2.0STRUCTUREOFTHELEAGUE

2.1GuidelinesandRegulations:ThisLeaguereferstothecurrentyearPonyBaseballRulesandRegulations,TheOfficialBaseballRules,"TheSportingNews"edition,theUSAOfficialRulesforSoftball,andtheRedondoSunsetStandingRules.

2.1.1ThePonyBaseballRulesandRegulationsandtheOfficialRulesforSoftballareadvisory

documentscontainingrecommendationsandexamples.PONYandUSASoftballruleswillbefollowedunlesstheStandingRulesaddressand/orchangethePONYorUSASoftballrule.

2.1.2TheRulesandRegulationsforThorobred,Palomino,Colt,Pony,Bronco,Mustang,Pintoand

ShetlandBaseball;definesleagueageofparticipants,playingfielddimensionsandothertopicswhichfollowwithinthisdocument.TheorganizationofthisdocumentfollowstheoutlineoftheRulesandRegulations.

2.1.3TheOfficialRulesforSoftball;definesleagueageofparticipants,playingfielddimensionsand

othertopics,whichfollowwithinthisdocument.

2.1.4TheOfficialBaseballRules,"TheSportingNews"edition,isinvokedasplayingrulesbytheRulesandRegulationsforThorobred,Palomino,Colt,Pony,Bronco,Mustang,PintoandShetlandBaseball.

2.1.5TheStandingRulesfortheLeaguetakeprecedenceovertheRulesandRegulationsfor

Thorobred,Palomino,Colt,Pony,Bronco,Mustang,PintoandShetlandBaseball,theUSAOfficialRulesforSoftballandtheOfficialBaseballRules,"TheSportingNews"edition.IfaruleisnotintheStandingRules,PONYorUSASoftballruleswillbefollowed.Iftheruleisnotthere,refertotheOfficialBaseballRulesforbaseballissues.

2.2PlayingDownADivision:Allplayerswhoparticipateinthedraftwillbeplacedonateaminthe

appropriatedivisioninamannerprescribedbytheseRules.ItshallbetheintentoftheLeaguenottodropachildtoalowerdivisionexceptfor:

2.2.1Thechild'sabilitywouldprecludehim/herfromsafelyparticipatinginsaiddivision,asagreed

uponbythePlayerAgentandtheleagueVice-President,andtheparent(s)ofthechild.

2.2.2Anyplayerexercisingtheoptionofbeingplacedonadivisionleagueteamwillplaythedurationoftheseasoninthatleaguewithoutthechanceofmovingup.

2.2.3Anyplayerplayinginalowerdivisionwillnotbepermittedtopitch.Baseballonly–exceptionsshallbeapprovedonacase-by-casebasisbytheBaseballDivisionVP,BaseballCommissioner,andLeaguePresident.

2.3PlayingUpADivision

2.3.1SoftballOnly:Anyplayerthatwishestoplayupadivision(forexample,a6Uagedplayerthatwantstoplayupin8U)mustberatedinthetop15%ofalltheplayersinthedivisiontheyarewishingtoplayupin.Theratingistakenfromtheaverageofscoresgiventotheplayerduringleague-wideevaluations.IftheplayerwishestotryoutforSelect(10U/12Udivision),theymustdosointhedivisiontheyareplayinginduringtheregularseason.Forexample,aplayerplayingupin12Ucannottryoutand/orparticipateonthe10USelectteam.Thatplayercan,however,playdownadivisionforAllStars.

2.3.2BaseballOnly:RedondoSunsetPonydoesnotofferaplay-upprogrampasttheMustang

division.Play-uprequests(throughMustangonly)willbeconsideredaftertheplayerhasbeenevaluatedinbothdivisions.Ratingsfromevaluationswillbevaluedfortherequest.Howtheratingsareweighedtowardsthedecisionwilldependonenrollmentandreviewedonacase-by-casebasis.Ifaplayerisplayingupadivision,theplayerandtheparentsmustagreethatit’spossiblethattheplayerwillspend3seasonsintheMustangdivisionbeforemovinguptotheBroncodivisionwhentheplayerbecomesBroncoageappropriate.

Allexceptionsshallbeapprovedonacase-by-casebasisbytheBaseballDivisionVP,Baseball

Commissioner,PlayerAgentandLeaguePresident.

