SLEIDD has set up a Business Incubator Center which will foster, nourish, and supportsmall start-up businesses in the area. The center will provide common area reception,
copy, and fax as well as secretarial service. The center will also provide for a nominal fee:legal consultation, legal correspondence, debt consolidation, contract review, executedcontract review, document review, and trial defense services. The center will also serve
as a shelter for businesses displaced by hurricane evacuation.
SLEIDD has partnered with Louisiana Small Business Development Center-University ofLouisiana at Lafayette. Our mission is to enhance the economic well-being of the citizensof St. Landry Parish by providing comprehensive, high-quality assistance to existing andpotential small businesses. We will foster the formation and growth of small businessesthrough no-cost business consulting services, low-cost business training programs, andbusiness information resources to expand and diversify the Louisiana economy. We arecommitted to implementing the initiatives of the U.S. Small Business Administration as
well as Louisiana's master plan for economic development.

F iddle Mania is designed topromote community pride,support the arts and bring activity
to the Main Street district in Opelousas.The exhibit also serves to raise funds tohelp Opelousas Main Street, Inc. fulfill itsmission and continue to strengthen thecommunity through historic preservationand economic development. Fiddle Maniabrings thousands of people to theCourthouse Square including visitors fromall over the U.S. as well as internationally.
In April of 2010, Opelousas Main Street,Inc., with assistance from the City of
Opelousas, launched Fiddle Mania, a one-of-a-kind public art exhibit. Twenty-oneoversized, three-dimensional fiddlesdesigned, painted and adorned by localartists became part of an outdoor exhibitaround the historic St. Landry ParishCourthouse Square. Each fiddle wassponsored by a local company ororganization. Sponsors were able to select afiddle and design from a portfolio ofdesigns and artists who were selected towork with the project. Grants from UnionPacific, the LA Division of the Arts and theAcadiana Arts Council also made theproject possible.

Since 1919, the Opelousas-St. Landry Chamber has served as anorganization through which business executives, professionalsand other concerned citizens have united to provide leadership
and direction for the economic and social development of ourcommunity.
The collective efforts of our Chamber’s investors have brought aboutneeded improvements in our economy; education, business inducement,transportation, consumer relations, area development, government affairs,medical affairs and more. Few of these advances could have beenaccomplished on an individual basis.
Our success depends on the solid financial base our members provide aswell as the dedication of those who work through the Chamber’scommittee structure.

Back in the 16th century, current-day St.Landry Parish was occupied by several NativeAmerican tribes: the warlike Atakapa Indians,
the Choctaws, the Alabamans and the OpelousasIndians. According to local legend, the premier whitesettler to the area was Michel de Birotte, a Frenchtrader who came around 1690. A number of years later,Louisiana’s French government constructed le Poste desOpelousas, a point which would become a popularstopping point for those traveling from New Orleans toNatchitoches. Le Poste des Opelousas is recognized asone of Louisiana’s oldest European settlement.
In 1765, three years after acquiring the territory ofLouisiana from France, the Spanish constructed amilitary and trade post located slightly north of thecurrent-day city of Opelousas. Nearly 100 familieslocated in and near the post by 1769. The mix ofsettlers included soldiers from Spain, Italy andSwitzerland who came to the area as part of the Spanishmilitary; immigrants from England, Scotland, Ireland

and Germany who found that the fertile lands were ideal foragricultural endeavors and cattle raising; and French-speakingAcadian exiles.
The U.S. eventually secured control of the territory in 1803through the Louisiana Purchase. Two years later, the Territory ofOrleans was divided into 12 counties, with one being the Countyof Opelousas. In 1807, the county was split again, this time into19 parishes, which included St. Landry Parish. The parishprovided governmental services for the majority of southwestLouisiana.
Opelousas, Louisiana’s third oldest city, was designated as theparish’s seat and was incorporated as a town in 1821. In 1862, asthe Civil War was being played out, the Union seized BatonRouge, resulting in the designation of Opelousas as the capital ofConfederate Louisiana. After nine months, in 1863 Opelousasendured occupation by the Union army and the capital was onceagain relocated to Shreveport.
After the war, the area began to expand in all aspects and today,St. Landry Parish is home to over 90,000 with approximately23,000 residing within Opelousas, also commonly referred to as“The Big O.”

