Letter from the President
It’s hard to believe that the Washington, D.C. Convention
is only weeks away. We are expecting a full complement of
700 attendees; indeed, even by the end of July more than
600 people had already registered. This will be the first
time IPLOCA delegates have gathered in the US capital
and we have some outstanding speakers, events and tours
arranged for you.
This past year we held two Regional Meetings (see
page 23), organised a workshop on the Prevention of
Catastrophic Losses, and issued important updates to Onshore Pipelines: The Road to
Success as well as continuing to support research through our relationship with the
Pipeline Research Council International (PRCI).
In Washington we will be presenting awards in New Technologies, Health & Safety, and
Corporate Social Responsibility. More information about entries for these awards can be
found on page 13.
As we prepare to elect new directors for 2013-2014, I urge you to give them your support
and involve yourselves in the elections that will take place on Thursday, 26 September.
It has been a great pleasure and honor to serve IPLOCA in the last year, and I look forward
to continuing to do so as Immediate Past President.

Board Meeting UpdateThe IPLOCA Board of Directors met at the end of May
in Stockholm.
Following are highlights from that meeting.
Client Engagement CommitteeIPLOCA is committed to closer engagement with the clients
and has established a committee to work toward this goal.
New IPLOCA BrochureA new printed brochure for IPLOCA is under development.
Convention Location CommitteeThe Board discussed the past history and potential
future convention locations in the context of the IPLOCA
geographical areas, noting the importance of planning well
ahead to secure appropriate hotel meeting space and large
room blocks in popular locations.
The Board recognises that in order for IPLOCA to plan
appropriately, the 2nd Vice President should have a
significant say in where the convention will take place
during his presidential year. It was further noted that this
location need not be in that (future) president’s region.
IPLOCA AnniversaryFounded in 1966, IPLOCA will celebrate its 50th anniversary
year from September 2015 through September 2016.
Health, Safety & Environment Committee ReportThe HSE Committee is developing an H&S Guiding
Philosophy to which we will ask all our members to
subscribe.
Fifteen entries had been received to date, along with
five entries for the IPLOCA Health and Safety Award,
also governed by this committee.
New Technologies ReportNew material for Onshore Pipelines:The Road to Success
is being finalised and will be printed for distribution to
interested attendees in Washington, D.C. The table of
contents will be modified to reflect the changes.
ResearchIPLOCA is providing PRCI with some research ideas. These
were gathered in Rome and submitted to PRCI for their
News from GenevaFinal arrangements are under way in Geneva as we
prepare to ship our mobile office and convention supplies
to Washington, with our fingers crossed that everything
arrives in good time and in good shape.
Accompanying us this year will be Emma Hachfeld from
the Ecole Hotelière de Lausanne who has just one more
year to go before graduating with a bachelor’s degree
in International Hospitality Management. She replaces
Philippe Villard who has headed south to Brazil to the
Pontifícia Universidade Católica of Rio de Janeiro to learn
Portuguese.
Born in Abu Dhabi, of Italian and German heritage, Emma
has also lived in Saudi Arabia, the UK, the Philippines and
Bahrain. She is a keen soccer player and formerly coached
6th-8th grade boys in soccer at the International School of
Geneva. She speaks English and Italian fluently, plus some
French. She is now deep into the details of the convention
and says she is looking forward very much to her first
visit to the United States and seeing everything come to
fruition on site.

New Technologies AwardVolunteers to serve on the Adjudication Committee were
Adam Wynne Hughes, Pierluigi Zanin, Jan Koop, Marco
Jannuzzi and Doug Evans. Seventeen entries had been
received to date.
Minutes of Marrakech Meeting The minutes of the meeting held in Marrakech were
reviewed and approved.
Treasurer’s ReportHarald Dresp showed the Audit Report from 2012 and
requested formal approval of the financial statement.
Karl Trauner asked that copies be made available to board
members and access was provided. Motion to approve the
audit results was accepted.

