 Fracking  in  California  California  is  the  nation’s  fourth  largest  oil  producing  state.  Fracking,  and  other  risky  oil  drilling,  is  occurring  in  at  least  nine  counties:  Kern,  Los  Angeles,  Orange,  Monterey,  Sacramento,  Sutter,  Colusa,  Santa  Barbara  and  Ventura.  The  oil  industry  has  big  plans  to  exploit  the  Monterey  Shale,  the  largest  oil  shale  reserve  in  the  country,  containing  15.4  billion  barells  of  oil.    However,  there  are  currently  no  regulations  to  ensure  the  safety  of  the  practice  and  no  required  disclosure  of  where  fracking  occurs,  what  chemicals  are  injected,  or  any  testing  for  contamination  of  air  or  water.  The  state  has  not  tracked  the  source  and  quantity  of  water  used  for  fracking,  despite  the  intense  scrutiny  given  to  other  water  uses  such  as  agriculture,  environmental,  and  drinking  water.  There  has  been  no  analysis  on  the  impact  to  our  climate  of  drilling  and  burning  this  massive  amount  of  oil.  

Much  needed  transparency  SB  4  (Pavley)  would  require  that  companies  who  are  fracking  in  California  tell  the  public  what  they  are  doing.  The  bill  would  compel  transparency  and  better  information  for  the  public.  The  bill  would  require:    

• Disclosure  of  identities  and  volumes  of  chemicals  injected  as  part  of  any  well  stimulation.  • Disclosure  of  the  quantity  and  source  of  water  used  in  well  stimulation.  • Advance  notice  to  neighbors  of  proposed  fracking    projects.  • Monitoring  of  groundwater  quality,  before  and  after  well  stimulation.  • A  state  conducted  scientific  study  on  the  risks  of  fracking,  acid  injection  and  other  well  

stimulation  processes.  

 Shafter,  California  

The  drilling  boom  in  the  Central  Valley  has  begun.  SB  4  would  provide    transparency  so  communities  can  protect  themselves.  There  are  over  

70  new  wells  in  Shafter,  yet  residents  have  very  little  information  about  the  drilling  activities  right  in  their  backyards.
