AIR NAVIGATION

OVERVIEW

Stephen P. CreamerDirector, Air Navigation Bureau, International Civil Aviation Organization (ICAO)

Asian Business Aviation Conference & Exhibition (ABACE)11-13 April 2017, Shanghai, China

10 April 2017 1

Achieve the sustainable growth of the global civil aviation system

10 April 2017 2

Focus of the Air Navigation Bureau

Air traffic is predicted to

double by 2030

How can we ensure the

safe realization of this growth?

The need for access

and airspace

management

Be engaged stakeholders

Be ENGAGED Stakeholders

• Work through local association

• Promote the Use of Annex 6, Part II (Operation of Aircraft – International General Aviation – Aeroplanes)

10 April 2017 6

Current Usage: Annex 6 Part I

• Target Audience is Commercial Air Transport (CAT)

• Business aviation can use Part I

– Non aviation related reasons (e.g. tax breaks)

• Expensive and inflexible

10 April 2017 7

Annex 6 Part II• Initially drafted and proposed by IBAC and IAOPA

• Building block framework

– General, Small a/c, Large Turbojet a/c

• Simpler authorization mechanism

– Re-enforced cockpit door not an issue

– State issues criteria

• New Specific Approval Template

10 April 2017 8

Implementation of Annex 6 Part II• Implementation challenges worldwide

• States can also benefit – Simpler approval and oversight processes

• ICAO can work with industry to promote a wider implementation

10 April 2017 9

The same SMS standard is established to all the industry organizations addressed in Annex 19, including international general aviation operators:

Annex 19 – Safety Management / Amendment 1(Applicable Nov 2019)

3.3.2.3 The State of Registry shall establish criteria for international general aviation operators of large or turbojet aeroplanes in accordance with Annex 6, Part II, Section 3, to implement an SMS.

Criteria: Provides States some flexibility in how they establish regulatory requirements for international general aviation operators similar to other provisions in Annex 6, Part II.

A Positive Safety Culture

A positive safety culture actively seeks improvements, vigilantly remains aware of hazards, and utilizes systems and tools for continuous reporting, analysis, mitigation and monitoring.

Amendment 1 to Annex 19 contains references to a positive safety culture.

Further guidance will be contained in the 4th Edition of the ICAO Safety Management Manual (Doc 9859). (Advanced, unedited version to be available end of July 2017)

Safety Culture“Safety culture is the set of enduring values, behaviours and attitudes regarding safety issues, shared by every member at every level of an organization”. A healthy and positive safety culture reflects a real commitment to safety in the organization.

“How an organization behaves in relation to safety and risk when no one is watching".
