1

Multi-purpose data systems

• Move from separate «stove pipe» production systems to

• coordinated, linked, multi-purpose data systems

2

Advantage

• Reduce reporting burden

• Report data one time – use data many times

3

Challenges

• Need to collect the data users need

• Need to be able to connect/combine different data sets

4

Challenges

• Need to agree to cooperate and share information

• Have appropriate legal framework

• Data flows in ways that preserve confidentiality – Code of Practice for Official Statistics

5

6

National accounts and register information

• National Accounts only to a lesser degree uses register information directly in estimations

– For some minor services activities turn-over directly from Central register of enterprises/establishments

– Some detailed information taken directly from Register of Wages and Salaries (RWS) and used in estimations of employment

• Mostly indirect use of register information via the various economic statistics used in National Accounts

Demands on a statistical Business Register

• The register must represent a common population inside SN

• The register must have full coverage and high quality, and must be updated and well documented

• Contain the units that are defined in the EU regulation on Business registers

• Contain the classifying variables necessary to define the relevant statistical populations

• Contain information on enterprise groups and globalisation

• Integrated with an administrative register

14

Updating the Business Register

• Statistics Norway meets a constant pressure to reduce response burden

– Reduce number and size of sample surveys

• A long tradition of linking our units to other administrative data

• 1995: A formal companionship round the administrative Central Coordinating Register of Legal Entities (CCRLE)

• Result:– A single identifier makes linking easier– A reliable source for obtaining new legal units – We share the updating burden with others– Statistics Norway can use the data from the associated registers to

monitor activity and produce statistics– Statistics Norway and other associated registers must pass on

information about units to the CCRLE

Statistical Business Register

• Part of the foundation of the statistical systemUnderpins the national accounts