ElectionsIn the current absence of a 2nd Vice President, Jean-Claude
Van de Wiele agreed to serve as Acting 2nd Vice President.
He will be appointed 1st Vice President in September if
he is elected by his region to fill one of the vacant seats
in Europe Mediterranean.The list of other open seats
for September was reviewed. Harald Dresp’s seat for
Europe Central may not be open since he expressed his
willingness to continue as Treasurer.
Responsibilities of DirectorsIt was noted that several directors had been absent from
recent board meetings. In the context of the upcoming
elections, the responsibilities of elected directors will be
clearly stated and communicated in election materials and
at the Annual General Meeting. An absence from any two
consecutive meetings, or a total of three meetings during
the two-year term will result in automatic dismissal from the
Board of Directors. Members in the region will be informed
such that an alternative candidate can be appointed, if
appropriate. Representation of each region by one or more
directors is not an absolute requirement in the By-Laws.
Washington D.C. ConventionUp to 700 people are expected to attend the Washington,
Nurgul Birgili, Alejandra Arzuaga, Margherita Jannuzzi, Mireille Marten, Angela Berti and Christine Trauner prepare to visit the
Nobel Museum in Stockholm.

D.C. Convention and commitments have been received
for almost all sponsorship items. There will be a schedule
change this year, in that the Former President’s Cocktail
event has been eliminated. The former IPLOCA presidents
in attendance will be recognised by the current president at
the Tuesday evening President’s Dinner.
French Regional Meeting (Cassis)A record number of delegates (72) attended the French
Regional Meeting in Cassis. Director for Europe
Mediterranean Bruno Maerten, Director-at-Large
Jean-Claude Van de Wiele, Past President Bruno de La
Roussière and Executive Secretary Juan Arzuaga were
in attendance.
The meeting took place on the 25th of April 2013 in Cassis
in the Oustau Calendal conference center. The programme
included presentations in French on different aspects of the
French pipeline industry and materials are available on the
IPLOCA website.
Member NewsBechtel to Provide Project Management Services for Design and Construction of Petrochemical Complex in Qatar Bechtel has announced that the company was selected in
April by the Qatar Petroleum – Qatar Petrochemical Company
partnership (QP-QAPCO) to provide project management
services for construction of the Al Sejeel mega-petrochemical
complex in Ras Laffan, Qatar. Bechtel will provide project
management services over the course of the project starting
with the front-end engineering design phase to ensure the
quality, safe, and timely construction of the project.
Bilfinger Extends Service Agreements with Statoil and Marathon Oil The engineering and services group Bilfinger has extended
comprehensive framework agreements for the maintenance of
oil and gas production facilities in the North Sea. The agreements
with energy companies Statoil and Marathon Oil run for periods
of three years and have a total value of €130 million.
CRC-Evans Pipeline International, Inc. Introduces New Offshore Channel Leadership TeamCRC-Evans Pipeline International, Inc. has announced
the appointments of Adam Wynne Hughes to President,
Offshore Channel; Scott Black to Managing Director,
Offshore Channel; and John Watson to Global Operations
Director, Offshore Channel. Each is an industry expert and a
CRC-Evans’ veteran, with a combined 80 years of technical
and leadership experience in the offshore, welding, coating,
inspection, and fabrication fields.
Adam Wynne Hughes – President, Offshore Channel
With over 28 years of experience in construction and
engineering, Wynne Hughes has an established record
of involvement and leading complex, multi-disciplinary
projects in the oil and gas field. He
joined CRC-Evans in January 2011,
and, since then, has held a number
of roles showcasing the immense
scope of his leadership capabilities.
Wynne Hughes served on the
supervisory board for the Milford
Haven pipeline – the largest pipeline
built in the U.K. to-date. He has held
the position of President of the International Pipe Line &
Offshore Contractors Association (IPLOCA), and continues
to serve on its board of directors.
Scott Black – Managing Director, Offshore Channel
Black has over 25 years of welding, fabrication and
materials management experience, and has held various
commercial and technical roles with Acergy, Technip,
Coflexip Stena Offshore and Brown & Root. He joined the
CRC-Evans team in 2009 as Projects Director, and was later
promoted to Global Operations Director, before assuming
his new role as Managing Director.
John Watson – Global Operations Director,
Offshore Channel
Watson has been in the welding fabrication industry for
over 29 years, holding critical roles with UMax Pipeline
Contractors, before joining CRC-Evans in 2007 as
Production Manager and later promoted to Operations
Manager. He has worked in a number of spoolbase
facilities around the world, holding positions as a welding
supervisor and superintendent.
Wynne Hughes, Black and Watson will join the rest of the
members of the CRC-Evans Offshore Channel leadership
team, including: Gareth Forbes, continuing his role as
Finance Director, Offshore Channel; Anthony Pontefract,
continuing his role as Regional Director – Americas; and
Paul McShane, continuing his role as Operations Director
for PIH, Burnley.