Situated at the crossroads of State Highway 190 Westand Interstate 49 North/South and in proximity toInterstate 10, Opelousas’s location is among one of its

A 6,000-foot north/south runway and a 4,000-footcrosswind runway allow access for most general aviation andbusiness aircraft. Located in KrotzSprings within St.Landry Parish, the Portof Krotz Springs has ageneral cargo T-Dockspanning 145 feet wideand extending 220 feetinto the AtchafalayaRiver with a 25-footwide roadway. Theriver is maintained at adepth of 12 feet by theU.S. Army Corps ofEngineers. The portchannel isapproximately 1,000feet wide, providingample clearances foranchorage and fleeting.
Six docks are operated here, a site where oil and grainproducts are handled—more than 2.8 million tons of cargo(liquid and dry bulk). Businesses operating in the port employmore than 270 workers.

There are plenty of active and passive recreationalactivities to be found within and nearby Opelousas.The city’s Parks and Recreation Department oversees
nearly a dozen park sites within its boundaries as well as tworecreation centers situated in North City Park and South CityPark. Both of theselocations offerOpelousas residents anumber of summerrecreation programswith everything frombaseball and softball, aBiddy Ball League andart, drama, music,dance, tennis andswimming lessons to aprogram for the area’ssenior citizens.
Nestled within centralSt. Landry Parish is the11,000-acreThistlethwaite WildlifeManagement Area, an ideal site for hunting and educationalnature walks. Situated just outside of the parish in Ville Platteis Chicot State Park. This 6,400-acre park provides ampleopportunities for fishing and boating on Lake Chicot (threeboat launches are available) and plenty of sites for camping,picnicking, swimming, climbing playground equipment andhiking along a trail that encompasses the lake itself.
Golfers don’t have to look far for excellent courses. The 18-hole Indian Hills Country Club offers a 6,149-yard course fora par of 71. Opened in 1949, Indian Hills features Bermuda
Grass fairways and greens and it is perfect for those lookingfor either a challenge or a leisurely game amongst friends.

Start off your morning by stopping in at the OpelousasTourist Information Center with its Jim BowieDisplay, located within Le Vieux Village. Here, you’ll
be given material listing the various points of interest, antiqueshops, restaurants, music venues, accommodations and ahelpful map.
Take time to walk through Le Vieux Village where the oldtrain depot houses the only museum dedicated to the story ofthe children of the “Orphan Trains.” Make your way to MainStreet, where you will find the Opelousas Museum &Interpretive Center. The Center is comprised of a main exhibitroom, the Civil War Room, the Geraldine Smith Welch DollCollection and the Southwest Louisiana Zydeco Music FestivalArchives. As you continue on your tour of Opelousas, don’tmiss the old hardware store, J.B. Sandoz, located just acrossthe street from the Interpretive Center. What memories it willrouse!

For those interested in local history, visit some of the city’s manycemeteries. Cemetery tours are held annually each October in theSt. Landry Catholic Church Cemetery, which is right across thestreet from the St. Landry Catholic Church. Re-enactors portraylocal citizens who lived during a selected era and are now foundburied there. Tours may also be scheduled of the historic MichelPrudhomme Home, one of the oldest structures in Louisiana.
The St. Landry Parish Courthouse Square, located in the heart ofthe Historic District, provides a lovely stop for visitors wherequaint cafés offer breakfast, lunch or afternoon coffee. And be sure
to save time to shop at our many antique stores found throughoutthe city.
Also of interest is the Creole Heritage Folklife Center located onWest Vine Street. Here, you can experience the rich traditions andheritage of the African-American community, especially that of ourCreole culture.
The newest attraction in the area is the 80,000-square-footEvangeline Downs Racino (race track, casino & events center),with slots and a complete quarter horse and thoroughbred racingschedule.
There are plenty of other attractions located within neighboringcommunities as well.
Located only five miles east of Opelousas is Port Barre, where youcan learn about the history of Bayou Teche and see where it begins!
Traveling north from Opelousas, you can enjoy a day and night inthe historic steamboat town of Washington. As you enter, you willnotice that much of its 19th century architecture and character hasbeen preserved, as more than 80 percent of the buildings are onthe Historic Register. The Washington Museum and TouristCenter houses fascinating displays and artifacts from Washington’spast. The Museum also provides assistance in scheduling tours ofsome of the lovely antebellum homes and gardens, like MagnoliaRidge.

