REPORT OF THE SUB-COMMITTEE ON PROGRAMMES
AND CONFERENCES
I. INTRODUCTION 1. The Permanent Representatives‟ Committee (PRC) Sub-Committee on Conferences and Programmes held three sessions as follows: 19th February, 2014, 25th April, 2014 and 12th June, 2014. 2. The first session was held under the Chairperson of H.E. Mr. Mahfud R. M. Rahim, Ambassador of Libya to Ethiopia and Permanent Representative to the African Union and the Economic Commission for Africa (ECA). The purpose of the meeting was to consider the 2015 Budget Framework Paper whose aim was to provide the general direction of AUC priorities and activities during 2015.
3. The second session was chaired by Her Excellency Diallo Amina Djibo who is Niger‟s Ambassador to Ethiopia and Permanent Representative to the African Union and the ECA. She chaired the meeting on behalf of the Chairperson H.E. Mr. Mahfud R. M. Rahim who was out of the country on official duties. The purpose of the meeting was to review and adopt the report of the 19th February 2014 meeting of the Committee.
4. The third session was chaired by H.E. Christopher Chika, Deputy Ambassador of Kenya, on behalf of his Ambassador who was unable to attend the meeting.
SESSION1 II. ORGANISATION OF WORK AND AGENDA 5. The Sub Committee met for its first session on 19th February, 2014 and considered and adopted the following agenda:
i) Opening Remarks ii) Presentation of the 2015 Budget Framework Paper. iii) Any Other Business.
III. OPENING REMARKS 6. In his opening remarks at the first session, H.E. Mr. Mahfud R. M. Rahim the Chairperson of the sub-committee informed the Sub-Committee the purpose of the meeting and outlined the items to be considered on the agenda. He, therefore, called on the meeting to seriously deliberate on the document with a view to providing the AUC the necessary input and guidance on the forthcoming budget process. 7. He pointed out that 2015 would be the second year of implementation of the 2014-2017 AUC Strategic Plan. He further pointed out that the African continent was

witnessing positive developments and that as such the continent needed to take advantage of such developments. Some of these included: the fact that Africa is home to 60% of the world‟s uncultivated arable land, and the abundance of natural resources, among others. He also mentioned some challenges that lie ahead for the continent; which include drug trafficking, piracy and terrorism, among others. The Chairperson also noted that the financial problems of the Commission needed to be addressed forthwith if the Commission was to perform effectively and, therefore, appealed for political will and commitment on the matter.He, consequently, emphasized the need for political will and commitment to implement the Obasanjo report on alternative sources of funding. 8. The Ag. Director of SPPMERM welcomed participants to the meeting and emphasised that the 2015 Budget Framework Paper would clearly outline the priorities of the Commission for implementation in 2015.He underscored the need for Member States contributions noting that reliance on partner funds was not sustainable. He cited the fact that some activities for 2014 had to be removed from the budget because of lack of partner funds which created a funding gap in the operations of the Commission for 2014. He, therefore, appealed to Member States for adequate funding.He underscored the point that the contribution of partners to the programme budget still stood at 90% and emphasized the need to look for other sources of funding for the Commission.
IV. CONSIDERATION OF THE 2015 BUDGET FRAMEWORK PAPER 9. The Head of Policy Analysis and Research Division made a presentation of the 2015 Budget Framework Paper and explained that the 2015 Budget Framework Paper was the first step in the 2015 budget preparation process. He elaborated that the Budget Framework Paper outlines priorities for the year and sets direction and the tone/parameters for the budget. He, therefore, explained that the purpose of the 2015 Budget Framework Paper was to outline priorities of the Commission for 2015 in line with the Commission‟s Pillars, Priorities and the Strategic Plan. 10. He mentioned that the 2015 Budget would be founded on the five Pillars of Strategic Plan 2014-2017,viz:Peace and Security; Socio-Economic Development; Integration, Cooperation and Partnerships; Shared Values; and Institutional and Capacity Building and Communication.
11. He stated that the Budget would also be guided by the eight priority areas of the Commission which were: Promote peace and stability; Expand Agricultural production, develop Agro-processing; Promote inclusive economic development and industrialization; Build Africa‟s human capacity through the prioritization of Primary Health care and Prevention; Mainstream participation of women and youth in the continent‟s activities; Implement strategies of resource mobilization; Strengthen a people centred Union through active communication of the programmes of the African Union; Strengthen the institutional capacity of the AUC, the RECs and other organs. 12. He also talked about the current status of the continent and noted that manyAfrican countries were on the rise economically and democracy and good governance were taking root.