2.3.2.1DivisionPlayerCall-UpProgram:(Baseball)DuringPreseasonandRegularSeasongamesonlytheLeaguewillestablishalistofplayersqualifiedtoplayuponedivisiononateamthathaslessthan9playersongamedayinordertopreventthatteamfromplayingshortofplayersorhavingtoforfeittheirgame.Ateammayrequestacall-upplayerthroughtheDivisionVPorothermethodagreeduponbyalldivisionmanagers.Thecall-upplayermaynotplaypitcherorcatcherandwillbatlastinthelineup.Call-upplayersmaynotbeusedinplayoffgames.

2.4TheSeason:Divisionswillplayasplitseason(exceptT-ball&Softballdivisions).Theseasonwill

consistof3parts;APre-Seasoninwhichgameresultsdonotcounttowardstandings,aRegularSeasoninwhichgameresultsdocounttowardstandings(exceptShetland&PintoAmerican),andanEndofSeasonPlayoffTournament.Thetimeframe/numberofgamesforhowthe3partsaresplitwillbedeterminedeachspringseasonbasedonnumberofteamsperdivision,fieldusageavailability,andnumberofgamesscheduled.

2.4.1AllEndofSeasonPlayoffTournamentgamesshallbescheduledattheearliestavailabledateby

theleagueschedulerafterconsultingwiththeleaguePresidentandVice-President.

2.4.2TheregularseasonstandingswilldeterminetheseedingforthesingleordoubleeliminationEndofSeasonPlayoffTournamentforPony,Bronco,Mustang,&PintoNationalinbaseballdivisions.The14U&12Usoftballdivisionswillplayanendoftheyeartournamentthatmayincludeotherlocalleagues.Shetland,PintoAmericanandallsoftballdivisionswillhaveablinddrawto

determineplayoffseeding.NoplayoffsforT-Ball&6Udivisions.Resultsofinter-leaguegames(ifany)willnotcounttowardstandings.

2.4.3Practice:Two(2)hourssanctionedbytheleague.Allteams(exceptT-ball,Shetland,&6U)will

beassignedtwo(2)practicetimesconsistingofone(1)houroffieldtimeandone(1)hourofbattingcagetime.T-ball,Shetland,&6Uwillbeassignedone(1)hourpracticetimeandonegameaweek.Ifspacepermits,Shetlandteamscouldbescheduledtousethebattingcageforanadditionalhourofpracticetime.Ifacoachwishestoholdotherpracticesoutsideoftheleaguesanctionedtimesthentheyaretobestrictlyonavolunteerbasisandnodisciplinaryactionswillbetakenifplayersdonotattend.

3.0COMPOSITIONOFTEAMS

3.1Membership:ThereshallbenocarryoverMembership.3.2NumberofTeams:ThenumberofteamsineachleaguewillbedeterminedbytheBoardbasedon

registration.Allplayerswillbegroupedintotheirleagueagegroups,withexceptionsprovidedforthosedroppedtoalowerleague.Thenumberofteamswillbechosensuchthateachteamwillbecomprisedofamaximumuptofifteen(15)playersunlessotherwisestipulatedandvotedonbytheBoard.

3.3WaitingPool:Allplayerswhoregisterafterthedraftoftheirleaguewillbeassignedtoawaitinglist.

ThePlayerAgentandDivisionVicePresident,withtheapprovalofthePresident,willthenassignthemtoateamasopeningsoccur.ThewaitinglistwillonlystayineffectuntiltheendofthePre-Season.Ifaplayeronthewaitinglisthasnotbeenassignedbythen,theywillbedroppedfromthelistandanymoniesrefunded.

3.3.1Whenateamrosterdropsbelowtheassignednumberofplayersdeterminedatthetimeofthe

draft(thelowestnumbercommontoeachteam),theteammanagerisrequiredtonotifythePlayerAgentwithinfive(5)daysfromthedaytheopeningoccurs.Theplayercloselymatchingtheskillsofthedroppedplayerwillbeaddedfromthewaitinglistifavailable.