Fluor Awarded PMC Contract for Sharq Crossing in Qatar Fluor Corporation has announced that the company
executed a contract with Qatar’s Public Works Authority
(Ashghal) to provide program management and construction
supervision services for the approximately USD 5 billion
Sharq Crossing program – previously referred to as the
Doha Bay Crossing program. A formal notice of award was
received in January and the contract was recently signed by
both parties. The approximately USD 185 million contract will
be booked in Fluor’s second quarter of 2013.
Reorganisation at Gulf Interstate Engineering CompanyGulf Interstate Engineering Company, a leading provider of
quality project management and engineering services for
the worldwide oil and gas industry, has announced that after
a strategic five year business review, a decision has been
reached to undergo a reorganisation.The goal is to expand
international and domestic lines of service, while continuing
to provide quality engineering services to their valued
clients. In an effort to accomplish this goal, the company has
reorganized into the four business units, as listed below.
- Criss Shipman will serve as Senior Vice President,
International Division
- Rick Barnard will serve as Senior Vice President,
Americas Division and lead the Americas business
initiatives. This division includes Canada and Mexico.
- Bob Sprick will serve as Vice President of Gulf Interstate
Field Services and assume leadership of the field
services division.
- Spike Jones will continue to act as the Director of Post
Oak Graphics, Inc., and lead the Reprographic Division.
This is an exciting time for the company given the new
business opportunities this reorganization facilitates.
Gulf Interstate Engineering Company Awarded Energía Mayakan Pipeline Expansion Project Gulf Interstate Engineering Company, in association
with Arendal, has been selected by GDF Suez to provide
project management, engineering, design, procurement
support, construction support and commissioning services
for the Energía Mayakan Pipeline Expansion Project. The
Energía Mayakan Pipeline Expansion Project consists of
a 30-inch pipeline capable of transporting natural gas
using API-5L line pipe, approximately 75.9-km in length,
from the Centro Procesador de Gas Nuevo PEMEX in
the Municipality of Centro, State of Tabasco, Mexico to
interconnect with Mayakan’s existing pipeline system
at Energía Mayakan’s Compressor Station #1 in the
Municipality of Macuspana, State of Tabasco, Mexico.
The project also includes an interconnection facility,
delivery and receipt meter stations.
New Chief Executive Officer at Heerema Fabrication GroupThe Board of Heerema Fabrication
Group (HFG) is pleased to announce
the appointment of Koos-Jan van
Brouwershaven in the position of Chief
Executive Officer as per 1 June 2013.
Koos-Jan has gained broad
international experience at leading
providers of industrial services. He served at Harsco Metals
and Minerals (a worldwide industrial company based in the
United States) for more than 24 years in various managerial
positions in the Netherlands, Serbia, Germany, Thailand
and South Africa. In the latter position he was Managing
Director and responsible for several sites in South Africa.
With his engineering background and wide international
business experience he will bring the skills needed to
further strengthen the organization. He graduated with
a bachelor’s degree in Civil Engineering from Haarlem
Technical College, and an master’s degree in Business
Administration from Kingston University.
Deutscher Grunderpreis for Martin Herrenknecht
The Baden company founder and Chairman of the
Management Board Dr.-Ing. E.h. Martin Herrenknecht has been
awarded the Deutscher Gründerpreis 2013 in the category of
Life’s Work. He received the award – one of the most important
award for outstanding entrepreneurs in Germany – on Tuesday
25 June at the ZDF television studios in Berlin.