13. Mention was also made of the challenges facing Africa. These challenges include; Peace and security, non- inclusive growth and increasing inequalities; that growth had not created sufficient jobs, especially for Women and Youth; that growth had been commodity driven and hence not much structural transformation had taken place. 14. On African Union Agenda 2063, he informed the meeting that AUC in collaboration with the African Development Bank (AfDB), the Economic Commission for Africa (ECA) and the New Partnership for Africa‟s Development (NEPAD) had embarked on a process to develop the African Union Agenda 2063 whose objective is to chart a growth trajectory for the continent for the next 50 years. He informed participants that the process of developing the Agenda had been consultative and inclusive with a view to ensuring ownership by the African populace.
15. On post 2015 Development Agenda, he mentioned that the Commission, working together with other stakeholders, had adopted a Common African Position on the Post 2015 development agenda which addresses unfinished business of the MDGs and takes cognizance of the evolving sustainable development goals. 16. With respect to the 2015 Budget, he informed the participants that the objective of the 2015 Budget was to implement programmes under the key priority areas in line with the AUC Strategic Plan 2014-2017. He then outlined the underlying principles and budget assumptions. 17. He further explained that in the past Member States have funded 100 percent of the operational budget while Partners have funded at least 90 percent of the programme budget and that this situation was unlikely to change during 2015.
18. He then outlined the priorities which AUC would implement in 2015. The priorities would be a subset of the priorities in the 2014-17 Strategic Plan per each of the outcomes in the Strategic Plan. 19. On Monitoring and Evaluation, he stated that mechanisms would be put in place to track progress on implementation and that the present indicators would continue to be improved upon to provide an effective tool for measurement of success. 20. In conclusion, he emphasized the critical role of the PRC and its Sub-committees in providing guidance to the Commission in order to enable the Commission implement its continental role of facilitating policy and strategy setting; coordination and catalyzing socio-economic and integration agenda; consensus building and advocacy; experience and information sharing; and generally set the framework for peace, security, political stability and growth; will be critical if the continent is to progress. He also emphasized that the AUC should lead efforts that will make Africa contribute effectively and be a key player in influencing global dynamics.

V. COMMENTS/OBSERVATIONS BY MEMBER STATES 21. In the discussions, the Sub-Committee made the following observations and recommendations: 22. That as part of the “Introduction” in the document, mention should be made of alternative sources of funding as a major issue confronting the Commission. 23. Member States observed that the budget for 2015 should be based on the new financial rules and regulations while respecting, in particular, the structure of the budget which is made up of expenditure as well as revenue. It was also noted that the years 2014 and 2015 were very critical for AU in terms of improving the capacity of the Commission, including financial management and that this needed to be highlighted in the document. 24. Member States also noted that the document talks about managing the role of China and India in Africa but does not mention other partners. 25. Member States sought clarification on the one step increase in the salary of existing staff. 26. Regarding the statement which states “60 per cent of the continent‟s population being under 25, offers demographic dividend,” Member States requested that it be properly qualified. 27. Member States also sought clarification from the AUC on the $20 bn pledge in credit facilities by China to African countries that was mentioned in the Budget Framework Paper. 28. Regarding MDGs, Member States requested the Commission to provide the status of the attainment of MDG targets for each Member State. 29. With respect to Agenda 2063, Member States requested the Commission to clearly indicate the role of Policy Organs in the development of the Agenda 2063. Member States also wanted the Commission to include, in the Budget Framework Paper, the outcome of the Bahir Dar Ministerial Retreat as well the decisions of the Policy Organs during the January, 2014 Summit on Agenda 2063. 30. Member States wanted to know on what basis the budgets of other AU Organs would be prepared since the 2014-2017 Strategic Plan only deals with the Commission. 31. Member States wanted to know how extra assistance would be sourced from Member States to support the Commission in the light of its multiple needs. 32. Member States urged the Commission to rank the 2015 priorities according to their importance and urgency and also to only include those priorities which could be