4.0PLAYERELIGIBILITYANDSELECTIONReferenceSection3,4,and5oftheRulesandRegulationsforThorobred,Palomino,Colt,Pony,Bronco,Mustang,PintoandShetlandleagues,and"SelectionofPlayers"sectionofthePonyBaseballRules,andReferencetheUSAOfficialRulesforSoftball.

4.1Eligibility:AnyplayerofanagerecognizedbytheLeagueiseligibletoregisterandparticipateinthe

League.Exception:SeeSection4.24.2Evaluations:Allregisteredplayerswillbenotifiedofevaluationstimesanddates.Baseball-ABoard

approvedcommitteeof3ratersperdivisionshallconductbaseballevaluations.Allprospectivesoftballmanagersmayberatersduringtheevaluations.Allplayers(exceptT-Ball&6U)mustattendevaluations.Eachplayerwillhavetheopportunitytorun,throw,fieldandbat.Ifaplayercannotattendthescheduledleagueevaluationsormake-ups,theDivisionalVPwillscheduleanalternate

timeanddatetoratetheplayer(s).Noplayershallbeconsideredforteamplacementwithoutaratingaverage.

4.2.1EvaluationCrews:TheV.P.ofeachdivisionisexpectedtoruntheevaluation.AllBoardapproved

ratersshouldbeavailablethroughouttheprocesstoallowconsistentevaluations.AllManagersintherespectivedivisionareinvitedtoattendandmakethereownnotesandratingsofeachplayer.

4.2.2Raters:TheRaterswillstandtogetherandrateeachPlayer.Theyareencouragedtodiscusstheir

assessmentsandinthecasethatthereisasubstantialdifferenceintheratingofaPlayer,theRatersshouldresolvethedifferenceatthatpoint.TheVPwillconferwithRatersaftereachalphabeticalgrouping(A-I),(J-Q),etc.Theratingpointswillbeone(1.00)throughfive(5.00)withone(1)beinglowandfive(5)beingthetop.Thegradingwillbedonebyone-quarter(1/25)points(i.e.1.25,2.0,3.75,4.50,etc.).Allplayerswillberatedatallstations.Attheendofthefinalevaluationssession,theRatersandtheVPwillmeetandtallyanoverallaverageforeachPlayerbasedontheratingpoints.DivisionalManagersareencouragedtowatchandmaketheirownpersonalratingassessments.

4.2.3Sign-inTable:TheDivisionVPshouldchoosepeopleworkingthefieldsign-intablefromthelist

ofprospectiveManagers/CoachesinthatDivision.ThemainresponsibilityoftheseindividualsistomakesurethatthePlayersarecheckedinandassignedanumber.WhencheckinginPlayers,especiallyPlayersnewtotheLeague,thesign-intablevolunteersneedtoaskifthePlayershaveexperienceinpitchingandcatching.ThisinformationshouldthenbepassedontotheVPsothatthePlayercouldberatedandnotescangoonthePlayer'sratingsheet.

4.2.4In-FieldVolunteers:Thein-fieldvolunteersshouldalsobeselectedfromthepoolofprospective

Managers/CoachesforthatDivision.Thein-fieldvolunteerswillassisttheVPinconductingtheactualevaluation.TheVPwillutilizethesepeopleintheareasofpitching,hitting,catching,andmovingPlayersfromstationtostation,thusallowingtheVPtobearater.

4.3PlayerDraft:ThePony,Bronco,Mustang,PintoNationalDivisionsandGirls14U,12U&10Uwill

haveanopen“live”draft.Allmanagersinthesedivisionsmayselectanyplayertheydesirewiththeirdraftpick.Ablinddrawwilldeterminetheorderofselection.

