of Health delivered a presentation
on the needs and challenges of the public health sector in the country. The
presentation included background on the history and structure of the 4-year
program of the Ministry for specializing in community medicine. He gave a special
focus on challenges like the burden of disease, demographic changes, lack of
water resources and population pressure over infrastructure. While presenting
the human resources challenge, Dr. Abu Slayeh iterated that the biggest
challenge for the sector is the above 60-average age of the Ministry’s community
medicine professionals. In conclusion, Dr. Abu Slayeh elaborated on efforts of the
Ministry of Health to overcome those challenges.
Another presentation was delivered by Dr. Ashraf Shaqadan from Zarqa
University. The presentation started by providing a background on the project
with aims and objectives, expected result and impact, project partners, and
achievements. Dr Ashraf also elaborated on the project’s work packages and
work plan as well as involvement of the public health community, the
dissemination strategy and the program status at the Mutah and Zarqa
universities.
Dr. Nedal Alnawaiseh from Mutah University presentation provided an update on
the progress of the master’s program in public health management offered by the
University. Dr. Alnawaiseh provided an overview of the curriculum and structure
of the program, target groups, admission requirements and the study plan. In his
presentation, he mentioned that the most significant challenge was the lack of
proper advocacy for the program among the community and the target groups. In

addition, students are suffering from financial difficulties and if the situation of
enrolment remains at the current pace, the University will not be able to continue
offering the program.
Representative of An-Najah National University, Dr. Abdulsalam Khayyat,
delivered the last personation that highlighted the program experience in
Palestinian Universities. The personation also touched on the public health sector
in Palestine; emphasizing that the challenges there are similar to those faced by
the sector in Jordan and that such similarity requires further collaboration.
Students experience were presented by Aya Mhailan, a graduate student at
Mutah University. The student reflected a very positive experience given the
engage-the-student approach that the faculty adopts in teaching such a quality
program.
The meeting then engaged in an open discussion regarding all aspects to
promote the program and make it more attractive; ensuring its sustainability.
Among the discussion points, issues like addition of new courses to the
curriculum by Mutah University in response to the feedback received in the first
stakeholders’ meeting. The significance of effecting balance between theory and
practice; allowing to train students/ graduates in hospitals including RMS
facilities. As well, the coordination with organizations like EMPHNET so that
students will have the opportunity to be introduced to experiences of other
countries in the area of public health.
Different experiences were also mentioned in offering the public health
management through programs like economy or business management. Such
approach would have an impact on the program sustainability and increase
graduates’ employability.

Another feasible option would be the joint research projects or offering joint
programs between different universities either inside or outside the country. This
will allow for the transfer of knowledge and exposure to different contexts.
Strengthening communication between Erasmus+ project and universities in
Jordan was discussed along with a recommendation to conduct a cluster meeting
to have a holistic picture of the situation of public health education in the region
and identify areas for improvement.
2.0 Purpose
This stakeholder meeting forms part of WP2- Implementation of Master
Programme in Public Health Management.
This stakeholder meeting provided a snapshot of the perspectives and
identified challenges of stakeholders in Jordan regarding public health
management. The provided an update on the progress of the Masters
Programme in Public Health Management.
3.0 Outcome
As a result of the meeting, it is expected that project stakeholders have set the
ground for further coordination and have already engaged in collaborative efforts
to promote the program within their respective institutions and organizations.