achieved within 2015 (i.e. have priorities within priorities), especially in the light of resource constraints.
33. Member States also noted that the priorities were numerous in some cases and requested that they be reduced. 34. Member States also urged the Commission to work closer and in collaboration/synergy with institutions like NEPAD in implementing continental programmes such as the Programme for Infrastructure Development in Africa (PIDA) and the Comprehensive African Agriculture Development Programme (CAADP) in order to reduce overlaps and duplications. 35. Member States expressed concern regarding delays in disbursing funds by partners caused by late submission of reports by the Commission. They, therefore, urged that sanctions be imposed on departments that do not comply with timely submission of reports to partners. They also encouraged the Commission to respect its obligations to partners at all times. Member States also expressed concern on the behaviour by some officials who make unlawful demands on partners, especially in relation to Daily Subsistence Allowances (DSA) rates. Member States also requested that the Commission should produce a report on EU Funding. 36. Member States requested that the priorities should place strong emphasis on solving conflicts on the continent and preserving peace and security as prerequisites for development. 37. Member States also wanted enhanced action on combating corruption on the continent. 38. The Committee requested to be furnished with and examine the calendar of meetings for the 2015 Budget year as this had implications on the budget. 39. Member States observed that issues of Small Island States as well as Small Landlocked Countries were not accorded priority and, therefore, urged that this be done. 40. Member States requested the Commission to, at an appropriate time, inform the Committee on the progress made in the Human Resources Study that the Commission was undertaking, and also indicate the Commission‟s commitment to the implementation of the recommendations of the study. 41. Also with regard to Monitoring and Evaluation, Member States were pleased with the establishment of clusters and urged that reports of such clusters should be availed to the Sub-Committee. They also urged the Commission to put more emphasis on standards and references for Monitoring and Evaluation.

42. Member States also urged the Commission to make provision for a review, and also indicate the names of departments implementing various programmes.
VI. RESPONSES BY THE COMMISSION
43. The Commission thanked member states for their inputs and promised to incorporate all of them in the document. 44. The Commission further promised to update the statistics in the document as requested. 45. On the one step increase in the salary of existing staff, the Commission explained that at the beginning of every year, staff members set individual goals which are in line with and cascade down from the AUC Strategic Plan. This is done through the SAP system. These goals are discussed with their respective supervisors. It is on the basis of this that staff are judged. 46. As for the relationship with partners, the Commission recognized the failure to come up with credible reporting on funded projects. This was the main explanation behind the delay in releasing funds by partners. The Commission undertook to ensure the availability of an improved quality evaluation and reporting system. 47. Regarding budgets of AU Organs, while recognizing the relevance of the issue, the Commission promised to consult and give answers to the next meeting and also promised to send Strategic Plans of AU Organs to Member States as requested. 48. Concerning the alternative sources of funding, the Commission drew the attention of the meeting on the need for a long term solution to the problem and the need to gradually reduce dependency on partners. The Commission further stressed that while awaiting alternative sources of funding, the Commission counts on Member States for more funding. The Commission observed that partners tended to impose their will on Commission activities due to the fact that they were financing the activities. 49. With reference to the Obasanjo Report, the Commission informed the meeting that the report would be further discussed by Ministers of Finance who are due to meet in Abuja at the end of March, 2014 and that hopefully relevant decisions would have to be taken. 50. With regard to Island States and Landlocked Countries, the Commission agreed to include in the 2015 budget priorities the issue of Island States and Landlocked Countries since they were a constituency of the continent. 51. With regard to the list of Conferences and Meetings, the Commission informed the meeting that this indeed was the responsibility of the Committee and that as such the list would be made available to the Committee.