PintoAmerican,Shetland&8UteamswillbedraftedbyusingaSnakeDraftbasedonratings.TeamformationwillbetheresponsibilityoftheDivisionVP,playeragent,andtherespectiveCommissioner.AllteamsshallbemadebyplacingPlayersonteamsaccordingtotheirevaluationratings,age,andexperience(i.e.highestratedplayeronteamone(1),nexthighestonteamtwo(2),etc.)untilallPlayersareplacedonteams.Teamsaccumulativeratingsandplayersageshouldbewithinareasonabletolerance.TheDivisionVPisexpectedtoidentifythepreviousexperienceofanynewplayertoourLeague.In8Utherewillbespecialconsiderationgiventotheplacementofpitchersinordertoinsurebalancedteams.ManagersandCoachesthatwishtobepairedtogetherneedtosubmittheirrequesttotheDivisionVPpriortoteamselection.Iftherequestdoesnotconflictwiththeparityoftheteamsandtherearenootherobstaclesthatarisefromthepairingoftheindividuals,thentheVPmayattempttomeettheirrequests.Reasonableparentrequestswilltrytobemet.EachVPwillscheduleaninformalmeetingfortheirmanagerstoviewthedraftedteams.Atthattime,ManagerswillbeaffordedanopportunitytoofferinputontheSnakeDraftselectionprocesspriortothedistributionofteams.

ThereisnodraftforT-Ball&6Uteams.TeamswillbeassignedbyDivisionVPandBaseball/SoftballCommissioner.

4.3.1Siblings:Siblingswillbeplacedonthesameteam,unlessotherwiserequested.

4.3.2NoChildinDivision:ifthemanagerdoesnothaveachildinthedivision,hehastheoptionto

placeachildorchildrenofanassistantcoachonhisteam.Thisplayerorplayerswillbetreatedasthemanager'schild/childrenforthepurposesofthedraft.Thisdecisionissubjecttoboardapproval.

4.3.3LengthofAssignment:Aplayermustplayfortheteamtowhichtheyweredrafted,forthe

durationoftheseason

4.4InjuryandReplacement:Shouldaplayer,havingbeenselectedtoateam,sufferaninjurywhichwillprecludetheplayer’sparticipationforthree(3)weeksorlonger,themanagermayrequestaplayerasoutlinedinsection3.3WaitingPool.Theinjuredplayerwillremainontheteam'srosterasanon-playingmember,butcannotplayforthree(3)weeksaftertheinjuryhasbeenreportedtothePlayerAgent.Shouldtheinjuredplayerrecovertheywillbereinstatedtoplayingstatuswithadoctor'sreleasesubmittedtothePlayerAgentand/orSafetyOfficer.Noplayershallbeallowedtoplaywithacastorsplint.Theplayeraddedtoreplacetheinjuredplayershallremainontheteamasanactiveplayerwiththatteam'srosterbeingincreasedbyone.

4.5Dropouts:ShouldaplayerresignorbedismissedfromtheLeaguetheymustremainoutofthe

LeaguefortheremainderoftheyearunlesstheBoardofDirectorsrulesotherwise.Dismissalfromateamshallbehandledinthefollowingmanner:

4.5.1Upondecidingtotakeactionagainstaplayerfordisciplinaryornon-attendancereasons,the

managershallcontacttheirVicePresidentandthePlayerAgent.

4.5.2Aftergivingtheirapproval,theVicePresidentandthePlayerAgentwillcontactthisplayerandtheirparentstoseeiftheywouldlikeanopportunitytoappealtheaction.

4.5.3AtthenextregularlyscheduledorspecialBoardMeeting,thepartiesinvolvedshallmakeits

ruling.4.6RefusaltoPlay:Ifaplayerrefusestoplayfortheteamwhichhe/sheisdraftedortowhichhe/sheis

assignedbythePlayerAgent,he/shemustbewithdrawnfromtheprogramfortheremainderoftheyear.

4.7TeamNotification:Eachmanagershallnotifythemembersoftheirteamwithinthree(3)days

followingtheplayerdraft.

5.0EQUIPMENT

5.1Shoes:Rubberorplasticcleatedbaseballorgeneral-purposeshoesarepermitted.SpikesorcleatscontainingmetalareNOTallowedinanyleaguebelowPonydivision.NometalspikesareallowedforpitchersinanydivisionincludingPony.Useofmetalspikeswillresultinaonegamesuspensionfortheplayerandthemanager.MetalcleatsarenotallowedinSoftball,exceptin14U.

5.2Catchers:Baseballandsoftballcatchersmustwearahelmet,facemask,andallboysmustweara

protectivecupwhenplayingthecatcherpositionandwhenwarmingupapitcherinagameorpractice.Catcher’smasksinbaseballandsoftballmusthavethroatprotectors.

