requested. the fo.Howing is (l synopsis of who we are and how we can use the 287 (g)

Delegation of AuthOl; ty training.

• Randa ll County Sheriffs Office currently operates a 310 bed jail facility which

includes 8 infim1ary heds.

• The facility was constructed in 2000 and opened in 2001.

• The facility was built with an intake (booking, laWldry, kitchen, and prisoner property

storage) capacity to fac ilitate expansion to 1,000 beds by adding pods.

• Randall County has a contract wi th United States Marshall's Offi ce in Amarillo for

housing federa l inmates. The Uni ted States Bureau of Prisons and I.C .E piggy-back

off of that contract.

• As of today, Randall County has housed as many as 117 federal and ICE inmates per

day.

• With the increased emphasis on border security, J.C.E. has asked Randall County for

add itiona l jail beds.

• This arrangement with the federal govenunent has proven to be mutually beneficial

for Randall Coun ty as well as the various federal agencies that have inmates in the

Randall County Jail.

The fo llow ing are some of the advantages for the US Immigration and Customs

Enforcement to highly consider the Randa\! County Ja il fqr tJle 287 (g) training :

• Randall Cmmtyalrefldy' has a successful history and a current working contract with

various federal law enforcement agencies,

• Amaril lo is IDeated approximarely midway between the west coas t and the east coas t.

Amarillo is in a border state and sits at the' intersection of two Interstate Highways,

Interstate 40 and Interstate 27, Amarillo's air term inal has international deSignation.

• There have been numerous traffic stops where the occupants of the vehicles were

suspect illegal aliens. Due to the limited number ofICE agents in th is area the

occupants were held for extremely long periods of time before an agent co ul d get to

them. Having trained individua ls in the jail would eliminate this wait.

• We plan to train 4-7 officers one being a superv isor.

notify you that the Office of the Assistant Secretary for U.S. Immigration and Customs

Enforcement (ICE) has received your request for 287(g) Delegation ofAuthority tnlining for

the Randall County.

On April 6, 2007, the Program Manager for 287(g) Delegation ofAuthority at ICE

Headquarters forwarded your request for participation in the 287(g) program to the Special

Agent in Charge (SAC), and the Field Operations Director (FOD) for the Dallas, Texas area of

responsibility (AOR). The SAC and FOD, along with a member of your staffwill need to

conduct a feasibility assessment study. After completion, the assessment will be reviewed at

ICE Headquarters and a determination will be made to either accept or deny your request to

participate in the program.