52. With regard to Agenda 2063, the Commission informed the meeting that it would include information on the outcomes of the Bahir Dar Ministerial Retreat as well as the decisions of the Policy Organs Meetings held in January/February, 2014. 53. With regard to support from Member States to the Commission, the Commission promised to consult and provide a list of areas where Member States could provide support to the Commission.
VII. ANY OTHER BUSINESS
54. There was no Any Other Business.
VIII. CLOSURE OF THE MEETING 55. The Chairperson thanked all Member States for coming and informed the meeting that they would reconvene at a later date for the adoption of their report.
56. The meeting was adjourned at 1.20 pm. SESSION 2 57. The second session of the Sub-Committee was held on 25th April, 2014 and agreed on the following agenda:

IX. OPENING REMARKS 58. The meeting was chaired by the Ambassador of Niger, Her Excellency Diallo Amina Djibo who welcomed participants and outlined the items to be considered. In her opening remarks, she thanked Member States for coming to the meeting. The Chairperson pointed out that the purpose of the meeting was to review and adopt the report of the 19th February 2014 meeting of the Committee. 59. The meeting then reviewed the report paragraph by paragraph and made the following comments and observations:

60. Paragraph 7: Member States asked the Commission to include Peace and Security among the challenges facing Africa.
61. Paragraph 19: Member States observed that the 2015 draft budget should also be based on the new Financial Rules and Regulations while respecting, in particular, the structure of the budget which is made up of expenditure as well as revenue.

62. Paragraph 24: Under paragraph 24, member states asked the commission to adjust the paragraph to read as follows: “Member States requested the Commission to provide the status of MDGs for member states‟‟
63. Paragraph 26: Member States wanted to know on what basis the budgets of the AU Organs would be prepared since the Strategic Plan 2014-2017 only deals with the Commission. Member States also doubted whether AU Organs had Strategic Plans and requested that the Commission send such Strategic Plans to Member States.
64. Paragraph 31: Paragraph 31 was adjusted to read as follows: “. 67. Paragraph 46: Under paragraph 46, Member States requested the Commission to amend it as follows: “With regard to Island States and Landlocked Countries, the Commission agreed to include Island States and Landlocked Countries in the priorities for 2015 budget.”
68. Paragraph 47: With regard to the Calendar of Meetings, the Commission informed participants that the latter was actually the responsibility of the Sub- Committee and therefore the documents would be submitted to it in the due course.
69. Paragraph 49: Paragraph 49 was adjusted as follows: “With regard to support from Member States to the Commission, the commission promised to provide a list of areas where the Commission needs support”.

XI. RESPONSES BY THE COMMISSION
70. Paragraph 7: The Commission agreed that peace and security was indeed a challenge on the continent and would be included in the relevant section.
71. Paragraph 19: The Commission confirmed that the 2015 budget would follow the new Financial Rules and Regulations which are International Public Sector Accounting Standards (IPSAS) compliant.
72. Paragraph 24: with reference to MDGs, the Commission undertook to provide the information.
73. Paragraph 26/ Paragraph 43: The Commission explained that while AU Organs derive their budgets from their own Strategic Plans, this would change after the adoption of the Agenda 2063 since all Organs‟ plans would now draw their inspiration from Agenda 2063. The Commission promised to send Strategic Plans for AU Organs as demanded by the meeting.
74. Paragraph 47: The Commission undertook to consult and submit the Calendar of Meetings as requested.
75. Paragraph 49:The Commission undertook to provide a list of needs which could be supported by Member States. 76. After the above deliberations the Sub-Committee adopted the report subject to the Commission providing the following information:
i) Strategic Plans of all AU Organs; ii) The submission of Member States Status with respect to the achievements
of Millennium Development Goals (MDGs) targets; iii) Calendar of Meetings and Conferences for the budget year 2015.
XII. ANY OTHER BUSINESS
77. Under Any Other Business the Commission reminded Member States of the January 2014 Summit Decision on Agenda 2063 which called on Member States to provide comments on Agenda 2063 by Mid-April, 2014. The Commission informed Member States that so far it was only Zimbabwe that had submitted comments and, therefore, appealed to Member States for their comments.

