REPUBLIC OF TATARSTANThe Republic of Tatarstan is one of the most economically developed regions of the Russian Federation. The Republic is located in the centre of the country where the Volga and the Kama Rivers meet. Tatarstan has an area of 67,836.2 km2 and a population of 3,855,000 people. It is headed by the President Rustam Minnikhanov. Tatarstan is a multinational republic that is home to over 170 nationalities. The most widespread religions are Islam and Orthodoxy. Two official languages in Tatarstan are Russian and Tatar. Tatarstan’s main industries are petrochemical and machine construction sectors.

The Republic also focuses on IT and nanotechnology. Tatarstan’s industry is intellectually reinforced through science and education. Kazan has been one of the leading scientific centres in Eastern Europe for over 200 years. The names of Nikolai Lobachevsky, Nikolai Zinin, Aleksandr Butlerov, Aleksandr Arbuzov, Evgeniy Zavoysky, Vasiliy Radlov and Karl Fuchs have left their mark on the history of science. There are 30 higher professional education institutions and 56 educational institution branches currently active throughout the region. The Republic’s capital, the city of Kazan, is home to the Tatarstan Academy of Sciences and the Kazan Scientific Centre of the Russian Academy of Sciences.

The fates of many renowned cultural figures have been intertwined in Tatarstan as well: the singer Fedor Shalyapin, the writers Lev Tolstoy, Maksim Gorky, Vasily Aksenov, the artist Ivan Shishkin and many others. The pride of Tatar culture also includes classic Tatar poet Gabdulla Tukai, poet and hero Musa Dzhalil, composers Salikh Saidashev and Sofia Gubaidulina and many others. Around the world, Tatarstan is known for its Fedor Shalyapin International Opera Festival, Rudolf Nureev International Festival of Classical Ballet, Kazan International Festival of Muslim Cinema, Nauruz International Turkic Peoples Theatre Festival and the Europe-Asia International Festival of Modern Music.

GENERAL INFORMATION

KAZANThe city of Kazan is the capital of the Republic of Tatarstan and a large port which is located in the European part of Russia, 820 km to the east of Moscow. Kazan is home to 1.2 million people, making it the sixth largest city in the Russian Federation. In 2005, Kazan celebrated its 1,000th anniversary. Kazan is currently governed by the Mayor Ilsur Metshin. The city is favourably located at the intersection of air, railway, motor and water transportation routes which have national strategic importance. The city's industry rests on a foundation of machine construction, chemical and petrochemical industries, as well as the consumer and food processing industries. Kazan is implementing innovative economic solutions and is home to Russia's largest IT Park, as well as one of the largest technoparks in Europe, the Idea Technopark.

Kazan has 44 higher educational institutions that teach around 200,000 students from 67 countries around the world. Tatarstan's unique cultural heritage was affirmed in 2000 when the Kazan Kremlin historical and cultural complex was pronounced a UNESCO World Cultural and Natural Heritage Site. On November 6, 2013, Kazan was awarded a special Highly Commended Sport City award at the 7th International Sports Event Management Awards 2013 (ISEM) in London. In 2014 at the International SportAccord Convention in Belek, Turkey, Kazan was distinguished at the Award Ceremony on recognising the merits of the world largest cities in terms of holding prestigious sporting events. The Sport Business International magazine awarded the capital of the Republic of Tatarstan the prize in the "Best Newcomer" nomination.

ARRIVALS AND DEPARTURESIn the International airport “Kazan” of participants of competitions will be met by the representatives of organizational committee with a full house on that the logotype of measure will be placed

VOLUNTEERS ASSISTANCE62 volunteers will be working at the competitions. The volunteer attaché position has been created for teams to effectively communicate with the Organising Committee. Attachés will be assigned to delegations based on their language needs. Volunteers know their way around the sports venue, are familiar with Kazan's infrastructure and its cultural heritage. Each member of the friendly Kazan Volunteers team will help you find a solution to any problem.

ACCREDITATION Access to the competition venues is permitted strictly for the accredited participants.

Accreditation badges will be distributed in the Main International Centre, block B 203 from 9 to 11 June, 2016 from 9:00 to 18:00 daily. Delegations will be accompanied by the team attaches.

Accreditation badge is issued in accordance with the accreditation form submitted to the Organising Committee and the functions performed by the participant (player, team official, referee, media, broadcasting, guest, organiser).

Accreditation badge is the property of the Organising Committee of the competition, it cannot be transferred to the third parties. In case the terms of use are violated the Organising Committee has the right to cancel one’s badge.

SERVICES FOR PARTICIPANTS

TRANSPORTATION SERVICESTransportation of participants is carried out according to the fixed schedule posted on the information stands in the Athletes’ Village and the sports venue.

Travel time from the Athletes’ Village to the Central stadium is 25 minutes.

The Organising Committee recommends that on the departure day all participants check with the attachés about the transfer time from the accommodation facilities in advance. Transfer to the points of departure (airport and railway stations) is arranged 2.5–3 hours prior to the departure time.

