SUPPLEMENTAL PLAN OP EXPLORATION
TXP Operating Company was awarded Matagorda Island Biock 589 (OCS-C
4998) i n thc OCS Federal Texas Lease Sale i n Febr.ia-- 1982.
Transco has d r i l l e d one (1) well i n Matagorda Block 589 from a surface
l o c a t i o n of 500' FNL and 7620* FEL of the subject block, which was plugged
and abandoned or 03-10-83. Transco now proposes to d r i l l one (1) a d d i t i o n a l
e x p l o r a t o r y well to test the sands as i d e n t i f i e d i n the Geological Supplement
(Section I I I ) .
The surface location f o r Well "B" w i l l be d r i l l e d at 500' FNL and 4850'
FEL of Block 589. The approximate time frame f o r d r i l l i n g t h i s one ( I ) a d d i t i o n a l
e x p l o r a t o r y well is as fo l l o w s :

Onshore support operations should commence approximately sevtn (7) days
p r i o r t o d r i l l i n g r a t i o n s . Transco plans CO I n i t i a t e operations In the
f o u r t h quarter of 1986. I t i s a n t i c i p a t e d that a r i g w i l l be ready to spud
the "B" w e l l on or about October 01, 1986. Exploratory operations should
be completed on the referenced block w i t h i n the f i r s t quarter of 1987.
The exploratory work i s to be done w i t h a jack-up type mobile d r i l l i n g
r i g . Attached is a schematic of the t y p i c a l jack-up r i g a n t i c i p a t e d to be
used. The r i g w i l l be equipped w i t h t y p i c a l p o l l u t i o n c o n t r o l equipment
i n c l u d i n g , but not l i m i t e d t o , deck drains, sumps, d r i p pans and sewerage
treatment f a c i l i t i e s .
Attached is a schematic of the d i v e r t e r system planned tc be u t i l i z e d
f o r w e l l c o n t r o l during the exploratory program. A l i s t of mud a d d i t i v e s
i s a l s o attached i n conformance w i t h the n o n - p o l l u t i o n requirements of OCS
Order No. 2.
The shore base for t h i s lease w i l l be Transco's service f a c i l i t y located
in I n g l e s i d e , Texas. Included i n the f a c i l i t i e s are a c e n t r a l warehouse,
o f f i c e b u i l d i n g , pipe rack area, three concrete helipads, f u e l storage tanks,
waste water treament p l a n t , parking areas and appropriate f i r e - f i g h t i n g equipment.
No a d d i t i o n a l onshore space w i l l be required at t h i s time.
Various service f a c i l i t i e s such as mud companies, dock soace, warehouses
and heli p a d s are found at I n g l e s i d e . E x i s t i n g f a c i l i t i e s are judged ad qua to
f o r h a n d l i n g various a c t i v i t i e s .
Both helicopters and boats w i l l be used in the transportation network.
Dependent on weather conditions, travel routes w i l l be the most feasible.
A crewboat, workboat and standby boat w i l l be u t i l i z e d . The la t t e r w i l l
be anchored near the r i g for the duration of the project. I t is estimated
that the boats w i l l average one round t r i p every day, and the helicopter
should average ten trips weekly.
The Oil S p i l l Contingency Plan for TXP Operating Company, revised in
September 1985, was approved by the MMS on October 15, 1985.
Transco i s a member of Clean Gulf Associates. In the event of a s p i l l ,
Clean Gulf Associates equipment, consisting of skimmers, booms and spray
systems, could arrive at the designated area within 12 to 15 hours of n o t i f i c i a t i o n
from the shore base located in Ingleside, Texas.
A l l d r i l l i n g operations w i l l be conducted in a safe manner, and w i l l
be supervised by a qualified Transco r«\ resentative on the r i g at a l l times.

These a i r emissions for operations associated w i t h the proposed Exploral Plan for Matagorda Island 589 are believed to be conservative; that i s , actua'. emissions should be less than i n d i c a t e d . Even so, the indi c a t e d emission rates are q u i t e small. Considering the lack of p o l l u t i o n in off s h o r e ambient a i r , the r e l a t i v e l y long distance of the subject block o f f s h o r e , and e r e l a t i v e l y short duration of these emissions, any p o t e n t i a l e f f e c t s fror the omissions must be considered i n s i g n i f i c a n t .