78. The Chairperson closed the meeting and thanked all Member States for coming.

XIV. OPENING REMARKS AND ADOPTION OF THE AGENDA 80. The meeting was chaired by H.E. Ambassador. Christopher Chika who welcomed the participants and took them through the items on the agenda as submitted for their consideration and adoption. XV. CONSIDERATION OF THE REPORT OF THE COMMISSION ON AGENDA
2063 81. The Director of SPPMERM gave a brief on the progress of the preparation of Agenda 2063 and outlined the structure and key elements contained in the Draft Document, he highlighted the following:
Chapter 1 places agenda 2063 in the historical content of Pan Africanism and African Renaissance as well as the struggle for self-determination and economic independence;
Chapter 2 outlines the vision and African aspirations for 2063: based on the AU Vision and converging voices of Africans derived from stakeholder consultations, the chapter paints a detailed picture of where Africa would be in 2063 when the continent will be celebrating the centenary of the founding of the OAU;
Chapter 3 gives the overview of Africa‟s Development Dynamics with a view to informing the Goals, Targets and indicative strategies for Agenda 2063;
Chapter 4 outlines in detail Agenda 2063 Goals, Priority Areas, Targets and Indicative Strategies;
Chapter 5 presents Drivers, Enablers, Risks and Mitigating Strategies, while;
Chapter 6 covers “How To Make It Happen”, the modalities for Implementation, Monitoring and Evaluation Arrangements, Financing Agenda 2063, Communication Strategy and Capacity for implementation, and then;
The Annexes: Annex 1 and 2: National and Regional, Continental Results Framework

XVI. COMMENTS/OBSERVATIONS BY MEMBER STATES 82. Member States expressed appreciation for the document and its presentation, and advanced the following observations and questions:
i) Chapter 3 lacked deeper analysis of challenges and successes from the past initiatives. Therefore, it was recommended that further analysis should be done on Chapter 3 to identify the short comings and successes of the past Frameworks and learn from them. This was because of the concern that the document paints a bright scenario (relative stability and prosperity on the continent) yet the situation on the ground is different;
ii) Agenda 2063 was to be in line with other initiatives like the African Common Position on Post-2015 Agenda in which, for example, a term “Sustainable” was replaced by the term “Sustained”. Agenda 2063 was seen to have used “Sustainable”. It was advised that Agenda 2063 and other key documents should speak to each other;
iii) The document had not adequately addressed the management of diversity and nation building;
iv) The term “creative” used on paragraph 25 should be replaced by “innovative”;
v) What was the status of the technical document, and if it was to be submitted to the policy organs?
vi) Why the document had made reference to Anthem and Flag while they were already in place;
vii) The realization of the issues mentioned in Chapter 2 was not well articulated under Chapter 6;
viii) Wondered whether the system of universal suffrage for the election of the AU president by 2063 would be viable;
ix) The document was silent on the number of permanent seats to be allocated to Africa at the UN Security Council. They could be from 3 to 5 and have one seat for each region;
x) The structure proposed in Chapter 6 had too many groups which could potentially cause overlaps;
xi) It was reiterated that Africa needed to increasingly reduce its dependency on external resources for the financing of its development initiatives, set clear targets and time frames on how this could be achieved, for example,