If antiques are your weakness, then you’ve come to the right place!The art deco school now houses more than 100 antique dealers,plus a dozen or more shops can be found throughout the town.
If you travel the Zydeco-Cajun Prairie Scenic Byway or Highway190 going west, you can reach Eunice, the Prairie Cajun Capital!Your drive will take you along fields of cattle, rice and/or crawfishponds, all adorned with prairie wildflowers, depending upon theseason. In the heart of Eunice, a branch of the Jean LafitteNational Historical Park and Preserve is located on Park Avenue. Itfeatures extensive exhibits and artifacts that tell the story of thisregion’s Acadian population, known today as Cajuns. Three otherimportant stops during your visit to Eunice should be the EuniceDepot Museum, the Cajun Music Hall of Fame & Museum andthe Prairie Acadian Cultural Center. On Saturdays, the Centeroffers music sessions and native craft and cooking demonstrations,both providing an opportunity for visitors to join in the fun. Besure to also inquire about the Cajun Prairie Restoration Sitelocated on the corner of Magnolia and Martin Luther King Drive.Here, efforts are being made to showcase the beautiful landscape ofthe prairie.
Just eight minutes south of Opelousas, you’ll make severaldelightful discoveries in the small community of GrandCoteau.Rich in religious history and historically significantarchitecture, you’ll want to schedule a tour of the Academy of theSacred Heart. The Academy was established in 1821 and is the siteof a documented miracle that led to the canonization of St. John
Berchmans. The moss-draped oaks that surround the school,church and cemetery instill a sense of serenity and days of longago. You will also want to pausein front of St. Charles Collegeand Our Lady of the Oaks RetreatHouse, both vital to GrandCoteau’s purpose.
As Grand Coteau was once astagecoach stop, commerce hasalways thrived. Be sure to stop inat the various shops found inrestored cottages throughoutGrand Coteau and enjoy arelaxing meal at the local tearoom or at an up-and-comingrestaurant that features NewLouisiana cooking!
Continue your day in the country by traveling back to I-49. Goingunder the interstate heading west, you will arrive in the town ofSunset. While in town, take time to drive by the beautifulChretien Point plantation. It has recently reverted back to a privateresidence, but it is well worth the drive!
Arnaudville is known appropriately as the “Jewel on the Teche,” asit shines brightly these days with the many wonderful artisans andmusicians. Arnaudville can be reached by driving Highway 31south from Opelousas through Leonville or traveling downHighway 93 east of Grand Coteau. With several great locallyowned restaurants, antique shops, art galleries, a quaint bed andbreakfast and a lively dancehall, NuNu’s Nitelife, you willdefinitely want to include Arnaudville on your itinerary.
Worked up an appetite after all of that sightseeing? Perfect! Take aseat at one of the many delicious restaurants spread throughout St.Landry Parish. Music, food and vibrant culture are all significantparts of life in Louisiana, and the St. LandryParish area is always bustling with festivals and
events celebrating these cherished traditions.
Opelousas is the “Home of Zydeco” music, and anyweekend you will find great Zydeco, Cajun and Swamp Popmusic at the local dance halls and numerous festivals,including the Original Southwest Louisiana Zydeco MusicFestival. A day’s worth of Zydeco music brings in visitorsfrom all over. Held the Saturday of Labor Day weekend, thefestival begins with Zydeco breakfast in the downtown area,followed by the Joie de Vivre of the state’s first outdoor“LaLa” (dance house).