During the award ceremony, in the presence of important
guests from the world of business and politics, the expert jury
acknowledged Martin Herrenknecht as a “true entrepreneurial
personality who has accomplished a pioneering
achievement.” The Deutscher Gründerpreis is awarded by the
partners stern, Sparkassen, ZDF and Porsche.
Initially, Martin Herrenknecht set out on his own with his
engineering firm in 1975 and developed the first machine
types MH 1 to 3 for mechanized pipe jacking. Two years later
he founded Herrenknecht GmbH in nearby Schwanau, with
a start-up capital of DM 25,000 which he borrowed from his
mother. In 1998, Herrenknecht GmbH was converted into a
stock corporation, and Martin Herrenknecht has been the
Chairman of the Board of Management since then.
AJ Lucas Executes Cooperation & Partnership Agreement with China Petroleum Pipeline BureauAJ Lucas Group Ltd has announced that it has entered into a
five-year Strategic Cooperation and Partnership Agreement
with China Petroleum Pipeline Bureau, a wholly-owned
subsidiary of the giant Chinese petroleum company CNPC.
CPP specializes in pipeline engineering and construction,
including horizontal directional drilling. It is one of the
largest general contractors in the oil and gas industry
worldwide and enages in the full spectrum of R&D, survey,
consulting, design procurement, construction, coating,
fabrication, intelligent pigging, maintenance and repair of
pipelines and storage operations.
Lucas and CPP have maintained a relationship for 10 years,
which both parties have now formalized to take advantage
of mutual potential oil and gas opportunities in China and
the rest of Asia.
The agreement provides for cooperation and working
together in the following areas: HDD crossings; coal seam
gas and shale gas; drilling well completions; work overs;
new pipeline technologies and strategic cooperation.

in major project leadership and business management
positions for 20 years. With a career focused on the
delivery of large Design & Construction and ECI projects
Jim’s appointment as the leader for the Pipelines Business
Unit will further enhance the outstanding team currently
constructing pipeline projects for McConnell Dowell.
Jim has been instrumental to McConnell Dowell’s success
in securing major contracts throughout the geographic
operations of Australia, Asia, New Zealand/Pacific, because
he understands design to construct delivery from first-
hand experience.
Technip Awarded Major Flexible Pipe Supply Contract for the Pre-Salt Iracema Sul Field in BrazilTechnip has been awarded by Petrobras a major contract
for the supply of flexible pipes for the Iracema Sul (former
Cernambi Sul) field, located in the Santos Basin pre-salt
area, Brazil at a water depth of up to 2,500 meters. The
contract covers the qualification and supply of up to 250
kilometers of flexible pipes for oil production, gas lift, water
and gas injection as well as related equipment for the pre-
salt area to be installed on the floating production storage
and offloading (FPSO) unit Cidade de Mangaratiba.
The highly technological flexible pipes are designed to
meet Petrobras’ requested service life. Gas injection pipes
are designed for high internal pressure, using the Teta
profile developed by Technip’s R&D team in its Flexi France
plant in Le Trait, France. Technip’s operating center in Rio
de Janeiro, Brazil, will perform the engineering and project
management. The flexible pipes will mainly be fabricated
at Technip’s existing manufacturing plant in Vitória, with
some specifications also being produced at the new
manufacturing plant at Açu(3), Brazil. The first delivery is
scheduled for the first half of 2014.
Technip Awarded Substantial Subsea Contract for the Julia project in the Gulf of MexicoTechnip was awarded a substantial lump-sum contract
by Exxon Mobil Corporation for the development of the
Julia field. This field is located in the Walker Ridge area
of the Gulf of Mexico, at a water depth of approximately
2,100 meters (7,200 feet). The contract covers the project
management, engineering, fabrication, installation and pre-
commissioning of more than 48 kilometers of 10.75-inch
outer diameter insulated flowlines, steel catenary risers and
flowline end terminations.
Technip’s operating center in Houston, Texas will perform
the overall project management, with detailed flowline
design being completed by Genesis, Technip’s wholly-

