Appointments Officer(s) compiles a panel of about 10 umpires from what were SL or LL umpires who want to be considered for promotion to higher divisions.
• These umpires could then be appointed by the Appointments Officer(s) to some games in Division 3.
• At the end of the season the Division 3 marks to be compared with the view to selecting the Division 3 panel for the following season.

• For the 2014 season it has been agreed by the ‘new league’ that as some of the SL &LL side were used to having neutral umpires. • To that end the Appointments Officers will primarily appoint umpires to matches involving sides from the old SL or LL.

• The above approach to be reviewed prior to the 2015 season with the aim to having 3 bands of appointments• Premier to Division 3 inclusive• Division 4 East/West to Division 6 East/West inclusive• Division 7 onwards.• New umpires to be slotted into Division 4 to Division 6 dependant on qualification and past experience

• To allow the ‘Churning Process’ to take place at the end of the season, a few BASIC RULES are required. These will help to ensure the promotion/relegation process is both transparent and fair.
• They are also designed to help address the problem of umpires that continually ‘drop out’ of appointments they have previously accepted.

• Basic Rules• All umpires to be members of the ACO• Premier League umpires to stand in no more than
16 Premier League matches in a season• Umpires standing in the Premier Division and/or
Division 1 must be able to travel to any match appointed to unless they have a close association to a club in that division

season umpires must have stood in at least 6 matches in the division they are appointed to plus 6 matches in the division below
• Any umpire who has not stood in at least 6 matches in the division they are appointed to plus 6 matches in the division below is automatically relegated at the end of the season

The top 14 remain plus the best 6 umpires from the bottom 6 Premier Umpires and the top 6 Division 1 Umpires using their Division 1 marks.
Division 1
12 Umpires, comprising 6 as Division One Panel & 6 as Division One Reserve Panel
Level 1 minimum eventually going to Level 1A
The top 6 remain [or are promoted to Premier Division and replaced by Premier League relegated Umpires]. Plus the best 5 umpires from the bottom 5 Division 1 Umpires and the top 5 Division 2 Umpires using their Division 2 marks.
Division 2
10 Umpires, comprising 5 as Division Two Panel & 5 as Division Two Reserve Panel
Level 1 The top five remain [or are promoted to Division 1 and replaced by Division 1 relegated Umpires]. Plus the best 5 umpires from the bottom 5 Division 2 Umpires and the top 5 Division 3 Umpires using their Division 3 marks.
Division 3
10 Umpires, comprising 5 as Division Three Panel & 5 as Division Three Reserve Panel
Level 1 The top five remain [or are promoted to Division 2 and replaced by Division 2 relegated Umpires]. Plus initially , the best 5 umpires of all the other umpires Division 3 marks standing in a minimum 6 matches in Division 3.