The Bayou Blues Revival was created toencourage and conserve Louisiana’s richmusical heritage. The proceeds of thismusical event go toward creating jobs formusicians in Arnaudville venues.
Good food is also important toLouisianans, and many occasions are setaside to enjoy well-known Louisianacuisine. Washington hosts the annualCatfish Festival and Port Barre is home tothe delicious Cracklin’ Festival. Both arecomplete with great food, cook-offcompetitions, live music and otherentertainment. The Creole Festival inOpelousas is another tasty event, as is theYambilee Festival, recognized as one of thestate’s oldest festivals. The festival celebratesthe harvest of yams or sweet potatoes.
Enjoying the tastes and sounds of St.Landry Parish continues at the Celebrationof Herbs and Gardens in Sunset and thepopular Opelousas Spice and MusicFestival, normally held the first weekend inJune. The festival not only honors itssignificant spice industry but also celebratesa variety of music styles including Zydeco,Cajun, R&B, Swamp Pop, Jazz and Blues,to name a few! Plenty of delicious food andarts and crafts can be found during thisfestival as well.
The Mardi Gras celebration reaches farbeyond the streets of New Orleans. Euniceholds a traditional Courir de Mardi Graseach year on Mardi Gras Day. The runbegins at 8:00 a.m. and is teeming withcostumed participants who paradethroughout the area. Simultaneously, avariety of activities and events are takingplace in the downtown area. Live music,crafts and Cajun foods are just some of themain features. The infamous “Fat Tuesday”is also celebrated at Mardi Gras Opelousaswith an annual parade (sponsored byKrewe of Frank’s) down Landry Street.
Enjoy music, shopping, soulful foods, artand plenty of activities during le Feu etl’Eau, a one-day event held in Arnaudville.The festival, meaning “Fire and Water” inEnglish, has its roots in the trauma ofHurricanes Katrina and Rita. After thesenatural disasters, volunteers in theArnaudville area lit bonfires on the watersof la Jonction on la Vieille Piste d’Artiste inhonor of the artists who chose to relocatehere.
Fiddle Mania is a public art extravaganzabased on the rich Cajun and Creoleheritage that Opelousas boasts. It featureslarger-than-life, three dimensionalfiberglass fiddle sculptures painted,decorated, adorned and embellished byarea artists who transformed theinstruments into works of art. Besidessupporting the arts and attracting activityto the Main Street District and downtownarea of the city, funds raised from theproject will help Opelousas Main Street,Inc.
Held at historic Le Vieux Village, theAnnual Lighting at the Village celebratesthe coming of the Christmas season everyyear on December 1. The Village comes tolife with countless numbers of lightsadorning the area’s façade and Christmascarols heard throughout. Some of the mostpopular attractions during this annualevent are the horse and buggy rides, a visitfrom Santa Claus, unique arts and craftsand seasonal gifts. The Village remains litthrough the end of the year.

being served by one of the 41 schools (28 elementary/middleschools, seven high schools, two career and technicaleducation schools, two adult education centers and onealternative school) in the St. Landry Parish School System. New Hope Christian Academy, located in Opelousas, wasfounded in 2002. The school is family owned.
Opelousas Catholic School (OCS) is a co-educational schoolfor children in grades preschool through high school.Established in 1856, OCS is the oldest teaching institute inthe city of Opelousas. The administration, faculty and staffare composed of lay teachers, many distinguished withmaster’s and master’s-plus certification. EAGLE (EducatingAcademically Gifted Learners through Enrichment) is