owned subsidiary. The flowlines and risers will be welded
at the Group’s spoolbase in Mobile, Alabama. The offshore
installation is expected to be completed in 2015 by the Deep
Blue, one of Technip’s deepwater pipelay vessels.
Death of Berthold BeitzWith great sadness the Supervisory Board, Executive
Board, employees and Group Works Council of
ThyssenKrupp AG have learned of the death of Prof. Dr.
h.c. mult. Berthold Beitz. The Honorary Chairman of the
Supervisory Board of ThyssenKrupp AG and Chairman of
the Board of Trustees of the non-profit Alfried Krupp von
Bohlen und Halbach Foundation died on July 30, 2013 at the
age of 99.
Prof. Dr. Ulrich Lehner, Chairman of the Supervisory Board
of ThyssenKrupp AG, said: “In Berthold Beitz we have lost
an outstanding figure who played a major role in shaping
the company in the spirit of Alfried Krupp von Bohlen und
Halbach. He personally oversaw and supported momentous
changes in the Group. Berthold Beitz experienced the highs
and lows of Germany’s recent history. During World War 2,
together with his wife, he set an impressive example of
courage and humanity by saving hundreds of persecuted
Jews from the SS, risking his own life in the process. He
played a key role in the post-war reconstruction of Germany.
He is held in high esteem both in Germany and abroad.”
Dr. Heinrich Hiesinger, Chairman of the Executive Board of
ThyssenKrupp AG, said: “He was an outstanding role model
for our employees, whose welfare was always of central
importance to him. We will honor his memory always.”
Willbros Names Collins as President – Oil and GasWillbros Group, Inc. has announced
today that Earl Collins has been
named President of its Oil and Gas
segment. As President, Collins will
be responsible for the development
and implementation of Willbros
strategy for the oil and gas markets
as well as day-to-day operations
of the Company’s oil and gas product and service lines
which include: construction, maintenance, turnaround and
fabrication for projects from the wellhead to small capital
projects inside refinery limits.
Collins joins Willbros from CH2M HILL where he served
as President & Global Director of EPC & Construction
Operations. In that role he was responsible for the overall
management of the EPC and construction business for all
energy and chemicals projects servicing the upstream,
midstream and downstream markets. He has also held
positions with Peter Kiewit Construction. He earned a
bachelor’s degree in Construction Engineering from Iowa
State University.
Willbros Promotes Futch to Senior Vice President, Regional and Integrity ConstructionWillbros Group, Inc. has announced
the promotion of Mike Futch
from Vice President and General
Manager of Willbros Construction
to Senior Vice President, Regional
and Integrity Construction.
Futch will be responsible for providing leadership and
direction to the Northeast and Southeast Regional
business units coupled with strategic planning and
execution of a fully integrated service line targeting
Integrity Construction. Integrity Construction efforts will
be broadcast across North America and geared primarily
toward assisting customers in the pipeline industry as
they develop compliance solutions for the Pipeline Safety,
Regulatory Certainty, and Job Creation Act of 2011.
Futch has more than 16 years of experience in the
pipeline industry. He joined Willbros in August 2012
as Director of Engineering and was promoted to Vice
President and General Manager in November 2012.
Prior to his promotion, he was responsible for the
successful execution of two major projects in the Utica
Shale formation. He earned a Bachelor of Science in
Construction Engineering Technology from Louisiana
Tech University.
Van Oord Involved in Gemini Offshore Wind Park Van Oord has announced its intention to acquire an equity
stake of 10 percent in the Gemini offshore wind park.
Northland Power Inc., the Canadian producer of sustainable
energy, announced that together with Siemens Project
Ventures GmbH (Siemens), HVC N.V., Typhoon Offshore
B.V. and Van Oord Dredging and Marine Contractors B.V., it
will be developing, constructing and operating the Gemini
offshore wind park. The share distribution is as follows: NPI
55 percent, Siemens 20 percent, Van Oord 10 percent, HVC
N.V. 10 percent percent, Typhoon Offshore B.V. 5 percent.
The total equity capital contributed by the parties amounts
close to EUR 500 million.