5.3AdultUniforms:Adultmanagersorcoachesmayoccupycoachingboxeswithoutwearingbaseball

uniforms(thisruledoesnotapplytotournamentplay).Coachesmustwearclosedtoeshoes.Nosandalsforsafetyreason.

5.4UnusedEquipment:Themanagerisresponsibleforkeepingallunusedequipmentinsidethedugout

duringthegames.5.5Helmets:Allplayersmustwearhelmetswhilebattingorrunningthebasesduringbothgamesand

practices.InaccordancewithUSASoftballrulesFacemasks/HelmetGuardsarerequiredforthesoftballdivision.FacemasksonhelmetsaremandatoryforthePinto,ShetlandandT-BallDivisions.

5.6EquipmentDistribution:Theteammanagerisresponsibleforthecompletereturnofallequipment

assignedtotheirteam.Noteamwillreceiveawardsand/ortrophiesuntilallequipmentissuedtotheirteamhavebeenaccountedfor.Eachmanagerwillberequiredtogivea$100.00depositpriortoequipmentdistribution.A$20feewillbechargedforallbattingcageandequipmentshedreplacementkeys.

5.7GameTimeLimits:RedondoSunsetisrequiredduetofieldavailabilityissuestousedropdeadrules

foralldivisions.Managersandcoachesshouldrefrainfromstallingordelaytacticstoexploitthesedropdeadrules.Allcomplaintsshouldbefiledwiththebaseballorsoftballcommissioner.Themanagersandcoachesshouldrefrainfromaddressopposingmanagersduringgames.Stallingordelayingtactics,mayresultinasuspension.

Duetodaylightsavings,agamecouldbeimpactedbydarkness.Theleagueinstructsourumpirecrewtostopgameswhenthegameconditionsbecomeunsafe.Totheextentamanagerfeelstheconditionsofagameareunsafe,themanageronlyshoulddiscusstheconditionswiththeopposingmanager,atwhichpointthemanager(s)shouldnotifytheBoardmemberonduty.TheBoardmemberondutywilldiscusstheconditionswiththeumpire.IfagameisstoppedduetodarknesstheBoardmaydooneofthefollowing:reverttothepriorinningscoreandcallthegame,orreschedulethegametobecompletedbeforethenextregularseasongameassumingadditionaltimeremainsbeforethedropdeadtime.Thisdecisionwillbebasedonthefactsandcircumstancesofthegame.

5.8BatRules:EffectiveJanuary1,2018,withtheexceptionofthe-3bat(BBCORcertified),allother2-5⁄8inchminusfactorbats(-5,-7,-9,etc)and2-1⁄4”batsmustbecertifiedwiththeUSABatlicensingstamponthebatinordertobeusedforleagueandtournamentplay.2-1⁄4”and2-5⁄8inchminusfactorbats(-5,-7,-9,etc)usedin2017willbeillegaltousein2018.Woodbatsarelegal.Batsmanufacturedspecificallyforuseinteeball,shallnotbeusedwhentheballispitchedbyaplayer,coach,orpitchingmachine,unlessusingasafetyball.

6.0SPECIALRULES-ALLDIVISIONS

6.1IncompleteGames:ThesegameswillnotberescheduledunlessitisdeterminedbythePresident,CommissionerofBaseballorSoftball,ordivisionalVice-Presidentthatthesegameswillhaveanimpactonthedivisionstandingsattheendoftheroundorhalf.Noteamswillberequiredtoplaymorethantwo,(2)“complete”gamesinaforty-eight(48)hourperiodwiththeexceptionofsoftballduringplayoffseason.

6.2Play-offGames:Play-offgameswillbescheduledtoallowparticipatingteamstoperformatfull

strengthwithallplayerseligibletopitchthemaximumnumberofinningsatthestartoftheplay-off.Nonewseasongamemaybeplayeduntiltheregularseason,includingplay-offgames,iscomplete.Forthepurposeofthisrule,anewleagueweekwillstartforty(40)hoursafterthelastgameoftheseason.Baseball-TheweekresetsonFridaypriortoChampionshipSaturday.