St. Edmunds Catholic School was founded in 1911 as St.Paul’s Institute by St. Anthony Pastor by Rev. Celestin M.Chambon. It later became named St. Edmund after Rev.Edmund Daull rebuilt the convent after a fire destroyed theold nun’s home. St. Edmund Catholic School is acoeducational, parochial school housing grades PK3-12th. St.Edmund is a ministry of St. Anthony of Padua CatholicChurch Parish.
St. Ignatius Catholic School is located in Grand Coteau, withan enrollment of 350 in K3-8th grades. It was established in1890 as Sacred Heart Parochial, a name that was changed in1956 to St. Ignatius School in honor of St. Ignatius of Loyola,the founder of the Society of Jesus whose priests are theadministrators of the church parish. St. Ignatius is also thepatron saint of schools. The school was under theadministration of the Religious of the Sacred Heart from1890 to 1950, the Sisters of St. Joseph from 1950 to 1975and again the Religious of the Sacred Heart from 1975 until1985. Since 1985, school administration has been under theleadership of laity.
Westminister Christian Academy, Bellevue Campus is amulti-denominational Christian school founded in 1978.Current enrollment of the school is approximately 1,040students. Created in 1997, SLEIDD has been a leader in attracting newindustries and assisting in the expansion of existingbusinesses. SLEIDD is composed of 17 board members, nineof which are appointed by the parish government, and eightof which are appointed by the municipal association, whoserve with no compensation of any kind for staggered, three-year terms. A professional Certified Industrial Developer(CID) and a full-time Executive Secretary manage theorganization.
SLEIDD is self-financed, using no tax dollars in its day-to-day operations. Its crown jewel has been the WalmartDistribution Center #6048, a 1,200,000-square-foot structurecovering approximately 30 acres and employing more than1,000 people. SCORE Acadiana Chapter #0302, headquartered in Lafayette, is oneof seven Chapters in Louisiana. The chapter was chartered onAugust 17, 1973 and has been active since then, serving eightparishes in its business region: St. Landry, Lafayette, St.Mary, St. Martin, Vermilion, Evangeline, Acadia andIberia. The Opelousas-St. Landry Chamber of Commercebecame an alliance partner with SCORE AcadianaChapter #0302 by establishing a formal cooperativeagreement on June 15, 2009 that provided for theestablishment of a satellite counseling center at thechamber in addition to providing for access to allSCORE services both locally and nationally.
This alliance partnership is intended to have a long-termpositive impact on the small business community in St.Landry Parish and enhance economic development of theregion. SCORE will further build its presence in St. LandryParish by recruiting volunteer residents in the area. By increasing thecadre of volunteers and with the support of the chamber, more businessfocused workshops, business roundtables, tailored workshops and individualcounseling and mentoring will be provided. Patrol Division
One of the sheriff ’s mainpolicies is to have thepatrol units patrolling in
the neighborhoods. The duties ofthe patrol division are to patrolareas, work traffic crashes and toassist the community. The patroldivision also conducts D.W.I.checkpoints and speed enforcementdetails. The details’ aim is to take
intoxicated and reckless drivers off our streets.
Levee PatrolThe levee patrol section’s main duty is to patrol the campsand levees of the parish. In the past, thieves would prey on thecamps that are often only occupied on weekends and huntingseasons. The patrol has dramatically reduced the damagingand thefts at the camps.
Reserve UnitUnder the direction of the training division, the aim of the20-member reserve section is to serve as a support group forthe office. Reserves work in patrol, festivals and majordisasters. The reserves trainings are held mostly at night andconsist of the same training that full-time deputies attend.
Senior Citizens Programs/TRIADWith four TRIAD events throughout the year ending with aChristmas party that always has close to 600 guests, we couldnot do it without the countless volunteers we have. Eachevent has games, food, door prizes and guest speakers workingto try to give our elderly everything they deserve.
Inmate Work CrewsThe sheriff ’s office continues to maintain work crews ofinmates. The work crews clean and paint graveyards, re-paintschools and pick up trash along the roads in the parish.
DAREThe DARE program is taught by specialized deputies in ourschools to help our children understand the dangers and ill
effects of drug abuse. The 17-hour program covers topics likeways and methods of saying “no,” resolving differences withunderstandings that are violence-free and building one’s self-esteem.
Firearms Training SimulatorFATS or Firearms Training Simulator is one of the most high-tech training simulators on the market today, utilizing videosto run deputies through real-life scenarios. The system, whichresponds to the deputy’s actions, trains them on how tohandle and control complaints.
SWAT/HEAT Team TrainingThe Sheriff ’s SWAT team has recently undergone training atthe Eunice Black Belt Academy on ground and weapondefense. The SWAT members are called out during high-riskcomplaints and deadly force encounters and must be ready forall situations. The team members train monthly on physicaltraining to live fire practice.

Dear Fellow Citizens,
First, let me take this time to say it is indeedmy
pleasure to serve asSheriff of such a great parish. We are
at the end of the midpoint of my 1st term as Sheriff and
our Sheriff ’s Department is surpassing the goals set forth
by me and expected by you, the citizenry.
When I assumed office on November 20th, 2006, I
encountered a situation resulting from the fact that many
key people had left their posts prior to my arrival. The inter
im
operational plan I implemented in November of 2006 was never
intended to become permanent. It was designed to assure that services to the
citizens of St. Landry Parish would not be interrupted
until such time that I could
conclude an exhaustive review of all departmental functions, positions, and personnel. I brought in
experienced law enforcement, financial andbusiness people to a
ssist me with this endeavor. They
were assigned the task of identifying the positive pro
grams that needed to be continued and
improved upon or expanded, eliminating those that were non-productive
and needed to be
discontinued. I believe we have accomplished our initial mission with great success.
One of my promises to the people ofthe parish was to bring the St
. Landry Parish Sheriff ’s
Office to a higher standard and into the 21st centu
ry in terms of law enforcement. It is unfortunate
that change is frequently viewed with suspicion or trepidation. I submit to you that without chang
e
you have stagnation, and stagnation leads to mediocrity. I was elected on a promise of taking the St.
Landry Parish Sheriff Department to the next level of professionalism
. I believe we have done that.
It is my hope that St. Landry Parish grows and prospers because we
have made it a better and
safer place for ourcitizens, businesses,
visiting friends, family, and tourists.