With more than 24 years of experience as a full-service
directional drilling company around the world, Laney is
presently operating 16 HDD rigs capable of completing projects
both large and small with pipe sizes ranging from 3 inches to 60
inches in diameter and HDD lengths up to 15,000 ft.
With several PE engineers on staff they can also provide
HDD engineering services and analysis on constructability
issues that may influence a pipeline crossing design.

Workshop on Preventing Catastrophic LossesTwenty-two HSE experts and executives from 18 different
companies gathered in Geneva on Thursday, 11 July
2013 for a productive session to discuss ways to continue
reducing the catastrophic losses in our industry.
After a short introduction on IPLOCA initiatives from
Juan Arzuaga, IPLOCA Executive Secretary, Alan Quilley,
president of Safety Results in Canada spoke about
branches in Tyumen, Tomsk, Omsk, Bryansk. The structural
subdivisions of the company are experienced in facilities
construction and maintenance of pipelines. Their human,
engineering and material resources allow them to perform
the most difficult technical projects on time including in
severe climatic conditions.

“Debunking” the traditional “Injury Pyramid” and provided
participants a lot of food for thought. He was followed by
Filip Coumans, BST Solutions who presented “Integrating
Culture and Leadership into Catastrophic Event
Prevention.”The presentations made are all available at the

Later in the morning three incidents and their resulting
lessons were analysed and discussed in small working
groups. The topics were:
- Fire at an accommodation camp
- A severe injury at a pipeline construction site
- Debris flow.
During the workshop, other lessons learned were shared
including from the following incidents: a cut cable
incident; a confined space incident; excavator damage;
an oxyacetylene torch incident; a pipe fall from rollers;
a sledgehammer incident; and a truck loading incident.
The workshop ended with the watching of the video
Remembering Piper – The Night that Changed our World,
about the Piper Alpha catastrophe that happened on 6 July
1988. The video is available on www.youtube.com.
Feedback from participants was extremely positive and
many expressed their desire for further such workshops.
They also expressed their great expectations from IPLOCA
in leading its members to best practices.
Our thanks to all those who contributed in so many
different ways to the success of this important workshop.

Novel Construction InitiativeThe article below continues our coverage of the Novel
Construction meeting that was held in March at the Hilton
Fiumicino Airport Hotel (Rome).
Our thanks to Nico Van Woerkom of Teledyne Reson,
headquartered in Denmark, for his presentation on
dredging surveying for river crossings. At the upcoming
meeting in October, techniques for river crossing ditching
surveying using this technology will also be discussed.
RESON PDS2000 Dredge and ConstructionWhen a pipeline crosses a river it has to be positioned
and protected in such a way that it cannot be damaged
by passing vessels or by nature. This is often
accomplished by placing the pipe into a trench in the
riverbed that is deeper than the maximum historic
excavation of the river bed and covering it with gravel
and/or sediment.
To design the trench’s shape, size and final position on the
riverbed a hydrographic survey has to be carried out to
determine the riverbed depth and topography. Additionally
measurements of riverbed sediment type might be needed.
Teledyne RESON supplies the hard- and software tools to
carry out the survey and to post process the result into a
bathymetric model (DTM) of the riverbed.
Based on hydrographic survey results a trench design is
created that is best suited for the riverbed and the landfall
locations. This trench design will then be used by the
dredgers, such as excavators or wirecranes, to create
the trench.
It is crucial that the actual trench dredged is as close
as possible to the trench design. This is to ensure both
sufficient protection for the pipeline and to maintain a

