Do Now• Take out the vocabulary from page 256 and let’s

review it as a class

Leaders• Who were the leaders of each political party?

Federalists• 1. Alexander Hamilton

Republicans• 2. James Madison

Role of government/how Constitution should be

interpreted

• What did each party believe was the role of government and how the Constitution should be interpreted?

Federalists• 1. Favored a strong federal government

Federalists• 2. Believed the Constitution gave government

“implied” powers

• 3. These implied powers are not enumerated, or listed clearly in the Constitution

Federalists• 4. Federalists believed the enumerated powers

imply the power to do other things

Federalists• 5. They believed Congress could make all laws

“necessary and proper” to carry out its enumerated powers

Republicans• 1. Believed in a strict reading of the Constitution

Republicans• 2. Rejected the federalist idea of implied powers

Republicans• 3. They believed congressional powers were

limited to what is absolutely necessary to carry out the enumerated powers

Federalists• Alexander Hamilton believed that because of the

“necessary and proper” clause, he had the power to create a national bank

Republicans• Thomas Jefferson disagreed with Hamilton, and

did not believe he had the right to set up a national bank

Federalists• 1. Supported representative government, in

which elected officials ruled in the people’s name

Federalists• 2. They did not believe it was wise to let the

public become too involved in politics

Federalists• 3. Federalists thought that educated, wealthier

men should hold public office

Federalists• 4. They did not trust ordinary people to make

good decisions

Republicans• 1. Republicans feared a strong central

government controlled by only a few people

Republicans• 2. They believed that democracy and liberty

would be safe only if ordinary people took part fully in government