6.3Food,Smoking,Trash,etc.: Nofoodallowedinthedugoutsorscorebooths.Theuseoftobacco,

includingE-Cigarettesoranyothersmokingdevices,alcoholorillegaldrugsinanyformbytheplayersoradultleadersinthedugout,onthebenchesorontheplayingfieldshallnotbepermitted.Pleasebeconsciousoftrashdebrisaroundourfieldsandstands,especiallywithpeanutandsunflowerseedshells.

6.4Jewelry:Playersarenotallowedtowearjewelryofanykindduringgamesorpractices.Thisincludes

watches.Medicalbraceletsornecklacesareallowed.Ifworn,theymustbetapedtothebodysothemedicalalertinformationremainsvisible.

6.5PlayersinDugout:Allplayersaretoremaininthedugoutduringthegame,exceptforrestroom

privileges.Playersandcoachesonlyarepermittedinthedugout. 6.6Chanting:Chantingfromthedugoutorthefieldisallowedsolongasitisnotdirectedtowardthe

8.2.2SoftballDivision:Interestedcandidatesmayhavemanagedorcoachedinanolderdivision,and

plantoreturnwiththeirdaughtertotherequesteddivisionfortheAllStarseason.(Ifamanagermovesupwithhis/herdaughterwhoisplayingup,themanagermayrequesttobeconsideredfortheAllStarmanagerifhis/herdaughterrequeststobeconsideredinherage-appropriatedivision.)ThemanagermaychoseuptothreecoachestoassistinthedugoutduringtheAllStarseason.Theseselectionsaresolelythemanager’s.

8.5MinimumPlayRules:RedondoSunsetdoesencourageManagerstotryandplayallplayersbutthey

9.1Selectisaprogramthatprovidestheoptionformoreadvancedplayerstoplaysoftballatamorechallenginglevelduringtherecreationalseason.Eachyear,USASOFTBALL(previouslyASA)recreationalleaguesloseplayersandvolunteers(coaches,boardmembers,etc.)totravelballduetoadesiretoplaysoftballatamorecompetitivelevel.USASOFTBALLSelectisintendedtoallowadvancedplayerstoplayagainstallstarcaliberteamsfromlocalleagueswithintheLosAngeles/SouthBayDistrict(andpotentiallyotherWesternRegionDistrictsaswell)togetahigherlevelofcompetitionwhilekeepingcostslow,andwithoutcompromisingtheintegrityoftheprimaryrecreationalleague.

9.2SelectISNOTallstars.Itisanentirelyseparateprogram.Althoughplayerswillcontinuetoadvance

theirlevelofplaythroughtheprogram,itisnotaguaranteethatthoseplayerschosentoplayonaSelectteamwillmakeanAllStarteam.

9.3Selectwillbeonlyforthe10Uand12Udivisions;onlyoneSelectteamperdivisionispermitted.9.4AllSelectplayersmustberegisteredwithRedondoSunsetrecreationalleagueforthecurrentyear.9.5AplayerwhoparticipatesonaSelectteammaynotalsoparticipateontravelteamfromFebruary1st

9.11.3 TheManager/HeadCoachmustbeACECertified.

9.12SelectProgramFees

9.12.1 A$75registrationfeeisrequired.Costwillincludeumpirefees,1tournamentfee,uniform,soxandvisors.Additionaltournamentsmaybeatanadditionalcost.USA/ASAchampionshipeventswillbepaidforbyRedondoSunset.

10.0SPORTSMANSHIP-Managers,Coaches,Players,andotherLeaguemembers:10.1SportsmanshipDirector:ThePresidentand/orExecutiveVice-President,actingasthedirectorof

Sportsmanship,shallmonitorallLeagueactivitieswithrespecttosportsmanshipandenforceallregulationsgoverningsame.TheDirectorofSportsmanshipshallappointamonitorforallfieldstoassisthim/herincarryingouttheseduties.

10.1.1IncidentReporting:AllmatterofpoorsportsmanshipbyanyLeaguemembershallbereported

totheDirectorofSportsmanshipinwriting.

10.1.2GameEjections.ManagersshallnotifytheDirectorofSportsmanshipofanyperson(s)beingejectedfromagamebytheumpire.AnyoneejectedbyanumpiremustleavetheparkIMMEDIATELY.Anymanager,coach,playerorfanthatisejectedfromagamewillbesuspendedforthefollowinggame.Regularorpostseason.