Transfer time to the Kazan International Airport, to the Kazan-1 and Kazan-2 Railway Stations is available at the Info Desks located at the Athletes’ Village and the Central Stadium. At the point of departure the Organising Committee staff will render necessary assistance during check-in, customs and passport control (for international flights), as well as security control.

ACCOMMODATIONAthletes’ Village

The Athletes’ Village is the main residential campus for sports competition participants in Kazan. Village has area of 53 hectares (1,313 acres) with unique landscape and favourable location.

It is only 20 minutes far from the Kazan International Airport, the Railway station Kazan-1 and 30 minutes from the Railway station Kazan-2.

Location:5.3 km from the city centre; 9 km from the sports venue.

All living rooms have 4 beds, 1/2/3 occupancy is possible. Each room has a private bathroom, refrigerator. TV is available in the lobby, Wi-Fi — on each floor. Reception desk operates 24 hours a day.

The Athletes’ Village is free from smoking and alcohol.

Enhanced security is one of the most important advantages of the Athletes’ Village. Every building here is equipped with fire alarm, CCTV and security point.

On June 10 and 11 access to the washing machines will be available on each floor of the building. On June 9 you may use machines to wash the uniforms for additional fee — 100 RUB (1,5 Euro).

Quota for the accommodation of athletes and team officials is 18 people. Extra accompanying people pay for the accommodation at the following rates:

CATERINGMeals (breakfast and dinner) of a buffet style will be organised at the Athletes’ Village, lunch of a buffet style – at the sports venue.

Breakfast, lunch and dinner will be served according to the following schedule:• Breakfast: from 07:00 till 10:00;• Lunch: from 12:00 till 15:00;• Dinner: from 18:00 till 22:00.

In the restaurant, at the distribution lines the names of dishes will be available in English and Russian. Breakfast is included into the accommodation price. Catering services will be performed by means of meal vouchers.

Those participants who have meals for cash may pay for lunch and dinner at the restaurant. One meal costs 12.5 euros.

To provide a comfortable stay breakfast, lunch and dinner of a “buffet” type will be served according to the following schedule:

MEDICAL SERVICES

MEDICAL ASSISTANCEEmergency medical assistance will be provided for free to all participants during competitions and trainings. The competition venue will have mobile medical teams and a stationary medical office equipped with all necessary medical equipment, bandages and medicines. An ambulance team will be working at the competition venue. If the patient is in need of inpatient care, he/she is then sent to the appropriate city clinic in Kazan.

VISA SUPPORT

The Organising Committee is happy to offer a simplified procedure of obtaining Russian visas and is pleased to provide confirmed participants with the official Letter of Invitation to facilitate the visa application process on a priority basis.

Participants of the Rugby Europe Sevens, Women’s Grand Prix Series in Kazan, Russia will have to apply on a usual basis to the Embassy/Consulate of the Russian Federation for a single-entry humanitarian visa, on their own and at their own expense. The visa will be issued on the basis of the official Letter of Invitation provided by the Organising Committee.

The Organising Committee issues the Letter of Invitation upon the request from the National Rugby Federations, sent to the official e-mail address: visa.support@dspkazan.com.

The Letter of Invitation request must contain participant’s scanned copy of a valid passport (the passport expiry date must be no earlier than December 17, 2016) and personal data as specified in the Visa Application Form attached.

On the basis of the information received, the Organising Committee will issue the Letter of Invitation, which will be sent to the participant and to the National Federation by e-mail. Upon receiving the Letter of Invitation, the participant is to collect all the documents in accordance with the requirements of the Embassy/Consulate of the Russian Federation and submit the documents, together with the Invitation issued by the Organising Committee, to the Embassy/Consulate of the Russian Federation, no earlier than 2 weeks prior to the event.

The Organising Committee WILL NOT cover the cost of obtaining a visa to enter the Russian Federation.

More detailed information on the documents required and the fees for issuing the visa (visa fee) is available on the website of the Embassy/Consulate of the Russian Federation of the city in which the participant intends to apply for a visa.

DOPING CONTROLDoping control at the Kazan leg of Rugby Europe Women's Sevens Grand Prix Series will be provided in accordance with the requirements set forth by the World Anti-Doping Agency (WADA). Doping control station is located at the Central Stadium right next to the field of play. The athletes will be notified of the procedure and accompanied to the doping control facility by chaperones who speak foreign languages and have work experience in international competitions.

On June 9, 2016 non-official trainings for the participating teams will be held on the training pitch (indoor football and track facility). Price per one training of 1 h 20 min is 10,500 RUB, which is approximately 150 Euros. Cash and noncash payment (credit cards) is accepted at the Central Stadium. Cash payment is made in roubles only.

The experienced guide will accompany guests to the Old-Tatar Sloboda (where the Tatars lived after Kazan was conquered by Ivan the Terrible), Sukonnaya Sloboda (the city’s former industrial complex, founded by Peter the Great) and to the Liberty Square which houses the Kazan City Hall, Opera and Ballet Theatre, the Conservatory, the Republic of Tatarstan Government Building and the Church of the Exaltation of the Holy Cross. Tour participants will also visit the jewel of the city — the Kazan Kremlin.
