Description:Multipleresearchstudiesshowthatchildrenwhoarenotproficientreadersbythirdgradearelesslikelytosucceedinschoolandasadults.Understandingchilddevelopmentalprogressalongthepathtothirdgradereadingisthereforecriticaltoensurethatallchildrenhavetheopportunitytoprosper.TobuildontheworkoftheScottCountyAssociationforLeadershipandEfficiency’s(SCALE)Live,Learn,EarnEducationalPreparednessworkgroup,theCountywouldliketoexploretheideaoftrackingchilddevelopmentalprogressfrombirthtoage8.Thisprojectwillinvolveconductinganinventoryofearlylearningprogramsandexistingdataonoutcomes,andprovidingrecommendationsforpotentialmulti-systemdataintegration.KeyIssues,Questions,andIdeasforExploration:

InventorytheearlychildhoodprogramsandinitiativesthatcurrentlyexistinScottCounty.Whatdataareavailablefromtheseprogramsthatcouldinformeffortstotrackprogressonearlychildhooddevelopmentandlearning?Howisthisdatabeingusedandsharedtoday?ScottCountyisparticularlyinterestedinavailable“outcomes”datafromexistingprogramsandinitiativesthatdemonstratestheefficacyoftheseapproachesorofspecificresearch-basedbestpractices.

WhatearlychildhooddataintegrationmodelsarebeingusedsuccessfullyinothercitiesandcountiesacrosstheUnitedStates?SanDiego,Washington,D.C.,DakotaCounty(MN),andothershaveinstituteddata-sharingarrangementstobettertrackchilddevelopmentalprogress.Howwerethesearrangementsdevelopedandstructured,andwhatlessonscanbelearned?

! Whatlegalandotherbarriersexisttosharingearlychildhooddata?Aretherespecificstatelegislativereformsthatwouldmakedatasharingandintegrationeasier?

HowWillStudentWorkBeUsedtoBuildResiliency?DatasharingandcoordinationamongearlychildhoodprogramsinScottCountywouldstrengthenplanning,collaboration,accountability,andachievementofchildoutcomes.Forexample,theLive,Learn,EarnEducationalPreparednessworkinggroupandparticipatingorganizationscouldusetheinformationtoidentifysystemgapsandopportunitiesforalignmentofexistingresources.Theresearchmayalsoprovidethebasisforalegislative