safe navigation depth for passing vessels. This means
the dredger must dredge as accurately as possible, while
fighting the water current and soil deposits of loose
material. Once the section of pipe is positioned in the
ditch there are no further actions possible, other than
covering the pipe. Therefore it is essential to know the
profile of the ditch in real time and launch or lower-in the
pipe as quickly as possible.
Using PDS2000-Dredge monitoring system it is possible
to dredge with an accuracy of less than 5 cm. GPS RTK
positioning, accurate sensors on boom, stick and bucket
are necessary tools, all provided by Teledyne-RESON.
The data from all the sensors is used by PDS2000 to
visualize the real time bucket or grab with respect to
the actual riverbed DTM and the trench design. Dredge
progress is shown by real-time DTM updates.
Once the trench is finished the pipelaying activity can

to ensure correct pipe placement inside the trench. With
the use of acoustic sensors, such as scanning profilers
or multibeam echosounders and pipe tension input,
PDS2000 is able to indicate not only pipeline touchdown,
but also where the pipeline is placed inside the trench. It
will allow for a detailed profile view of the pipeline with
respect to the seabed (image on the right) and a broader
view that shows the user the pipeline as a whole with
respect to the 3D riverbed model. The actual as-laid route
can be exported for use in other software programs.
Teledyne-RESON supplies tools to assist before, during
and after any dredge or construction project and
provides solutions for hydrographic surveys trench/
dredge monitoring, pipe – and cable laying and trench
covering. The solution consists of a combination of
hard- and software to measure and visualize whatever is

Regional Meeting
IPLOCA Regular Member LLC Stroygazmontazh organised
a Regional Meeting in Moscow for members and potential
members from Europe Eastern.
More than 50 directors and top managers from Russian and
international companies took part in the meeting, including
OAO Gazprom, OAO NOVATEK, OOO Stroygazconsulting,
PJSC Stroytransgaz, MAX STREICHER (Germany),
Goriziane Group SPA (Italy), Caterpillar (USA), Habau
(Austria), Olajterv Group (Hungary), Spiecapag (France) as
well as the Russian Oil and Gas Contractors Union.
Mornings were dedicated to business-related
presentations in Russian and in English on different
aspects of the Russian pipeline industry and on new
technologies. During the afternoons attendees had
the opportunity to discover the Kremlin and to enjoy a
Moscow River sightseeing tour.
IPLOCA Director for Europe Eastern, Iosif Panchak,
explained that “the main objective of the Regional
Meeting is to share experiences with regard to
international level project execution for the construction of
major infrastructure facilities”.
The Plenary Session was opened by IPLOCA Executive
Secretary, Juan Arzuaga, who highlighted the importance
of such meetings being held on a regular basis.
Issues concerning the construction of gas production,
transmission and processing facilities were discussed at
the meeting, as well as innovative engineering solutions
that are implemented during project execution.
In The HeadlinesShell to Invest in Two Nigerian Oil ProjectsOil major, Shell, is to invest $3.9billion (about N612.3
billion) in two major gas projects in Nigeria, the company
has announced. Shell Petroleum Development Company
of Nigeria Ltd (SPDC), an operator of a joint venture with
the Nigerian National Petroleum Corporation (NNPC), said
final investment decisions have been reached for the Trans
Niger Pipeline loop-line (TNPL) and the Gbaran-Ubie Phase
2 projects, both located in Nigeria’s eastern Niger Delta.
The total capital investment for the TNPL project bundle is
expected to be $1.5 billion, while total investment for the
Gbaran-Ubie Phase 2 bundle is $2.4 billion. The expected
peak production from these projects is 215,000 barrels of
oil per day equivalent.

