PURPOSE:
On April 30th, 2012, Council approved bylaw amendments to the Official Community Plan (2001) and to the Zoning
Bylaw (2007) to facilitate the future sale, subdivision, and development of two lots on a portion of the subject
properties. The Official Community Plan (2001) amendment re-designated the lots from Major Park to Regional
Commercial, and the zoning amendment rezoned the lots from P1: Parks and Recreation to Z8: Regional Shopping.
Since the approval of these applications, the dimensions of the proposed lots have been revised to extend 10m
further north than the original subdivision plan.
RECOMMENDATION(S):
1. THAT Council APPROVE Application No. RZ100416 to amend City of Prince George Zoning Bylaw
No. 7850, 2007 by rezoning the portion of District Lot 8180, Cariboo District, Except Plans
B3608, 6932, 7274, 22207, H735, H700, PGP43039, Part on Plan BCP10188 and Part on
Plan BCP28701 from P1: Parks and Recreation to Z8: Regional Shopping as shown on Appendix
“A” to Bylaw No. 8469.
2. THAT Council APPROVE Application No. RZ100417 to amend City of Prince George Zoning Bylaw
No. 7850, 2007 by rezoning the portion of Parcel 1, Except Part on Plan BCP25199, District Lot
8173, 8176, 8179 and 8180, Cariboo District, Plan BCP10189 from P1: Parks and Recreation

POLICY / REGULATORY ANALYSIS:
Policy direction for the subject properties is guided by the Official Community Plan Bylaw No. 8383, 2011, and the
Golf Course – Pine Centre Neighbourhood Plan, 2010. Both policy documents support regional commercial uses for
the portions of lands addressed in these applications.
Official Community Plan
The Official Community Plan Bylaw No. 8383, 2011 designates both properties as Business District, Regional within
Schedule B-6: Future Land Use. Business District, Regional areas accommodate a range of large scale retail and
auto-oriented shops, including department stores, apparel, home furnishings, and general merchandise stores.
Rezoning a portion of the subject properties from P1: Parks and Recreation to Z8: Regional Shopping is consistent
with the Official Community Plan.

Golf Course – Pine Centre Neighbourhood Plan
The Golf Course – Pine Centre Neighbourhood Plan was adopted by Council on November 29, 2010. The
Neighbourhood Plan boundary encompasses the Pine Centre Mall, Prince George Golf & Curling Club, Roll-A-Dome,
Prince George Playhouse, and Pine Valley Golf Course (Schedule “A” Golf Course – Pine Centre Neighbourhood Plan
Boundary Map). The plan supports regional commercial uses in the northeastern portion of the plan area, which
includes the subject properties. Within this area, the plan states that “Regional Commercial expansion is logical due
to its location and exposure to Highway 16,” and to “attract new Regional Commercial Type Users.”
Rezoning a portion of the subject properties from P1: Parks and Recreation to Z8: Regional Shopping is consistent
with the Golf Course – Pine Centre Neighbourhood Plan.
Zoning Bylaw
The purpose of the P1: Parks and Recreation zone is to “provide for the preservation and enhancement of open
space while supporting limited, complementary secondary uses.”
The purpose of the Z8: Regional Shopping zone is to “provide site-specific regulations for regional shopping areas,
primarily for retail uses that require large, low profile building or large tenancies within buildings.”
The proposed Z8 zone is consistent with policy direction in the Official Community Plan and Golf Course – Pine
Centre Neighbourhood Plan. Therefore, the Department supports the rezoning of the portions of the properties as
shown on Appendix “A” to Bylaw No. 8469 and Appendix “A” to Bylaw No. 8470.
STRATEGIC PRIORITIES:
This proposal relates to the following Strategic Priorities of Council:
Building Stronger Neighbourhoods: This proposal is the first phase in the development of a new infill
neighbohourhood in Prince George as described in the Golf Course – Pine Centre Neighbourhood Plan approved by
Council in 2010.
Strengthening and Diversifying our Economy: This proposal would allow for increased development near the high
profile intersection of Highways 16 and 97.
FINANCIAL CONSIDERATIONS:
The City has an interest in land as the current owner of Property A and in a Section 219 covenant registered on the
legal title of Property B currently owned by Prince George Golf and Curling Club Ltd.
OTHER CONSIDERATIONS:
Referrals
The application was referred out to internal City divisions and external agencies; no outstanding concerns regarding
the proposed rezoning were expressed.

The Department recommends that Council approve this application as it is consistent with the policy direction
provided in the Official Community Plan and Golf Course – Pine Centre Neighbourhood Plan.

SUMMARY AND CONCLUSION:
The applicant would like rezone the portions of the subject properties as shown on Appendix “A” to Bylaw No. 8469
and Appendix “A” to Bylaw No. 8470 in order to facilitate the future sale, subdivision, and development of regional
commercial uses. The Planning and Development Department recommends Council approve the applications as the
proposal is consistent with policy direction in the Official Community Plan and Golf Course – Pine Centre
Neighbourhood Plan.