that every certain period a certain amount/percentage (say 10%) on donor dependence would be reduced so that by 2063 Africa is self-sufficient;
xii) The document to be taken as work in progress and more time to be given to Member States to make their contribution. This should ensure not only its internalization within Member States and their ownership, but also permit finalization of the document for submission to the Policy Organs in January 2015;
xiii) Member States wanted to know what ideology underpinned the Agenda 2063;
xiv) Requested that the issue of an internationally accepted currency be explored and reflected in the document;
xv) Noted the existence of a Political Document drafted by the Agenda 2063 Ministerial Committee and requested the Commission to ensure that the Document reaches the respective Embassies in time for further submission to their capitals before the June Summit.
XVII. RESPONSES BY THE AU COMMISSION 83. The Commission, through the Director of SPPMERM, expressed thanks for the pertinent observations, comments and questions. It made the following clarification:
i) In overall, it accepted the comments made and vowed to make review as appropriate with particular reference to Chapter 3. However, it also added that the previous challenges and lessons had been taken into account. For instance, the Agenda 2063 has incorporated provisions on monitoring and evaluation, resource mobilizations, full involvement of people, communication strategy etc. which were not in the past initiatives;
ii) Agenda 2063 was to be in line with other initiatives like the African Common
Position on Post-2015 Agenda; the only problem was that two initiatives were being undertaken concurrently. Nonetheless, the term “Sustainable” covers the environment, climate change and natural resources management. “Sustained” refers to consistency of the growth of the economy. Therefore, the two are different and “Sustainable” is the one preferred for Agenda 2063;
iii) Management of diversity and nation building has been covered under the
chapter on Enabler/ Drivers/ Risks. But the Commission pledged to enhance it in the revision for visibility and clarity;
iv) The term “creative” used on paragraph 25 would be replaced by
“innovative”;

v) The technical document was a work in progress. Therefore, the Sub-Committee was required to take note of it and recommend its finalization for submission in January 2015. This was all the more important because still more input was needed from Member States to make it more practical, including on such issues as the structure of the defence system, in addition to the work that include preparation of the implementation plan to be undertaken for submission to the policy organs in January 2015;
vi) The reference to the Anthem and Flag in the document was made to
increase the pace of their adoption and usage/widespread in all sectors of the society;
vii) On the realization of issues under Chapter 2, the comment was accepted.
More explanation was given that the work to develop a detailed implementation plan towards that end will start in July after the Summit in Malabo;
viii) On the system of universal suffrage for the election of the AU president by
2063, what was advanced was a proposal, but Member States were free to decide on the best system they would prefer.
ix) The suggestion to specify the number of permanent seats for Africa at the UN Security Council was good suggestion; each region could have a seat and it was left to Member States to debate it;
x) The structure/hierarchy proposed in Chapter 6 would be reviewed to take
into account the observations made; xi) On Africa financing its development, Agenda 2063 should be taken as a
broad framework to be executed in stages and at each stage it should be fine-tuned. It will be reviewed and fine-tuned at 10-year intervals;
xii) It was reiterated that the technical document should be taken as work in
progress and Member States could propose a timeframe to be given to make their contribution. This should ensure its internalization and ownership of Member States and the development of a better document for submission to the policy organs in January 2015;
xiii) The Commission clarified that there would be another political document
that would be submitted to the Summit in Malabo. The document had already been discussed by the Ministerial Sub-Committee of the Executive Council established in Bahir Dar that met recently together with the AUC Chairperson, the President of the AfDB, Executive Secretary of UNECA and Chief Executives of RECs. The document was to be circulated to all members of the Executive Council through embassies in order to prepare their input during its discussion when tabled for discussion in Malabo;