CNPC Starts Construction of China’s First Shale Gas PipelineState-owned China National Petroleum Corp said that it
has started building the country’s first dedicated shale
gas pipeline in central Sichuan province. The pipeline will
stretch 92.8 kilometers (58 miles), linking gas production
wells in the Changning block to the Shuanghe gas
processing station. It will have a capacity of 4.5 million
cubic meters/day. It will carry gas produced from the
Changning-Weiyuan shale gas demonstration zone in
the province, CNPC said. It did not say when the pipeline
is due for completion. China is looking to accelerate
development of shale gas resources, which are believed to
rival those of the US.

International Energy Agency (IEA) ReportThe IEA has released its second annual Medium-Term
Energy Market Report, according to which renewable
sources will exceed natural gas as a power source
and will be twice the contribution from nuclear energy
globally by 2016, being second only to coal. The report
says renewable power is expected to increase 40 percent
in the next five years and is expected to represent
almost 25 percent of the global energy in the next five
years to come. IEA’s report affirms also that non-hydro
renewable power sources such as wind and solar PV, are
likely to increase considerably, doubling from 4 percent
of all power production in 2011 to 8 percent in 2018.

China and other emerging countries are building more
wind, solar and hydro-electric power plants aiming to
meet growing power demand and to fight with pollution
problems. In some regions the costs of renewables
are diminishing below the cost of conventional power
sources such as coal, natural gas and oil.

Shah Deniz Members, Fluxys join Trans Adriatic Pipeline BP PLC, State Oil Co. of Azerbaijan Republic (SOCAR),
and Total SA—members of the international consortium
developing Shah Deniz field in Azerbaijan—have exercised
their option to join Trans Adriatic Pipeline AG. BP and
SOCAR each have taken a 20 percent share, while Total has
acquired 10 percent. Fluxys, a major gas transit operator
in Europe, also joined TAP, taking a 16 percent stake in
the project. TAP’s shareholders now are BP 20 percent,
SOCAR 20 percent, Statoil 20 percent, Fluxys 16 percent,
Total 10 percent, E.On 9 percent, and Axpo 5 percent.
Axpo and Statoil previously held 42.5 percent each, with
E.On holding the remaining 15 percent share.TAP said its
shareholders remain open to further strategic partners
joining the project in the future.

Sinopec and Odebrecht Interested in Ecuador’s Pipeline ProjectFour companies, including Sinopec International
Petroleum Service Ecuador S.A., the local unit of China
state-owned Sinopec, and Brazil’s Norberto Odebrecht,
have submitted bids for a tender to build a 46,000 barrels
per day multipurpose oil pipeline project in Ecuador,
state-run company Petroecuador said. Petroecuador
said Consorcio International PPC and ICC Conkor also
submitted offers. The new Pascuales-Cuenca 210
kilometers pipeline will be located in the southern Ecuador.
It will run from the port city of Guayaquil to Cuenca. It
will supply diesel, gasoline and liquefied petroleum gas
to six provinces in Ecuador. Petroecuador will make the
technical and economic evaluation of the proposal public
at the end of August.

Contract for Construction of Iasi-Ungheni Gas PipelineThe contract for the construction of a gas pipeline that will
connect Romania and the Republic of Moldova, between
Iasi - Ungheni, has been signed, according to a press
release from the Ministry of Regional Development and
Public Administration. The project is part of the Joint
Operational Programme ‘Romania - Ukraine - Republic
of Moldova 2007-2013’ and will be implemented by the
National Agency for Mineral Resources of Romania,
as project leader, in partnership with the Ministry of
Economy of the Republic of Moldova. The project has an
implementation period of 17 months and aims at ensuring
a high level of energy security to the Republic of Moldova
and to the eastern part of Romania, through diversification
of gas supply sources.

passed away suddenly on
6 July 2013, aged 52.
A very much loved
husband, father, “Bumper”
and friend, he will be so
greatly missed.
Eddy had been working for Sany, Germany since 2013
and was previously employed at Volvo Construction
Equipment. He was a familiar face at the IPLOCA
Convention, representing Volvo as the sponsor of
the Final Banquet lottery. The family has asked that
donations be made to the Special Baby Care unit at
the Royal Gwent Hospital, Wales, UK.
