Next year, we will be celebrating our successful Security Access Restrictions implementation with the City of Johannesburg. We have made application to CoJ to lease all our public roads and open spaces so that we may implement further security measures not currently permitted in public spaces.
The ZFHOA made a successful
application in registering this
Community, and successfully fulfils
ongoing consequential renewal
requirements, as part of the CoJ
Security Access Restrictions Policy
• This has allowed for the legal
installation of palisade fencing that encloses our Community,
• and restricts vehicle entry to only
two controlled access
entrances: Letaba Avenue and
Hampton Court Road;
• whilst all other original entrances
are restricted to only pedestrians
traffic.
The Zandfontein Home Owners Association (ZFHOA) was registered for the suburbs:
Gallo Manor ext. 1 and 2 in 2000 as a Section 21 Company.
• The ZFHOA Board of Directors and Committee Members are elected each year from volunteer
local residents at our Community Annual General Meeting;
• where nominations for any of the seats are available
and open to any ZFHOA member
• Directors and Committee members serve with no remuneration.
The ZFHOA extends across
267 residential properties
and 13 residential public roads
• from Ashby Estate, travelling south
up Bowling Avenue on one side and
Johannesburg Country Club
Woodmead on the other side, up to
the intersection of Kelvin and
Woodlands Drive.
• Recently, we adopted the local area
name and branded our community:
Rocklands
The ZFHOA was also able to negotiate reduced
rates with the Community’s preferred Home Security
supplier: Fidelity ADT
• that has led to a large number of localised
residential subscribers for ADT, and therefore they
have dedicated a Patrol Vehicle and
Armed Respose Driver to our Community.
• ZFHOA pays for the services of two Guards
manning the Letaba entrance 24/7 and
one Guard manning the Hampton
Court entrance from 06h00 to 20h00 every day.
• ZFHOA also pay for the services of Guard on a
bicycle to do roaming patrols through the Public
Open Spaces within our Community and assist on
the Hampton Court Road entrance during peak
times. This Guard also cleans-up litter during his
cycled roaming patrols.
• ZFHOA Board and committee members complete
monthly Performance Reviews and
Ratings on each of our Guards. These Reviews
include all feedback received directly from
Community members; and influences the
allocation ratio of the Bonus donations received
from our Residents at the end of each year.

I wish to place on record an amazing turnout by ADT in the early hours of this morning. Thank you to all ADT Boom Guards and Patrol Guards for being friendly, diligent and helpful at all times.
I live at 20 Oranje Avenue Gallo Manor. Having heard something next door at 22 Oranje Avenue followed by our neighbours dogs barking I went to 22-O to see what was happening. I surprised 2 petty thieves who dropped what they had stolen and ran to the street wall and away when I came upon them. Not having my cellphone with me I went back to 20-O to get my phone and called the Gallo Manor ADT patrol car which arrived within minutes. This was followed by 3 or 4 other patrol cars which all arrived two minutes later. I asked this very impressive ADT Response Team to drive around the surrounding streets and keep an eye out for the two petty thieves, which they did. The response speed and sheer physical presence is amazing.
This well trained and well-disciplined ADT Guarding and Patrolling Team has my appreciation and thanks. We are fortunate to have these diligent men looking out for us. Please communicate my appreciation of the ADT Boom Guards and ADT Patrol Guards to ADT Management.

Due to the ongoing successful relationship between ZFHOA and ADT
• ADT central Control Room has standing orders that any call from our dedicated Patrol Car will
be supported by at least another three ADT backup vehicles as quickly as possible. • All calls to SAPS nearly always ensures a rapid response for our Community members due to the
positive reputation and relationships between ZFHOA, ADT and SAPS built through the years.
• These relationships are further strengthened and sustained by the committed attendance of Board and
community members at meetings of the Community Police Forum (CPF) and other community-
driven security initiatives as well as City of Johannesburg and Ward 106 forums.
Fidelity ADT will be increasing your monthly
fee by 6.83% (Average CPI for 2017 5.83% +
1%), effective 1 September 2017. This
increase will ensure that they are able to
comply with all relevant legislation and the
agreement between Fidelity ADT and the
ZFHOA.
Your monthly invoice will therefore be
amended accordingly. Please raise any
concerns you may have with the ADT/ZFHOA

After hosting various initial site visits, further clarification meetings were also hosted by the ZFHOA
Board and written submissions were received from the identified possible Security suppliers, as well as from
eight ZFHOA residents that had expertise in this industry and/or products.
A custom-built demonstration boom was installed on the outgoing side of our Letaba Drive Security Access Control Point for consideration by Residents. Community subsequently determined that this boom was ineffective.
A formal Proposal with required Special Levy details
and a Voting Form was distributed to ZFHOA Members
for consideration. The Vote results were: FOR 156 AGAINST 11 Special Levies collected in this round totalled R142,400
Step 1 of the Proposal was forced to be halted because City of Johannesburg Security Access Restrictions Policy determined that NO Electronic Booms, Electronic Access devices, Spikes and other Traffic Calming measures would be permitted at Boom Entrances (City of Joburg issued further clarification and reaffirmation on this matter in March 2017)
Step 2 went ahead with the installation of the CCTV Pilot Project at Letaba Drive Entrance, Satara Drive Closure and the Control/Viewing Centre at Letaba Drive Guard Hut
Step 3 Installation of CCTV at remaining Road Closures (Hampton Court, Canterbury & Jukskei),
PLUS Step 4 CCTV on corner Satara & Canterbury and in
Park #07 AND Step 5 Further CCTV Installations to total 21 identified locations including CCJ & Bowling
boundaries… are all awaiting the completed installation of a Fibre Virtual Private Network

At the ZFHOA AGM, attended by 186 Residents representing 120 ZFHOA Members (of 267 Erven), the Community mandated the ZFHOA Board a majority vote
to investigate the following and submit a Proposal to the Community
• Electronic Booms, more robust Booms, Spikes and Humps at Vehicle Entrances
• CCTV and other methods of surveillance at all Entrances and in Public Areas
• Separation of duties in terms of supply & maintenance, surveillance and armed response
• Rental versus Purchase
Immediately thereafter, nine security organisations – identified by brochures and business cards collected at SECUREX 2014 – were contacted to submit their Proposed Solution for consideration.

ZFHOA Board entered into contract negotiations with
ADT which were successful with a new Service Level Agreement coming into effect on from September 2016 for three years. It was agreed that ADT would deploy
four additional Videofied Cameras to bring the total
to seven within the community. ADT also undertook to investigate and apply for
Entrance Monitoring and potentially Licence Recognition Software. As of August 2017, JRA have
NOT approved any Entrance Wayleave Applications anywhere in the City of Joburg.