10.1.3DisplaysofPoorSportsmanship:Otherdisplaysofpoorsportsmanshipnotresultingin

immediatesuspensionfromagamearetobereported.Examplesofsuchunsportsmanlikeconductinclude,butarenotlimitedto:• Throwingbats,helmets,oranyothervisiblegestureoftemper.• Profanityorobscenegestures.• Undertheinfluenceofalcoholand/ordrugsordrinkingofalcoholicbeveragesonLeague

premises.• Smokinginthedugoutoronthefieldofplay.• Undueharassmentofumpiresorplayers.

10.1.4FanHindrance:Undueharassmentofplayersbyfansforthepurposeofdisruptionisstrictly

prohibited.Ifinthediscretionoftheumpirethisruleisbeingviolated,theumpireistocautiontheviolator(s)toceasethemisconductimmediately.Iftheunsportsmanlikeconductcontinues,theumpireistoordertheviolators(s)tophysicallyremovethemselvesfromstandsandthescopeoftheplayingfield.Noncompliancewiththeumpiresrulingwillresultinforfeitureofthegamefortheteamwhosefan(s)areinviolation.

10.1.4.1UnsportsmanlikeConduct:Incidentsofunsportsmanlikeconductbyaparticipatingmembermaybecausefortemporarysuspensionfromplaying,coaching,ormanaginginfuturegames.

10.1.5RemovedfromtheGame:Anymemberremovedfromagamebyanumpireisineligibleto

participateinanyfurthergamesuntiltheDirectorofSportsmanshiphasreviewedhis/hercase.

10.1.5.1TheDirectorofSportsmanshipshalltakeactiononanyreporttohim/herwithin48hoursafterbeingnotified.

10.1.5.2FailureoftheDirectorofSportsmanshiptoactwithin48hoursafterbeingnotifiedofthereportshallresultintheineligiblememberbeingautomaticallyreinstatedtofulleligibilitystatus.

10.1.5.3Participationofanineligibleplayerinaleaguegamewillsubjecttheteamtopenaltiesfor

usinganineligibleplayerasdescribedintheRulesandRegulationsforColt,Pony,Bronco,Mustang,Pinto,andShetlandleagues.TheDirectorofSportsmanshipmayimposeothersanctions,ashe/shedeemsnecessary.

10.2Suspension:ThePresidentandleagueVice-Presidentmaysuspendmanagers,and/orcoachesfor

anyofthefollowingreasons:

10.2.1Violationoftheminimumplayrule.

10.2.2Violationofthepitchingrules.10.2.3Failuretofieldateamforascheduledgame.10.2.4Conductwhichbringsdiscredituponhimself/herselforhis/herteam.10.2.5FailuretocomplywithcurrentStandingRulesforRedondoBeachSunsetYouthBaseballand

SoftballLeague,Inc.

11.0PROTESTSANDPENALTIES:ReferenceSections17,18and19ofRulesandRegulationsforColt,Pony,Bronco,Mustang,PintoandShetlandleagues.AllprotestsforSoftballandBaseballfollowthisprotestrule.

11.1PlayingUnderProtest:Amanagerwhodecidestoplayunderprotestmustnotifytheplateumpire,officialscorekeeperandopposingmanageratthetimethatthedisputedplayoccursandsubmittheprotestinwritingtotheleaguePresidentorExecutiveVice-President,within48hoursofcompletionofthegame.Theprotestingmanagerwilldeposit$25.00withtheprotestbeforetheprotestwillbeconsideredandwithin48hoursofthedisputedplayoritwillnotbeconsidered.Thesumwillbereturnedtotheprotestingmanageronlyifhis/herprotestisupheld.

12.0BATTINGCAGERULESANDOPERATIONALDOCUMENTATION:

12.1.1Thebattingcagescanonlybeusedbyplayersregisteredtoplayinthisleague.12.1.2Aminimumoftwo(2)adults(1coachand1otheradult)mustbepresentateverysessionand

remainthereduringtheentirescheduledtime.One(1)coachmustbepresentinsidethecageandone(1)adultmustsupervisetheremainingplayersoutsidethecagewaitingtheirturn.