xiv) On the Agenda 2063 ideology, Agenda 2063 is driven by the concept of Pan Africanism. It is a people driven initiative that reflects our past and African Unity and Solidarity are the driving forces. This implies that Africans will be the owners and main beneficiaries of her natural resources;
xv) The issue of an internationally accepted currency was included in the
document, but the idea would be strengthened.
XVIII. RECOMMENDATIONS TO THE PRC 84. The Sub-Committee on Conferences and Programmes recommended the following:
i) The PRC is requested to take note that the draft Technical Document on Agenda 2063 is still work in progress and is being submitted to solicit further inputs and to seek guidance on the way forward;
ii) In view of the fact that only five Member States (Algeria, Ghana Mauritius, Zambia and Zimbabwe) have so far provided inputs to the Commission, the PRC is requested to recommend to the Assembly the extension of the deadline for the final approval of the Agenda 2063 technical document from the original June 2014 to January 2015 in order to allow Member |States sufficient time to internalize the document and take ownership. The PRC should also request the Executive Council to urge Member States to submit inputs by end of September 2014;
iii) The PRC is invited to note that the Commission will continue to work closely with its partners (AfDB, UNECA and NPCA) in refining and finalizing the draft technical document, taking into account inputs from Member States and other stakeholders, with a view to submitting the final Agenda 2063 Technical Document, the First 10-year plan and implementation, monitoring and evaluation framework to the January 2015 meetings of the AU Policy Organs;
iv) The PRC is also invited to note that at the request of the Agenda 2063 Ministerial Committee established during the Bahir Dar Retreat of the Executive Council, the Commission has formulated a short political/inspirational Agenda 2063 document which has been distributed to all Member States, as requested.
XIX. PRESENTATION OF THE DRAFT 2015 CALENDAR OF MEETINGS BY THE
COMMISSION
85. The representative from the Department of Conference Management and Publications introduced the draft calendar of meetings and noted that the objective of the session was to review and endorse the 2015 Calendar of meetings that had been discussed in the 2 June 2014 Joint sitting of the PRC Sub Committees on

Administrative, Budgetary and Financial Matters and that of Programmes and Conferences. XX. COMMENTS/OBSERVATIONS BY MEMBER STATES 86. Member States noted that while the majority of the recommendations that had been made in the last meeting were reflected in the draft, not all comments/directives were taken on board, for instance, they:
a. Noted that in certain cases where they had recommended that some meetings be merged, it had not been done, for example:
The Department of Social Affairs was to merge meetings 3, 5 and 6; and meetings 9 and 10;
For the Department of Infrastructure meetings 2 and 3 should be merged as well as meetings 4 and 9;
b. Observed that the Department of Rural Economy and Agriculture had not reduced the number of AUC staff serving the meeting in Paris;
c. Noted that some meetings are still being named as “Ministerial” whereas they are STCs;
d. Observed and requested that the meeting of the “Committee of 10” be added to the Calendar of meetings;
e. Noted that the Department of Infrastructure and Energy had not merged the STCs and the Bureaus as has been done by the Department of Trade and Industry;
f. Observed that in some cases like the Department of Social Affairs, there were still main calendar meetings that were appearing under Training and Capacity Building.
XXI. RESPONSES BY THE COMMISSION 87. The Commission gave the following responses:
a. Agreed that the mentioned meetings under DSA, DIE will be merged; b. The representative from DREA explained that the number of staff servicing
the Paris meeting had actually been reduced from 20 to 10 as evidenced by the reduction in the budget from USD 130 000 to USD 80 000, but the draft document had not been adjusted accordingly;

c. On the issue of Ministerial meetings still appearing in the Calendar, the representative from DCMP acknowledged that it was an error in the naming, but they were actually STCs and will be corrected accordingly;
d. Agreed that the “Committee of 10 meeting” will be added to the Recurrent
meetings; e. The representative of the Legal Counsel explained that some STCs and
Bureaus could not be merged because Bureaus are the coordinating mechanisms for the STCs and need to meet ahead of time to ensure adequate preparations before the STCs meet;
f. The Commission agreed that the said meetings under Department of Social
Affairs will be moved to the relevant section of the Calendar of meetings.
RECOMMENDATIONS TO THE PRC 88. After noting that the Commission had made the necessary adjustments requested by the Joint Sitting of the PRC Sub-Committees on Administrative, Budgetary and Financial Matters and that of Programmes and Conferences, the Sub-Committee agreed to recommend the Calendar of Meetings for approval by the PRC. 89. At the adoption of its Report, the Sub-Committee stressed the need for the Commission to reduce the number of staff attending the Pretoria Meeting of the Peace and Security Department and the Commission, undertook to do so in the Calendar of Meetings
