How to transition to ICAO
SNOWTAM Standard
• Introduce changes in the CNPM
(Canadian NOTAM Procedure Manual)
• Adapt the AMSCR Form (Aircraft Movement Surface Condition Reports)
• All changes to the CNPM have been coordinated
and consolidated with TC.
• An TC Advisory Circular is scheduled to be released
for end of June 2012
Validity Period
• SNOWTAMs are valid for a maximum period
of 24 hours
• The onus is on the Airport Authority to apply
this rule however, NAV CANADA has the
authority to cancel old NOTAMJ if found
• Eventually, automatically cancelled by the
system
Definitions
• Added

• In line with TC and ICAO publications (CARs,
annexes)
• Use of decimals:
– Read on screen (EFBs)
– System to system data exchange
New AMSCR form
• Available in PDF and Excel on www.navcanada.ca
• The structure is similar to the SNOWiz web app for
smooth transition.
• Entries for RSC, CRFI, and data relative to a runway are
all aligned.
• Includes more contaminants and combination of
contaminants (e.g. DRY SNOW OVER ICE)
• Includes fields for cleared runway offset, snow banks,
obscured runway lights and taxiways/aprons
• Uses check boxes which reduces the need for hand
written entries

• Choice is 2 contaminants for the cleared surface with a 3rd Bare and dry by default.
– The new state shall be: 3 contaminants all selectable – 100%.

– The new state shall be: 2 contaminants all selectable – 100%.

• The value 1.5 INS will be added and applicable for
the contaminants of the cleared width.

• We are in very close collaboration with the two main

• Operational Feasibility Demonstration (OFD) conducted in Oshawa 08 Nov 2011
– Basic manual data entry via computer/cellular equipped airfield vehicle
– End to end message transfer with live friction and temperature data on the operational systems
• Started parallel operation of the integrated WinterOpsTM
system in Winnipeg on 08 Feb 2012
– Integration with more comprehensive, GPS based Runway Surface Condition Reporting System
– Represents realistic day to day use over several months = invaluable feedback
• General availability for every interested Airport in Canada for Winter season 2012-2013

Joint Strategy with FAA
FAA and NAV CANADA agreed on a joint deployment
strategy:
