Submission to Draft South West District Plan
Warragamba-Silverdale Urban Design Strategy
Dear Ms Turnbull,
This submission has been prepared in relation to Sustainability Priorities 6, 7 and 8 of the Draft South West
District Plan, each of which discourage development in the Metropolitan Rural Area unless the Relevant
Planning Authority has already prepared a strategic study which encourages rural residential development in a
particular area (see Annexure A).
There is nothing that requires Council to deliver such strategic studies, notwithstanding the development
pressures arising from infrastructure upgrades and planned/growth employment areas east of the Metropolitan
Rural Area which will not only improve its accessibility, but also fundamentally change its character (see
Annexure B):
1. The new Western Sydney Airport (60,000 direct jobs by 2063 (AUS DI&RD 2016)).
2. Western Sydney Employment Area (57,000 jobs over the next 30 years with 212,000 forecasted for
the longer term (NSW DoPE 2014).
3. Planned Leppington District Centre on the South West Rail Link (8,000 jobs (NSW DoPE 2010).
4. Existing Narellan District Centre and Campbelltown Macarthur Strategic Centre.
5. Associated infrastructure upgrades:
a. Public transport links under investigation (numbered arrows in Annexure B).
b. Road infrastructure upgrades, including the Outer Sydney Orbital, M12 Motorway and
rerouted/upgraded Northern Road.
Therefore, we submit that the South West District Plan enables rural landowners to submit their own studies
which enable modest and coordinated expansion of existing villages, as well as the creation of new villages
outside of the Western City in accordance with Productivity Priorities 1, 2 and 4, Liveability Priorities 1, 2, 5, 6,
7 and 13 and Sustainability Priorities 1, 2, 3, 5, 6, 7 and 8. These villages are envisaged in a scenic, landscaped
setting with a compact, walkable structure and a range of housing types and a range of services to meet the
needs of locals as well as passing tourists. Such strategies would ensure that ad hoc development is prevented
and the rural character of the Metropolitan Rural Area is protected in perpetuity.
Please find attached in Annexure C and D, two Urban Design Strategies for Warragamba-Silverdale as prepared
to guide future Planning Proposals south of the villages. Technical reports can be made available upon request.

Annexure A – Sustainability Priorities 6, 7 and 8 – Metropolitan Rural Area
Sustainability Priorities: Key Tenets:
6. Discourage urban development in the Metropolitan Rural Area
Conversion of land to urban residential development is not necessary in the short to medium term.
Relevant planning authorities should not support planning proposals affecting land currently within a RU (rural) or E (environmental) zone unless:
these are identified in a regional plan or a district plan as urban investigation areas
these also form part of, or are identified as a result of, strategic planning in accordance with Sustainability Priorities 7 and 8.
7. Consider environmental, social and economic values when planning for the Metropolitan Rural Area
When planning for the Metropolitan Rural Area in the South West District, relevant planning authorities should consider how to:
provide greater certainty with regards to built form outcomes in and around villages
articulate the different landscape and heritage values and character of rural areas, with different planning and development controls
clarify the what the future should be for rural lands to prevent speculation and protect against encroachment
conserve Aboriginal cultural heritage
maximise opportunities from the agriculture industry’s proximity to Western Sydney Airport.
8. Provide for rural residential development while protecting the values of the Metropolitan Rural Area
Any plans to expand rural towns and villages must first consider how these places fit in the landscape and how their valued characteristics can be protected and extended sympathetically in order to optimise their cultural and economic potential. This will involve analysis of the key characteristics of these towns and villages as part of a design-led approach.
Relevant planning authorities should adopt a design-led approach to planning for localities that:
considers siting and design principles for rural residential development that conserves the values identified in the report on considerations for district planning in the Metropolitan Rural Area
considers restrictions on additional rural residential development that may be affected by existing or future rural and agricultural activity
considers setbacks and defines appropriate buffers for rural activities investigates and develops innovative approaches to conserve and manage biodiversity, habitat and scenic landscapes.