It is indeed apleasure for me and onbehalf of the St. LandryParish Council, tointroduce and welcome youto our beautiful parish.Over the last several years,St. Landry Parish has significantly progressed underits new Home Rule Charter form of government,bringing about a spirit of cohesiveness andpartnership thereby generating effective growth.
We have witnessed the expansion of services for ourcitizens living in and visitors traveling through ourgreat parish. A new Tourism Visitor InformationCenter along Interstate 49 providing more visibilitywill welcome visitors and promote tourism. Thenewly purchased and remodeled Delta Grand facilitywill accommodate business and community orientedfunctions. Parish Courthouse renovations wereaccomplished making our parish seat more attractiveand inviting for its citizens and tourists alike. We areworking hard to find a solution to repair the parishroads to provide more traveling accessibility andbring additional economic development to our area.

How We
There are more than 100churches of all faiths anddenominations meeting in St.
Landry Parish today, ranging from verysmall churches in quiet settings to largerchurches with thousands of members.
The first Catholic church, the Churchof the Immaculate Conception, in whatis now St. Landry Parish was built atWashington in 1777. The secondchurch was built in 1798 on the site ofthe present St. Landry Church inOpelousas. A third building wasconstructed on that site in 1828, andthe present church was begun in 1908and finished the next year.
When the congregation of St. LandryCatholic Church outgrew the 1828church, parishioners asked that the newchurch occupy the site of the oldbuilding and that the material in the oldbuilding be used to build the new one.That request was granted, and thefoundation of the present building wasmade from the bricks of the old church.
From the late 1750s until the first priestwas appointed to Opelousas, thesettlement was served by at least twoitinerant priests. In 1765, Father Irénée,a Capuchin and pastor of the church atPointe Coupée, visited southwestLouisiana irregularly. In 1766 and1767, Father Archange, anotherCapuchin, was pastor of Pointe Coupée.He also visited the Opelousas area. Oldrecords indicate that a Father Valentinewas the first resident priest inOpelousas, having arrived in 1767.
According to William Henry Perrin’saccount, the first Protestant minister insouthwest Louisiana was Joseph Willis,
who preached the first Protestantsermon in November 1804, inVermilion Parish.
According to Perrin, “(Willis) remainedbut a short time on his first visit andpreached only three or four sermons.His color, and being a Baptist, renderedhim obnoxious, and exposed him tostrong prejudices, and he wasthreatened with violence. He returnedhome after a brief visit, but he felt it hisduty to come to the country he hadvisited and labor for the good of thepeople.
“He chose a location, returned toMississippi, made his arrangements andthe year following returned and located
permanently in Louisiana, on BayouChicot, in the parish of St. Landry.Here, on the l3th of November, 1812, achurch was constituted by him the firstBaptist church in the State, and Rev.Mr. Willis became at the request of thechurch, its pastor.”
Opelousas also has other historicchurches:e Holy Ghost Church, established in
1920, is the largest African Americanchurch parish in the U.S. Thepresent church building on UnionStreet was built in 1948.
e Louisiana Memorial UnitedMethodist Church on LombardStreet was founded in 1806. This isthe first Protestant church inOpelousas, the first Methodistchurch in Louisiana and the oldestMethodist church west of theMississippi River.
e The Little Zion Baptist Church onAcademy Street was the first blackBaptist church at Opelousas. It wasorganized in 1869.
eMount Olive Baptist Church onChurch Street sits at the site of theBlack Academy of Mt. Olive,organized in 1897 as one ofOpelousas earliest private schools forblack students.
