What is PAS?

PAS Slots

Number statewide = 1% of TANF households on each January 1

2008 = 191 PAS slots

PAS Effective Date

October 1, 2008

Central Office & PAS

Central Office• Accepts PAS apps• Selects participants• Checks TANF status• Moves DCI

participants into PAS

Central Office also• Notifies applicant and

branch of PAS status• Determines PAS slots

• Be a PAS resource for:– other workers & partners– PAS applicants and recipients

What about DCI?

• Pilot component of JOBS

• Ends October 1, 2008

• Will be replaced by PAS

DCI Participants as of September 30, 2008

• Will be moved to PAS on October 1

• Includes those:– approved for DCI– conditionally approved for DCI (proof. . .)– on the DCI wait list (proof. . .)

• Central Office will “do the move”

PAS Transition Letters

Will be sent in early September to those:

• Approved for DCI

• On DCI wait list

• Conditionally approved for DCI

• Previously in DCI but DCI ended

• Not approved for DCI

Length of Time in PAS

• General Expectation – Complete in time generally required to complete degree

• Good cause exception

PAS Benefits

DHS CAN pay for:

• TANF grant

• JOBS support services

• Books & supplies up to $100 per term or semester when there is no other funding available to the PAS participant

DHS Cannot Pay For

Tuition & fees for a PAS participant

Applying for PAS

• Complete the PAS application (DHS 7794)

• Attach proof

• Sign & send

JOBS Activities During PAS Application Period

PAS applicants already taking classes:

• Give two weeks to apply for PAS and have a determination of PAS status before requiring to do JOBS activities that interfere with their classes or study time.

• True even if PAS applicant is JOBS mandatory.

• JOBS activities should NOT interfere with classes or homework time.

PAS applicants not yet taking classes:

• Required to do appropriate JOBS activities.

PAS Initial Criteria

• Applying for or getting TANF

• Undergraduate

• Beginning or continuing 2- or 4-year degree program

• At an approved school

• Wage & benefits needed to support family without TANF

Determining PAS Approval

• Central Office determination

• Based on the initial PAS criteria

JOBS mandatory parent + PAS wait list = appropriate JOBS activities

BUT

Whenever possible, work with the PAS applicant so that JOBS activities do NOT

interfere with classes.

Central Office:

• Maintains

• Informs

• Refreshes

And now. . .back to PAS approved &

PAS slots available

Coding PAS

• TRACS -- PS

• Use PS code only when Central Office approves PAS

• And remember. . .TLE!

First 12 months in PAS

• PAS counts as a core activity

• Child under age of 6 = 20 hours per week 12 credits + 12 homework hours = 24

• Child age 6 or over – 30 hours per week12 credits + 12 homework hours < 3013 credits + 13 homework hours < 3014 credits + 14 homework hours < 30

First 12 Months in PAS

Child age 6 or over – 30 hours per week

12 credits + additional 6 hours activities = 3013 credits + additional 4 hours activities = 3014 credits + additional 2 hours activities = 30

Additional activities – through school, DHS or DHS partner

After First 12 Months in PAS

No additional activities necessary unless appropriate based on the needs of the

PAS participant.

On-Going PAS Requirements

• Stay eligible for TANF.

• Provide proof of satisfactory progress.

• Go to school full time (unless good cause).

• Go to school year round. Summer exception.

• Report attendance (first 12 months only).

Reasons to End PAS

• 2- or 4-year degree completed (!!!)

• Ineligible for TANF

More Reasons to End PAS

• No proof of satisfactory progress;• Not attending school full-time year round

(or meeting summer exception/work experience); or

• Not providing attendance as required;AND

• The re-engagement process ends unsuccessfully and

• No good cause is found.

Ending PAS

• End PS step.

• Notify Central Office PAS staff. Include reason why step was ended.
