BACKGROUND
2017-2018 school year, 13 guns were recovered on school campuses
2018-2019 school year, 11 guns have been recovered on school campuses
Nevada had the third highest murder rate of any state in the country last year. Seventy-four percent of those murders were committed with guns.
Nationally, over two-thirds of students who used guns in violent acts at school obtained those guns from their own homes or that of a relative.
In 2017, 73 percent of suicides of children were with guns within Clark County.
September 12, 2018, Dr. Jara announced the formation of a Safety Advisory Committee.

ABOUT GUNS IN SCHOOLS
Require mandatory reporting of every Clark County School District (CCSD) firearm incident and make the report easily accessible on the CCSD website
Launch a districtwide communications effort on responsible firearm storage
Work with the Nevada Attorney General’s Office, the Governor, and the Nevada State Legislature to support the recommendations in the Special Summit on School Safety Report, pertaining to firearm access
Work with the Governor, Attorney General, and Nevada State Legislature to implement the Nevada Background Checks for Gun Purchases Initiative

RECOMMENDATIONS COMMUNITY OUTREACH AND EDUCATION
ABOUT GUNS IN SCHOOLS
Expand SafeVoice to be a community-wide “see something, say something” program.
Appoint a community liaison from CCSD to work with the Mayor’s Faith Initiative on gun violence and responsible gun storage, utilizing existing community resources to attain safer school campuses.
Where applicable, provide curricular objectives that address the dangers and consequences of firearms and gun violence into the current CCSD mandatory health curriculum.
Emphasize reflection time with students during the morning opening and moment of silence.
Continue the Safety Advisory Committee in some capacity as the School Safety Commission for the District.

RECOMMENDATIONS PREVENTION AND INTERVENTION
Provide crisis response training for students and staff including “active situation” training
Require students to wear student IDs on breakaway lanyards
Implement optional Socio-emotional Learning Curriculum (SEL) to engage all students and deter disengagement from school and community ideals
Implement virtual expulsion
Seek use of proceeds from marijuana tax to defray cost

RECOMMENDATIONS PREVENTION AND INTERVENTION
Increase pay range of Campus Security Monitors and ensure appropriate agility standards and training, commensurate with the position
Increase access to Social Workers, Counselors, and other resources such as Fusion Center and Virtual Counseling to address the socio-emotional needs of students
Improve overall campus security by improving security cameras or installing security access doors at schools
Allow schools the autonomy to procure metal detectors, handheld or walk through, to deter students from bringing weapons to campus
Continue the Safety Advisory Committee in some capacity as the School Safety Commission for the District

RECOMMENDATIONS INFRASTRUCTURE
Increase School Police staffing
Commit to conducting a basic school safety assessment at every school
Create eight K-9 Units trained in firearm detection
Upgrade schools’ technological infrastructure
Create a rural patrol unit
Consistently number and label all exterior buildings and doors
Create a school safety volunteer program
