The 4th session of the IMO NCSR was held at the IMO headquarters in London, UK from 06 to 11 March, 2017. The Sub-Committee noted that its 5th session had been tentatively scheduled to take place from 19 to 23 February 2018.

The most appropriate to IAMU activity field topics and documents were the following: 6 Guidelines associated with multi-system shipborne radionavigation receivers dealing with the harmonized provision of PNT data and integrity information; 7 Additional modules to the Revised Performance Standards for Integrated Navigation Systems (INS) (resolution MSC.252 (83)) relating to the harmonization of bridge design and display of information; 28 Consequential works related to the new Polar Code.
Taking into consideration the materials submitted (see Annex) and considerations during the meeting, the following proposals for IAMU research activity can be formulated:
Research Projects related to Polar Code1:
(a) Research of performance standards for gyro-compasses used in polar waters
Performance standards for gyro-compasses (resolution A.424 (XI)); because the detection of the magnetic North could be incorrect and e.g. influenced by inaccurate sensor data, the liquid and surface of exposed equipment could be freezing performance standards for radar equipment (resolution MSC.192 (79)); because the antenna should be protected against freezing and the radar functionalities could be influenced by inaccurate or inhibited sensor data as well an ice detection would be helpful for navigation in ice fields;
(b) Research of performance standards for electronic chart display and information systems (ECDIS) used in polar waters
Performance standards for electronic chart display and information systems (ECDIS) (resolution A.817 (19), as amended by resolutions MSC.64(67), annex 5, and MSC.86(70), annex 4, as appropriate) and for heading control systems (resolution MSC.64(67), annex 3) and for track control systems (resolution MSC.74(69), annex 2); because the functionalities could be influenced by inaccurate sensor data; (c) Research of performance standards for shipborne global positioning system receiver equipment used in polar waters
Performance standards for shipborne global positioning system receiver equipment (resolution A.819 (19), as amended by resolution MSC.112 (73)) and for GLONASS receiver equipment (resolution MSC.53 (66), as amended by resolution MSC.113 (73)) and for DGPS and DGLONASS maritime radio beacon receiver equipment (resolution MSC.64 (67), annex 2, as amended by resolution MSC.114 (73)) and for combined GPS/GLONASS receiver equipment (resolution

Performance standards for echo-sounding equipment (resolution A.224(VII), as amended by resolution MSC.74(69), annex 4) and for devices to indicate speed and distance (resolution A.824(19), as amended by resolution MSC.96(72)); because the transducer could be damaged by contact with ice and the depth, speed and distance values could be unacceptable influenced, e.g. by the salinity and temperature of the water; (e) Research of performance standards for magnetic compasses and performance standards for marine transmitting magnetic heading devices used in polar waters
Performance standards for magnetic compasses (resolution A.382(X)) and performance standards for marine transmitting magnetic heading devices (TMHDs) (resolution MSC.86(70), annex 2); because the detection of the magnetic North will be inaccurate, the liquid and surface of exposed equipment could be freezing; (f) Research of performance standards for daylight signaling lamp and for sound reception systems and for navigation lights, navigation light controllers and associated equipment and for voyage data recorders used in polar waters
Performance standards for daylight signaling lamps (resolution MSC.95(72)) and for sound reception systems (resolution MSC.86(70), annex 1) and for navigation lights, navigation light controllers and associated equipment (resolution MSC.253(83)) and for voyage data recorders (VDRs) (resolution A.861(20)); because exposed equipment should be protected against freezing; (g) Research on general requirements for shipborne radio equipment forming part of the GMDSS and for electronic navigational aids used in polar waters General requirements for shipborne radio equipment forming part of the global maritime distress and safety system (GMDSS) and for electronic navigational aids (resolution A.694 (17)). Research Projects related to e-navigation:
(h) Feasibility study on Standardized (or S) Mode of operation of navigational equipment2 (!) S-Mode aims to reduce variation in navigation systems and equipment through the standardization of some aspects of the user interfaces. This in turn will help provide users with timely access to essential information and functions that support safe navigation.

The Secretariat, in conducting its preliminary review of IMO model courses in accordance with MSC-MEPC.2/Circ.15, observed that model course 3.14 (SAR Mission Coordinator (IAMSAR Manual Volume II)) was last revised in 2003, while the related model courses 3.13 (SAR Mission Coordinator (IAMSAR Manual Volume I)) and 3.15 (SAR On Scene Coordinator (IAMSAR Manual Volume III)) were revised and published in 2014 (see HTW 4/3, paragraph 11). The NCSR Sub-Committee, which has primary responsibility and expertise on this matter, is therefore invited to

consider revising and updating model course 3.14 on SAR Mission Coordinator (IAMSAR Manual Volume II). In the report of the Correspondence Group on the Modernization of the GMDSS (see NCSR 4/12, annex, paragraphs 61 to 63), the issue has been raised of potential training requirements for seafarers and shore-based personnel after Sea Area A3 has been revised and SOLAS chapter IV is amended as part of the GMDSS modernization. The model courses and relevant documents to be affected are: 1.25 General Operator's Certificate for GMDSS 1.26 Restricted Operator's Certificate for GMDSS 1.31 Second-Class Radioelectronic Certificate for GMDSS Radio Personnel COMSAR/Circ.33 on GMDSS Coast Station Operator’s Certificate (CSOC) Model courses 1.25 and 1.26 have been revised in 2014, whereas model course 1.31 was published in 2002 and COMSAR/Circ.33 in 2004. Model courses 1.25 and 1.26 derive from the STCW Convention and Code and fall under the responsibility of the HTW Sub-Committee and thus would require the authorization for review and subsequent validation by the HTW Sub-Committee. However, minor changes to model courses, in accordance with MSC-MEPC.2/Circ.15, paragraph 6.1.2, can be proposed by the Secretariat and forwarded directly to an appropriate review group, or a drafting/validating group before validation by the appropriate Committee/Sub-Committee.
