Dadang holds a MA degree (Economics), University of Colorado, USA. His previous post is Head, Center for Research Data and Information at DPD Secretariat General as well as Deputy Director for Information of Spatial Planning and Land Use Management at Indonesian National Development Planning Agency (Bappenas).
Beside working as Assistant Professor at Graduate School of Asia-Pacific Studies, Waseda University, Tokyo, Japan, he also active as Associate Professor at University of Darma Persada, Jakarta, Indonesia.
He got various training around the globe, included Advanced International Training Programme of Information Technology Management, at Karlstad City, Sweden (2005); the Training Seminar on Land Use and Management, Taiwan (2004); Developing Multimedia Applications for Managers, Kuala Lumpur, Malaysia (2003); Applied Policy Development Training, Vancouver, Canada (2002); Local Government Administration Training Course, Hiroshima, Japan (2001); and Regional Development and Planning Training Course, Sapporo, Japan (1999). He published more than five books regarding local autonomous.

Overview of the DPD (1)
• After the 2004 Election, the DPD becomes an officially recognized state institution that functions as regional representation.
• Different from the members of the DPR and DPRD who are elected based on the population in a-district-level area, the DPD members are elected from the provinces.
• This clearly indicates that the DPD members represent provinces rather than communities or districts.

• The DPD has an equal number of representatives from every province and they are elected through a Single Non-Transferable Vote system.
• The top four candidates who received the most votes in a province officially became DPD members that represent the province.

• The institution designed as a second chamber or an upper house in the Indonesian parliamentary system,
• Promotes regional interests in the national policy dialogue,
• Provides regional balance in the national politics, and • Helps deepen democratic processes in a decentralized
governance environment.

• The DPD has 128 members from the 32 provinces of Indonesia and they were sworn into office on October 1, 2004.
• In its first meeting the body selected its leadership and established its internal organs.
• The DPD leadership consists of one Chairman and two Vice Chairmen.

DPD consist of four ad-hoc committees covering four working areas:1. Regional Autonomy and Fiscal Balance, 2. Natural and Economic Resources, 3. Religion and Education, and 4. National Budget (APBN).

Objectives of the Study Visit (1)
1. Contribute to friendly bilateral relations between Indonesia and Australia.
2. Study how the Senate conducts effective oversight functions relating to regional autonomy, the State budget, and other fields.
3. Enable the DPD members to understand how other second chambers fulfill their constitutional mandates, and draw practical insights on how the DPD may be able to do so.
4. Build the Overall Capacity of the DPD Secretariat.

Objectives of the Study Visit (2)
5. Establish institutional links between the Australian Senate and the DPD, primarily at Secretariat level, to assist the DPD in evolving operational procedures which are simple, robust and effective.
6. Explore possibilities for continuing Australian Support to the DPD-RI and raise awareness of the DPD among Australian policy-makers and Academics.
