Introduction

This smart metering road map has been prepared to enhance the operational efficiency of
the Utility like DESCO, improving the quality of the power supply through near-real-time granular
readings provided by smart meters, enhancing the satisfaction of consumers and increasing
consumer participation. However, the benefits of smart metering is not limited only to the NEA
and go beyond various stakeholders as listed below.

1.1Smart Meter
A smart meter is an electronic device that records consumption of electric
energy and communicates the information to the electricity supplier for monitoring and billing.
Smart meters typically record energy hourly or more frequently, and report at least daily. Smart
meters enable two-way communication between the meter and the central system.
Communications from the meter to the network may be wireless, or via fixed wired connections
such as power line communication (PLC).
1.2Power Line Communication
Power-line communication (PLC) carries data on a conductor that is also used simultaneously for
AC electric power transmission or electric power distribution to consumers. It is also known
as power-line carrier.There are many communication technologies for smart metering applications,
power line communications (PLC) have proven to be a cost-effective solution in a large number of
scenarios. Moreover, it provides distribution system operator a proprietary communication
network and innately integrates the sensing and communication functionalities. Consequently, it
has become the predominant smart metering technology.

1.3 Data Concentrator Unit
Data concentrator is one important part of Advanced Metering Infrastructure (AMI) system and
Smart prepaid system. Data concentrator is a centralized meter reading terminal, It can collect and
save various types of data of electricity meter by presetting or timing and exchange data with system
master station via wireless module (GPRS) or Ethernet. Data concentrator can reserve a large data
and can ensure that data can be stored for several years. Data concentrator sits on the loop of
secondary of the distribution transformer. Collects Meter reading from all the meters using power line
communication system. The DCU and all the meters are connected to it can be considered as a sub
system. The sub system is set up with a DCI monitoring the low voltage power zone of a distribution
transformer.

The manpower organogram for prepaid meter installation

3. Four supervisors, two supervisors will work under each assistant project manager.
4. Twenty groups means total 4o technicians and 2o hhu operator, five groups will work
under each supervisor.

Meter installation guideline
The installation team shall have a installation sheet instructing them what to do. The following
information shall be printed on the installation form
Customer Name Supplied by the Utility and verified by
Survey
Customer address Supplied by the Utility and verified by
Survey
Customer Number Supplied by the Utility
Old Meter Number & Reading Supplied by the Utility
Tariff Code The specific tariff to be allocated to the
customer must be identified by the tariff code
There are different categories of installations that will be required
Removal of induction & conventional digital meter and direct installation of prepayment
meter with additional wiring or service line work required
Removal of induction & conventional digital meter, re-routing of wiring with replacement
of service connection and installation of pre-payment meter potential joints shall not be
allowed in service drop cable.
Removal of service line and meter, replacement of service connection and installation of
meter.
New customer installation including service connection and installation of pre-payment
meter.
The following guide lines must be followed by the supplier during installation
of the meters
The meters shall be sealed with Ferrule Type/Twist Type seals compatible with the meters
that uniquely identify the utility person who sealed the meters.
Meters shall be tested and commissioned by the installation supervisor using the data from
the works order form to program the tariff details.

At the time of meter installation the customer’s induction & conventional digital meter
reading shall be captured on the order by the installation supervisor and the data returned
to the UCC. The date of commissioning is also entered onto the installation form.
The service connections shall not be replaced unless the survey indicates service line with
joints or inadequately rated service lines or bad in selected line.
All meters shall be installed indoors at a location convenient to the customer as well as
service personnel away from sources of heat and moisture.
The installation shall be symmetrical, vertical and parallel to respective walls and floors.
From the points where the service enters customers building, it shall be enclosed
in a
25mm2 PVC pipe until it enters the metering house.
At the time of installation onsite training and instruction shall be given to the customer.
Carefulness
We have to do survey very carefully. We have to confirmed first these meter belongs
which transformer. Otherwise DCU can’t collect data from the meter.
Before installing the meter we have to insert the module into the meter, otherwise DCU
can’t read the meter data.
After completing survey we have to make plan in Microsoft excel using prepaid meter
number.

Installation of Meter
Disconnect the load before connection
Connect the service cable and customer side cable according to the connection diagram
on the meter terminal cover. Output connection firstly, Input connection secondly.
When connect the cables, the metal part of cable needs to be fully contacted with two
terminal screws, and ensure that the metal part is not exposed
The terminal screws must be fixed.

Experience
We have successfully installed around 10k nos smart meter with around 80 no DCU in
West Zone Power Distribution company Limited (WZPDCL) under Ideal Electrical
Enterprise Ltd.
Now We are working in REB 5 lacks project under Hexing Electrical co.,Ltd.