12.1.3Onlyanadultcoachwhohasbeensuccessfullytrainedandapprovedbytheleagueisallowed

tofeedthepitchingmachine.Noplayeristooperatethemachine.12.1.4Onlyoneplayerisallowedinsidethebattingcageatatimewhenthemachineisbeingoperated

orthecoachislivepitching.Noplayeristolivepitchtoabatterinthebattingcage.12.1.5Atnotimeisaplayertobepositionedbehindthescreenand/oranywhereinfrontofanother

playerthatisbattingaballfromalivepitch,machinepitch,softtoss,oranyotherformofpitch,whilehittingisinthedirectionofthatplayerorscreen.

12.1.6Everyplayermustwearaprotectivebattinghelmetandclosed-toerubber-soledshoesorcleats

(nometalcleats)whileinsidethecage.12.1.7Allplayersandcoachesareexpectedtofollowallpostedsafetysignsanddocumented

12.2.1EligibilitytoaccessanduseoftheBattingCageswillbestrictlylimitedtoonlyactive,non-

injuredRedondoSunsetYouthBaseballandSoftballparticipantsingoodstandingwiththeLeague.Noadultsarepermittedtousethebattingcages.

12.2.2Itismandatorythatthemanagerofateamcompletethesafetytrainingandinstructionpriorto

thatteambeingscheduledforanybattingcageuse.12.2.3Thecagesarenotintendedforusebynon-registeredteamsandplayers.ThePresident,Vice

PresidentorExecutiveBoardofDirectorsmustapproveaccessanduseofthecagesbyanyotherindividualteamotherthanRedondoSunsetYouthBaseballorSoftball.

12.2.4Eligibilitycanberevokedtoindividuals,teamsandcoachesformisuseormisconductofthe

cagesandtheequipment.

12.3BattingCage-PeriodofAccess

12.3.1Accessanduseofthebattingcagesandtheequipmentwillonlybeallowedduringtheregularseason.TheregularseasonisdefinedasbeginningwiththedayafterteamselectionshavebeenmadeandendingatthecompletionofAll-Staractivity.ThePresident,VicePresidentorExecutiveBoardofDirectorsmustapproveanyaccessbeyondthisperiod.

12.4BattingCage-MethodofScheduling:Inanefforttofairlydivideuptheweeklyhoursavailable

forthebattingcageuseamongallteamssanctionedtoutilizethefacility,schedulingwillbehandledbytheBoard’sGameScheduler,asfollows:

12.4.1EachofthesanctionedleagueteamswillbegrantedONEHOURofcagetimePERWEEK,this

willbeknownasPRIMARYCAGETIME.ThehouristooccurMondaythroughFridaybetween4PMand9PM,Saturdaybetween9AMand6PMorSundaybetween11AMand6PM.ConflictswithgamesareNOTsubjecttoreschedulingbytheLeagueScheduler.RainoutsareNOTsubjecttoreschedulingbytheLeagueScheduler.

12.4.2Ifrequested,theupperdivisionswillhavefirstprioritytoanyadditionalcagetime.TheLeague

SchedulerwillscheduletheWEEKDAYorWeekend“DISCRETIONARY”HOURofcagetimebasedona“firstcome,firstserved”system

12.4.3ManagerswillselecttheirPrimaryBattingCagepracticetimethroughalotteryprocessatthe

MandatoryManager’sMeeting.12.4.4AllcagetimemustbescheduledbytheLeagueScheduler.12.4.5TheBoardMemberonDutyshallsettleanydisputesinregardstotheday’sbattingcage

schedule.Allofficialtimesanddatesforthecagewillbepostedonline.OnlyteamsofficiallyscheduledbytheGameSchedulermayusethecage.Ininstancesinvolvingtwoteamsvyingforcageuseatthesametime,theBoardMemberonDutywillhavefinalsayinalldisputes.

12.4.6Unauthorizeduseofthecagemayresultinexpulsionfromthecage.

12.5BattingCage-TrainingAcknowledgmentDocumentation

ThefollowingacknowledgmentformmustbecompletedforallmanagersandcoachesusingtheRedondoSunsetYouthBaseballandSoftballbattingcagesandapprovedbytheirDivisionalVPandtheirLeagueCommissionerpriortocageuse.
